Cheryl Huddleston, Human Resources Manager, distributed an amended Agenda to add an item
under, "Other Business." Moved by Blitsch, seconded by Luce to approve the 8/9/05 Agenda as
amended. Motion carried.
Moved by Blitsch, seconded by Luce to approve 5/19/05 Minutes as mailed. Motion carried.
Moved by Luce, seconded by Porter to approve the 6/17/05 Minutes as mailed. Motion carried.
Moved by Blitsch, seconded by Porter to approve the 7/8/05 Minutes as mailed. Motion carried.
IINFINISHFD RIJSINESS
The Civil Service List for Fire Fighter Recruit was presented for certification. The Human
Resources Committee on 2/7/05 approved beginning the Civil Service process and the Civil
Service Commission on 2/25/05 approved the job description and testing criteria. The position
was advertised in the Courier, posted on the City website and cable access channel, listed with
Iowa Workforce Development, notices sent to the agencies and organizations on the Affirmative
Action List and regional fire schools, PSA's sent to local media, billboard postings in prominent
locations and posted in all City departments. An information workshop was held 4/16/05. One
hundred eighty-nine resumes were received and one hundred forty-four candidates took the
written test on 5/11/05 including eight white females, three Hispanic males and two American
Indian males. Candidates with the top sixty-seven scores were invited to take the physical ability
test on 7/12-13/05 at the Regional Training Center including three white females, one American
Indian male and one Hispanic male. Four candidates did not show for the physical ability test,
three cancelled, three did not pass and one withdrew due to a problem with his motor vehicle
record. The remaining candidates were invited to interview on 7/14-15, 18-20/05. Panel
members were Fire Engineer Dave Floyd, Fire Captains Mike Jenn and Doug Carter and Human
Resources Manager Cheryl Huddleston. One candidate did not show for his interview. Total
score was determined by adding 40% of the written exam score to 60% of the oral interview
average. The Civil Service List has one white female, one American Indian male and eighteen
white males. The Reserve List has ten white males. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Fire Recruit for the City of Waterloo, Iowa Fire Rescue Department.
Appointments shall be made from this list for the next two years (August 9, 2005 — August 8,
2007).

The Civil Service List for Permit Writing Specialist was presented for certification. This is a
new position. The Human Resources Committee on 5/2/05 approved beginning the Civil Service
process and the Civil Service Commission on 5/19/05 approved the job description and testing
criteria. The position was advertised in the Courier, posted on the City website and cable access
channel, listed with Iowa Workforce Development, notices sent to the agencies and organizations
on the Affirmative Action List and posted in all City departments. Twenty resumes were
received and six candidates were invited to interview on 7/21/05. Interview panel members were
Geoffrey Grimes from Struxture Architects, Plan Review Specialist Doug Erpelding and Human
Resources Manager Cheryl Huddleston. One candidate cancelled and one withdrew due to
problems on his motor vehicle record. The Civil Service List contains four white males. Moved
by Blitsch, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Permit Writing Specialist for the City of Waterloo, Iowa Building
Inspections Department. Appointments shall be made from this list for the next year (August 9,
2005—August 8, 2006).

The Civil Service List for Graphic Designer/Digital Arts Manager was presented for certification.
This is a new position. The Human Resources Committee on 5/2/05 approved beginning the
Civil Service process and the Civil Service Commission on 5/19/05 approved the job description
and testing criteria. The position was advertised in the Courier, posted on the City website and
cable access channel, listed with Iowa Workforce Development, notices sent to the agencies and
organizations on the Affirmative Action List and posted in all City departments. Thirty-six
resumes were received and ten candidates were invited to interview on 7/26-27/05. Interview
panel members were Culture & Arts Commission member, Matt Hundley, Curator Kent Shankle
and Human Resources Administrative Secretary Shelly Norris. Five candidates did not pass the
interview. On 8/4/05 Matt Hundley and Kent Shankle reviewed and rated the portfolios
submitted by the remaining candidates. The total score is 50% of the oral interview average
added to 50% of the average of the portfolio review. The Civil Service List contains three white
males and two black males. Moved by Luce, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Graphic Designer/Digital Arts Manager for the City of Waterloo,
Iowa Culture & Arts Department. Appointments shall be made from this list for the next year
(August 9, 2005—August 8, 2006).

NEW RIJSINESS
The job description and testing criteria for Fire Inspector was presented for approval. There is a
vacancy due to a resignation. The Human Resources Committee on 8/1/05 approved beginning
the Civil Service process. The position will be posted as a promotional at all fire stations. There
have not been any changes in the description or testing criteria. Moved by Blitsch, seconded by
Porter to approve the job description and testing criteria for Fire Inspector. Motion carried.
The job description and testing criteria for Maintenance Electrician — Traffic Operations was
presented for approval. There is a vacancy due to a resignation. The Human Resources
Committee on 7/18/05 approved beginning the Civil Service process. A maintenance electrician
currently on layoff was offered the position and declined so he was terminated as of 8/3/05.
Candidates must be journeyman electrician or higher. Moved by Luce, seconded by Blitsch to
approve the job description and testing criteria for Maintenance Electrician— Traffic Operations.
Motion carried.
OTHER RITSINESS
Robert Stringer, Human Resources Director, reviewed a situation regarding Michael Devine, a
candidate who is on the current Civil Service List for Police Recruit. Mr. Devine's wife is a
sergeant on the Waterloo Police Department and hiring him presents potential conflict of interest in
that his wife could supervise him. The Police Department currently has eighteen officers related by
marriage and it is beginning to severely limit the ability to efficiently operate the department. The
present list has seven active candidates. Two of these candidates have obtained other employment
and one will be removed from the list because he has not responded to messages to contact the
department regarding possible employment. That leaves only four potential candidates and there
are currently five vacancies. This would leave Mr. Devine the last available candidate. Moved by
Blitsch, seconded by Porter to approve the removal of Michael Devine's name from the current
Civil Service List for Police Recruit. Motion carried. The Human Resources Department was
directed to notify Mr. Devine of his removal.
With no further business before the Commission, moved by Blitsch seconded by Porter to adjourn.
Motion carried.
