Moved by Blitsch, seconded by Porter to approve the 7/30/04 Agenda as mailed. Motion carried.
Moved by Porter, seconded by Blitsch to approve the 6/28/04 Minutes as mailed. Motion carried.
I JNFINISHED RI JSINESS
The Civil Service List for Medical Services Specialist was presented for certification. The Human Resources
Committee approved beginning the Civil Service process on 3/22/04. The Civil Service Commission on 4/30/04
approved the job description and testing criteria. There is a vacancy due to a promotion. The position was listed
with Workforce Development, a notice sent to the agencies and organization on the Affirmative Action list, posted
on the City website, the cable access channel and all City departments. Ten resumes were received and eight
candidates were invited to interview. Barb McBride, Jason Hernandez, Kevin Lee, Stan Mingus and Cheryl
Huddleston conducted interviews on 7/15/04. All candidates passed. The Civil Service List contains six white
females, one black female and one Hispanic female. Moved by Porter, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based
upon the examination process as set forth by the Civil Service Commission for the appointment to the position of
Medical Services Specialist for the City of Waterloo, Iowa Fire Rescue Department. Appointments shall be made
from this list for the next year(July 30, 2004—July 29,2005).

The Civil Service List for Housing Maintenance was presented for certification. The Human Resources
Committee approved beginning the Civil Service process on 4/12/04. The Civil Service Commission on 4/30/04
approved the job description and testing criteria. There is a vacancy due to a retirement. The position was
advertised in the Waterloo Courier, listed with Workforce Development, a notice sent to the agencies and
organization on the Affirmative Action list, posted on the City website, the cable access channel and all City
depai l,nents. Eighteen resumes were received and nine candidates were invited to interview. Ethel Washington,
John Lenius and Cheryl Huddleston conducted interviews on 7/13/04. Two candidates did not pass the interview
and one candidate did not show for his interview. The Civil Service List contains five white males and one black
male. Moved by Blitsch, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based

Housing Maintenance for the City of Waterloo, Iowa Community, Planning & Development Department.

Financial Analyst — Approved Human Resources 2/9/04 and Civil Service 4/30/04. Advertised Courier,
Workforce Development, agencies/organizations on AA list, City website, cable access channel, City
departments. Twenty-nine resumes received—eight will be invited to interview as time allows.
Waste Water Operator — Approved Human Resources 4/12/04 and Civil Service 4/30/04. Waiting to
advertise due to time constraints and some possible changes in the department
Sewer Maintenance Worker — Approved Human Resources 4/12/04 and Civil Service 4/30/04. Sixteen
resumes received. Have not yet scheduled interviews.
Data Systems/Records Section Manager — Approved Human Resources 6/14/04 and Civil Service 6/28/04.
Vacancy due to retirement. Advertised Courier, Workforce Development, agencies/organizations on AA list,
City website, cable access channel, City departments. Accepting resumes through next week — eighteen
resumes received to date.
Clerk I — Approved Human Resources 6/14/04 and Civil Service 6/28/04. Present vacancy in Police
Department due to retirement. Haven't advertised due to time constraints.
NEW BUSINESS
The job description and testing criteria for Housing Coordinator — Community, Planning & Development was
presented for approval. Vacancy due to a resignation. Approved by Human Resources Committee on 7/12/04.
Job description has a few minor revisions. In response to a question from Porter, Ethel Washington explained
the revisions including removing need for real estate experience, removal of HOPE program and addition of
Home Ownership Program, EMA and FSS. She also explained each of the programs. Blitsch had a question
regarding funding for Section 8. Ethel Washington responded that the number of Section 8 tenants is at its
limit. Moved by Blitsch, seconded by Porter to approve the job description and testing criteria for Housing
Coordinator. Motion carried.
With no further business before the Commission,moved by Luce, seconded by Blitsch to adjourn. Motion carried.
