Motion carried. Moved by Luce, seconded by Blitsch to approve the 2/25/05 Minutes as mailed. Motion carried. IJNFINISHED RIJSINESS The Civil Service List for Fire Lieutenant was presented for certification. There are several anticipated vacancies due to retirements. The list is also used for out-of-rank assignments. The Human Resources Committee approved beginning the Civil Service process on 12/6/04. The Civil Service Commission on 12/22/04 approved the job description and testing criteria. The position was posted internally as a promotion at all Fire Stations and twenty-three candidates submitted a resume. Battalion Chiefs Lanigan and Pierce, Captains Sink, Schneider and Jenn, Fire Marshal Boesen and Medical Supervisor McBride interviewed candidates on 2/8-10/05. Cheryl Huddleston monitored the interviews. The interview was worth 40% of the total score. The candidates took a written test on 2/24/05 that was worth 60% of the total score. There are two lists of ten, all white males. Moved by Luce, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Fire Lieutenant for the City of Waterloo, Iowa Fire Rescue Department. Appointments shall be made from this list for the next two years (March 16, 2005—March 15, 2007). CERTIFIED LIST Patrick Treloar Ben Petersen Pete Lilja Kevin Lee Joseph Junk Roger Carr Marty Weeks John Mattson Brian Shannon Doug Dahlhauser The reserve list shall be held in reserve and must be certified within the first year in order to be utilized. The Civil Service List for Fire Captain was presented for certification. There are anticipated vacancies due to retirements and the list is also used for out-of-rank assignments. Cheryl Huddleston monitored the panel. The candidates took a written test on 2/22/05. The total score was calculated by adding 50% of the written score to 50% of the promotional panel evaluation. There is a list of eight white males. Moved by Blitsch, seconded by Luce: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Fire Captain for the City of Waterloo, Iowa Fire Rescue Department. Appointments shall be made from this list for the next two years (March 16, 2005 —March 15, 2007). The Civil Service List for Waste Services Technician was presented for certification. There is a vacancy due to a promotion and we are anticipating a second vacancy due to a transfer/demotion. The Human Resources Committee approved beginning the Civil Service process on 1/24/05. The Civil Service Commission on 2/25/05 approved the job description and testing criteria. The position was posted internally as a promotion in all City departments and two resumes were received. Collection Systems Foreman Gary Luck, Operations Foreman Keith Kearns and Shelly Norris interviewed the candidates on 3/15/05. The Civil Service list contains one black male and one white male. Moved by Luce, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Waste Services Technician for the City of Waterloo, Iowa Waste Management Services Department. Appointments shall be made from this list for the next two years (March 16, 2005 —March 15, 2007). CERTIFIED LIST Jimmie Turner David Roeder Motion carried. Updates Fire Recruit—the budget process for FY06 has been completed, so the Human Resources Department and Fire Rescue will be developing a time line for advertising and testing. There aren't any changes in the testing process. The candidates will take a written test, the top sixty score will be invited to take a physical ability test and those who pass the physical ability test will be interviewed by a panel of at least five. Taking 50% of the written score and adding it to 50% of the interview, then adding any veterans or City points, will determine the list. This will be a two-year list. Human Resources and Fire Rescue are working hard to attract females and minorities including purchasing billboards at a few locations in the metropolitan area. NEW BUSINESS The job description and testing criteria for Laboratory Services Foreman - Waste Management Services was presented for approval. There is a vacancy due to a retirement. This position was formerly the Pretreatment/Laboratory Services Coordinator position that was a non-bargaining staff position. It has been changed to a bargaining position that combines the duties of the Laboratory Technician II and the previous position creating the new classification. This gives the City more flexibility because the position will be able to assist in the lab, if needed. The position will be posted as a promotional. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Laboratory Services Foreman — Waste Management Services. Motion carried.
