The Civil Service List for Housing Partnership Coordinator was presented for certification. This
is a new position that has been funded by Community Development, but worked under a contract
with Operation Threshold. Community Development decided it needed better accountability and
control so has made it a City position. The Human Resources Committee on 5/2/05 and the Civil
Service Commission on 5/19/05 approved the position. The position was advertised in the
Courier, posted on the City website and cable access channel, listed with Iowa Workforce
Development, notices sent to the agencies and organizations on the Affirmative Action List and
posted in all City departments. Nineteen resumes were received and five candidates were invited
to interview on 6/29/05. Interview panel members were Nancy Gulick from Community
Development, Ethel Washington from Waterloo Housing and Cheryl Huddleston from Human
Resources. One candidate cancelled and one did not pass the interview. The list contains three
white females. Moved by Blitsch, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are

Robert Stringer, Human Resources Director, reviewed a situation regarding a laid off Maintenance
Electrician who will be given the opportunity to return to work to fill a vacancy due to a
resignation. The plan is to send him a certified letter. He was laid off due to an OWI conviction,
but has his driver's license back and is eligible to reapply for his CDL. The Insurance Committee
will need to review insurability and he would need to pass a physical and drug test. If the employee
does not respond to the letter or turns down the offer to return,he will be terminated.
With no further business before the Commission, moved by Porter, seconded by Blitsch to adjourn.
Motion carried.
