The Civil Service List for Police Recruit was presented for approval. The City received 185
resumes, but only 80 candidates took the physical ability test on 11/17/05 (63 WM, 3 His M, 2
BM, 10 WF, 1 BF, 1 Asian F). Nineteen did not pass the physical ability test (4 WF, 1 BF, 14
WM). Sixty candidates took the written test on 11/17/05. Thirteen candidates did not pass the
written test (2 WF, 10 WM, 1 BM). The remaining candidates were interviewed on 12/16, 19-
22/05 by Shelly Kruger-Human Resources, Lieutenant Joe Leibold and Officer Rob Duncan. All
candidates passed the interview. The Civil Service List contains 8 white males, 1 white female
and 1 Hispanic Male; the Reserve Civil Service List contains 9 white males and 1 Hispanic male.
One of the white males is possibly Bosnian or Croatian.

We, the members of the Civil Service Commission, certify the following list of applicant(s), who
are eligible based upon the examination process as set forth by the Civil Service Commission for
the appointment to the position of Police Recruit for the City of Waterloo, Iowa. Appointment(s)
shall be made from this list for the next two years (January 19, 2006—January 18, 2008).

The Civil Service List for Police Property/Evidence Technician was presented for approval. The
City received 58 resumes and 27 candidates were invited to interview on 1/4-6/06. Panel
members were Shelly Kruger-Human Resources, Sergeant Rich Carter and Virgil Carson-
Property/Evidence Coordinator. Seven candidates did not pass the interview and 1 candidate did
not show for the interview. The Civil Service List contains 8 white males and 2 white females;
the Reserve Civil Service List contains 3 white males, 5 white females and 1 black female.

Updates
Garage Mechanic — position put on hold while the City continues to investigate the driving
eligibility status of a laid off employee.
Recreation Specialist—Leisure Services—22 resumes have been received and are being reviewed
—preliminary review shows at least 8 good candidates and another possible 5. Plan to interview in
early February.
Park Maintenance I (7 month)—put on hold until after completion of the budget process.
Manager of Rehabilitation Services — Community Planning & Development - 13 resumes
have been received and are being reviewed. Plan to interview mid-February.
Parking Meter Repair — Traffic Operations — 15 resumes have been received and are being
reviewed. Plan to interview mid-February.
Fire Engineer—32 fire fighters have signed up to take the written test on 1/24/06.
