Moved by Blitsch, seconded by Luce to approve the 4/30/04 Agenda as mailed. Motion carried.
Moved by Luce, seconded by Blitsch to approve the 3/3/04 Minutes as mailed. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Medical Officer—Fire Rescue was presented for certification. There is
a vacancy due to a transfer. The Human Resources Committee approved beginning the Civil
Service process on 7/28/03. The Civil Service Commission on 3/3/04 approved the job description
and testing criteria. The position was posted internally for two weeks at all fire stations. Three
employees submitted resumes and were invited to interview. Barb McBride, Stan Mingus, Kevin
Lee and Shelly Norris conducted interviews on 3/15/04. The Civil Service List contains two white
males and one Hispanic male.
Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Medical Officer for the City of Waterloo, Fire Rescue Department.
Appointments shall be made from this list for the next two years (April 30, 2004—April 29, 2006).

The Civil Service List for Fire Inspector—Fire Rescue was presented for certification. There is a
vacancy due to a disability retirement. The Human Resources Committee approved beginning
the Civil Service process on 2/9/04. The Civil Service Commission on 3/3/04 approved the job
description and testing criteria. The position was posted internally for two weeks at all fire stations.
Two employees submitted resumes and were invited to interview. One employee withdrew from
consideration prior to interviewing. Tom Lanigan, Virgil Powell, Dave Boesen and Shelly Norris
conducted an interview for the remaining candidate on 4/23/04. The Civil Service List contains one
white male.

We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the ex urination process as set forth by the Civiervice Commission for the
appointment to the position of Fire Inspector for the City of Waterloo, Fire Rescue Department.
List shall exhaust upon appointment.

Nothing additional to report. A list will be presented for certification when the current list
expires or is exhausted.
NEW BUSINESS
The job description and testing criteria for Financial Analyst — Clerk/Finance Department was
presented for approval. This position replaces the Deputy Finance Officer position that has been
vacant for a couple years. A suggestion was made to amend the description to include testing for
Microsoft Word and Excel, proofreading and writing skills. Moved by Luce, seconded by
Blitsch to approve the job description and testing criteria for Financial Analyst as amended.
Motion carried.
The job description and testing criteria for Medical Services Specialist — Fire Rescue was
presented for approval. There is a vacancy due to a promotion. This is a change in the job title
that replaces the Medical Services/Quality Assurance Coordinator job title. Changes have been
made in the essential functions and qualifications due to HIPAA requirements but the pay rate
will remain the same. This position will also serve as Privacy Officer for Fire Rescue. Moved
by Blitsch, seconded by Luce to approve the job description and testing criteria for Medical
Services Specialist. Motion carried.
The job description and testing criteria for Waste Water Operator—Waste Management Services,
was presented for approval. There is a vacancy due to a retirement. Moved by Luce, seconded by
Blitsch to approve the job description and testing criteria for Waste Water Operator. Motion
carried.
The job description and testing criteria for Sewer Maintenance Worker — Waste Management
Services, was presented for approval. There is a vacancy due to a retirement. Moved by Blitsch,
seconded by Luce to approve the job description and testing criteria for Sewer Maintenance
Worker. Motion carried.
The job description and testing criteria for Housing Maintenance — Community Planning &
Development was presented for approval. There is a vacancy due to a retirement. Moved by
Luce, seconded by Blitsch to approve the job description and testing criteria for Housing
Maintenance. This is a completely new description since this is the first time the City of
Waterloo has filled the position since the Waterloo Housing Authority was transferred from the
Chamber of Commerce. Motion carried.
With no further business before the Commission, moved by Blitsch, seconded by Luce to adjourn.
