Moved by Blitsch, seconded by Luce to approve the 5/19/05 Agenda as mailed. Motion carried.
Moved by Blitsch, seconded by Luce to approve the 4/22/05 Minutes as mailed. Motion carried.

Updates
Fire Recruit — 144 candidates took the written test on 5/11/05 out of a possible 187.
Disappointed no black males or females took the test. Had 8 white females, 3 Hispanic males
and 2 American Indian males take the test. Waiting for results from testing service. Top 60
scores plus ties will take physical ability test on 7/12-13/05 at the Regional Training Center.
Those who pass will be interviewed 7/14-15, 18-20/05. Total score will be composite of 40%
written and 60% oral. Will be two-year list.
Cable TV Production Coordinator—position advertised in Courier, posted on City website and
Cable Access channel, listed with Iowa Workforce Development, notices sent to agencies and
organizations on Affirmative Action list and posted in all City departments. Have received 13
resumes to date. Deadline for resumes is 5/20/05.
Instrumentation Control Technician — position advertised in Courier, posted on City website
and Cable Access channel, listed with Iowa Workforce Development, notices sent to agencies
and organizations on Affirmative Action list and posted in all City departments. Have received 2
resumes to date and one candidate does not meet qualifications. This classification has always
been difficult to fill. Requires electrical license, but is not traditional electrical work — lots of
electronics and control work. Deadline for resumes is 5/20/05.
NEW BIJSINESS
The job description and testing criteria for Forestry Foreman — Leisure Services was presented
for approval. There is a vacancy due to a voluntary demotion. The Human Resources Committee
on 5/2/05 approved the position. Will be posted as a promotional in all City departments. There
have not been any changes in qualifications. It is anticipated a couple Forestry Its will apply for
the promotion. Moved by Blitsch, seconded by Luce to approve the job description and testing
criteria for Forestry Foreman. Motion carried.
The job description and testing criteria for Permit Writing Specialist — Building Inspections was
presented for approval. This is a new classification to take some of the workload off the Plan
Review Specialist. The Human Resources Committee on 5/2/05 approved the position. It will
be advertised as an open r,,sition. Eligible candidates must have a strong background in the
construction trades. Moved by Luce, seconded by Blitsch to approve the job description and
testing criteria for Permit Writing Specialist. Motion carried.
The job description and testing criteria for Housing Partnership Coordinator — Community
Development was presented for approval. This is a new classification for the City. Community
Development presently funds the position with the employee working for Operation Threshold,
but Community Development wants more accountability and control so the position will move to
direct City control. The Human Resources Committee on 5/2/05 approved the position. It will
be advertised as an open position. Nancy Gulick, Community Development Coordinator, asked
that grant writing be added to the essential functions and other areas of the job notice and job
description as related to this essential function. Moved by Luce, seconded by Blitsch to approve
the job description and testing criteria with the requested additions for Housing Partnership
Coordinator. Motion carried.
The job description and testing criteria for Graphic Designer/Digital Arts Manager— Culture and
Arts was presented for approval. This is a new classification for the City. A temporary
employee is presently performing the job duties. Workload and responsibility will be increasing
with construction of the new Junior Art Gallery and digital arts lab. The Human Resources
Committee on 3/21/05 approved the position. It will be advertised as an open position. Moved
by Luce, seconded by Blitsch to approve the job description and testing criteria for Graphic
Designer/Digital Arts Manager. Motion carried.
With no further business before the Commission, moved by Blitsch, seconded by Luce to adjourn.
Motion carried.
