Battalion Chief—will be reposting in about one month.
Medical Officer — the position was reposted and a total of 4 resumes have been received;
interviews are schedule for 9/6/06.
NEW BUSINESS
After a discussion with the bargaining representative from the Municipal Employees Union,
some union job classifications have been eliminated and others created. These are also Civil
Service classifications. The classification of Park Maintenance II-Mechanic has been eliminated
and replaced by the Leisure Services Mechanic classification. This upgraded the classification to
the same pay level as other City mechanics with some additional responsibilities. The
classifications of Laboratory Technician I and Laboratory Technician II in Waste Management
Services have been eliminated and replaced by the Laboratory Technician classification. There
was no longer enough difference between the two classifications. The combined classification
will pay the same rate as the previous Laboratory Technician II.
The job description and testing criteria for Leisure Services Mechanic was presented for
approval. The description is similar to the previous Park Maintenance II-Mechanic with some
additional responsibilities. Since this is more than just a job title change, the City needs to go
through the promotional process so an official appointment can be made from a Civil Service list.
Moved by Luce, seconded by Blitsch to approve the job description and testing criteria for
Leisure Services Mechanic. Motion carried.
The job description and testing criteria for Laboratory Technician was presented for approval.
The Human Resources Committee approved beginning the Civil Service process on 8/7/06.
There has been a Laboratory Technician I vacancy for over a year. The position will be posted as
a promotional and a present Laboratory Technician I will move into the new Laboratory
Technician classification. Since this is more than just a job title change, the City needs to go
through the promotional process so an official appointment can be made from a Civil Service list.
The position will also be posted as open to fill the actual present vacancy. Moved by Blitsch,
seconded by Luce to appro-the job description and testing criteria--; Laboratory Technician.
Motion carried.
The job description and testing criteria for Instrumentation Control Technician-Waste
Management Services was presented for approval. The Human Resources Committee approved
beginning the Civil Service process on 8/7/06. There is a vacancy due to a resignation. This
position has been open for a significant period of time and was not filled sooner due to budget
concerns. There are no changes in the job description or testing criteria. Candidates must have a
journeyman electrician license. Moved by Blitsch, seconded by Luce to approve the job
description and testing criteria for Instrumentation Control Technician. Motion carried.
The job description and testing criteria for Equipment Operator I-Street Department was
presented for approval. The Human Resources Committee approved beginning the Civil Service
process on 8/7/06. There is a vacancy due to a termination. The position has already been posted
for transfer or demotion and 2 employees who work as Park Maintenance I for 7 months and as
Equipment Operator I for 5 months have made a request to fill the 12-month vacancy. This will
leave a 5-month position, which may or may not be filled. We want to get approval of the job
description and testing criteria in the event money is available to move forward. There are no
changes in the job description or testing criteria. Moved by Luce, seconded by Blitsch to approve
the job description and testing criteria for Equipment Operator I. Motion carried.
The job description and testing criteria for Financial Analyst-Finance Department was presented
for approval. The Human Resources Committee approved beginning the Civil Service process
on 8/7/06. There is a vacancy due to a resignation. There are no changes in the job description
or testing criteria. Moved by Luce, seconded by Blitsch to approve the job description and
testing criteria for Financial Analyst. Motion carried.
