Cheryl Huddleston, Human Resources Manager, requested the Agenda be amended to add Item E under
Unfinished Business to change testing and scoring criteria for Clerk I and remove the Clerk I from Updates,
add two items under Other Business-District Court ruling on City appeal of Randy Shepard Civil Service
Commission decision and discussion on upgrading education/experience requirements for all Civil Service
clerical positions. Moved by Blitsch, seconded by Porter to approve the 10/14/04 Agenda as amended. Motion
carried.
Moved by Porter, seconded by Blitsch to approve the 7/30/04 and 9/27/04 Minutes as mailed. Motion carried.
I JNFINISHED RI JSINESS
The Civil Service List for Data Systems/Records Section Manager was presented for certification. The Human
Resources Committee approved beginning the Civil Service process on 6/14/04. The Civil Service Commission
on 6/28/04 approved the job description and testing criteria. There is a vacancy due to a retirement. The position
was advertised in the Waterloo Courier, listed with Workforce Development, a notice sent to the agencies and
organization on the Affirmative Action list, posted on the City website, the cable access channel and all City
departments. Twenty-five resumes were received and nine candidates were invited to interview. Captain John
Myers from Black Hawk County Sheriff's Department, Lieutenant Rich Carter and Shelly Norris conducted
interviews on 10/4/04. Two candidates did not pass the interview and one candidate did not show for the interview.
The Civil Service List contains five white males and one white female. Moved by Blitsch, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based
upon the examination process as set forth by the Civil Service Commission for the appointment to the position of
Data Systems/Records Section Manager for the City of Waterloo, Iowa Police Department. Appointments shall be
made from this list for the next year(October 14,2004—October 13, 2005).

The Civil Service List for Housing Coordinator was presented for certification. The Human Resources
Committee approved beginning the Civil Service process on 7/12/04. The Civil Service Commission on 7/30/04
approved the job description and testing criteria. There is a vacancy due to a resignation. The position was
advertised in the Waterloo Courier, listed with Workforce Development, a notice sent to the agencies and
organization on the Affirmative Action list, posted on the City website, the cable access channel and all City
departments. Forty-one resumes 'Were received and fourteen candidates were invited to interview. Ethel
Washington, Gladys Rainey and Shelly Norris conducted interviews on 10/12-13/04. Three candidates cancelled
their interview and one candidate did not show for the interview. The Civil Service List contains five white females
and five black females. Moved by Luce, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based
upon the examination process as set forth by the Civil Service Commission for the appointment to the position of
Housing Coordinator for the City of Waterloo, Iowa Community Planning & Development Department.

Committee approved beginning the Civil Service process on 4/12/04. The Civil Service Commission on 4/30/04
approved the job description and testing criteria. There is a vacancy due to a retirement. The position was
advertised in the Waterloo Courier, listed with Workforce Development, a notice sent to the agencies and
organization on the Affirmative Action list, posted on the City website, the cable access channel and all City
departments. Sixteen resumes were received and eight candidates were invited to interview. Larry Smith, Keith
Kearns and Shelly Norris conducted interviews on 9/30/04. Four candidates cancelled their interview. The Civil
Service List contains four white males. Moved by Blitsch, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based
upon the examination process as set forth by the Civil Service Commission for the appointment to the position of
Sewer Maintenance Worker for the City of Waterloo, Iowa Waste Management Services Department.

Waste Water Operator—Approved by Human Resources 4/12/04 and Civil Service 4/30/04. Vacancy due to
a retirement. Advertised Courier, Workforce Development, cable access channel, City website, City
departments and agencies/organization on AA list. Ten resumes received to date.
Cheryl Huddleston, Human Resources Manager, requested the testing criteria for Clerk I, which was approved
by Civil Service on 6/28/04 be changed to include a written examination. One hundred sixty-five resumes were
submitted and over eighty typing verifications have been received to date with more expected before
tomorrow's cutoff. Most of the candidates will meet the experience criteria and the number is not manageable
for interview purposes. The HR Department wants to add a written examination that will be worth 40% of the
total score with the top thirty highest scoring candidates plus ties invited to interview. The interview would be
worth 60% of the total score. Questions were addressed regarding format and subject matter of the test, the
cost to purchase a test and administration of the test. Moved by Blitsch, seconded by Porter to approve the
changes in testing criteria for Clerk I. Motion carried.
NEW BUSINESS
The job description and open and promotional testing criteria for Clerk II was presented for approval. The
immediate vacancy is in the City Clerk/Finance Office due to a resignation. The Human Resources Committee
on 9/20/04 approved beginning the Civil Service process. It is not anticipated that any City employee will
respond to the promotional posting so we want to be able to move immediately into the open process without
having to return to Civil Service. Nothing has changed in the job description since the last testing cycle
although the HR Department will be making a recommendation to upgrade the minimum qualification in the
future. The HR Department is hoping they will not have to give a written examination for Clerk II by not
advertising as long or as extensively. After a brief discussion, it was decided to put into the job notice that a
written examination would be required if the City received more than forty qualified applicants. Moved by
Porter, seconded by Blitsch to approve the job description and testing criteria for Clerk II with the discussed
changes. Motion carried.
The job description and testing criteria for Equipment Operator I — Street Department was presented for
approval. The Human Resources Committee on 8/23/04 approved beginning the Civil Service process. The
City has budgeted to add seven five-month employees to help with winter duties, primarily snow removal
operations. The position will be posted internally. It is anticipated seven-month employees from Leisure
Services will apply because it will give them a year-round position. The City has done this employee sharing in
the past and it has worked well. Moved by Blitsch, seconded by Porter to approve the job description and
testing criteria for Equipment Operator I. Motion carried.
OTHER BUSINESS
The District Court ruling on the City's appeal of the Randy Shepard decision was received and Judge Bauch
affirmed the decision of the Civil Service Commission including returning Randy back to work with any
applicable back pay. A meeting has been scheduled for next Monday with the Mayor, Cheryl Huddleston, Lou
Cutwright, Jim Walsh and Chris Wendland to determine if the City will request another hearing. HR staff does
not think the City will pursue the issue any further.
The Commission had a brief discussion on upgrading the education and qualifications for Clerk I,
Secretary/Receptionist, Clerk II, Secretary and Bookkeeper. The wage rates are high in relationship to the present
qualifications. Porter suggested reviewing criteria from other cities.
With no further business before the Commission,moved by Blitsch, seconded by Luce to adjourn. Motion carried.
