Motion carried. Moved by Luce, seconded by Blitsch to approve the 10/14/04 Minutes as mailed. Motion carried. IJNFINISHED RIJSINESS The Civil Service List for Equipment Operator I — Street Department was presented for certification. The Human Resources Committee approved beginning the Civil Service process on 8/23/04. The Civil Service Commission on 10/14/04 approved the job description and testing criteria. There are seven — five month vacancies to assist with snow removal and winter operations. The position was posted internally and seven resumes were received. Scott Clement, Keith Kearns and Shelly Norris conducted interviews on 11/4/04. All candidates passed the interview. The Civil Service List contains six white males and one white female. Moved by Blitsch, seconded by Luce: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Equipment Operator I for the City of Waterloo, Iowa Street Department. Appointments shall be made from this list for the next two years (November 17, 2004—November 16,2006). The Civil Service List for Waste Water Operator— Waste Management Services was presented for certification. The Human Resources Committee approved beginning the Civil Service process on 4/12/04. The Civil Service Commission on 4/30/04 approved the job description and testing criteria. There is a vacancy due to a retirement. The position was advertised in the Waterloo Courier, listed with Workforce Development, a notice sent to the agencies and organization on the Affirmative Action list, posted on the City website, the cable access channel and all City departments. Thirteen resumes were received and five candidates were invited to interview. Larry Smith, Roseann Cory and Cheryl Huddleston conducted interviews on 11/17/04. One candidate cancelled their interview. The Civil Service List contains four white males. Updates Clerk I — present vacancy is in the Police Department due to a retirement. After a review of available testing products, a test was chosen from CPS Human Resources Services. A test date will be scheduled, based on room and staff availability. Clerk II —present vacancy is in Clerk's Office due to a resignation. The position was approved by the Human Resources Committee on 9/20/04 and by the Civil Service Commission on 10/14/04. The position was advertised with Workforce Development, posted on the City website and all City departments and notices sent to the agencies and organizations on the Affirmative Action List. Twenty-three resumes were received, but only twelve typing verifications with 50 wpm were received. Human Resources is reviewing these twelve for qualifications and will schedule interviews in a couple weeks. NEW BUSINESS The job description and testing criteria for Solid Waste Foreman— Waste Management Services was presented for approval. There is a vacancy due to a disability. There are a few minor changes in the job description because the solid waste functions were moved/consolidated with waste water/sewer maintenance operations a few years ago. The position will be posted as a promotional and several employees are eligible and qualified for the position. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Solid Waste Foreman. Motion carried. OTHER RITSINESS Randy Shepard has returned to work as a Facilities Maintenance Assistant with applicable back pay.
