Moved by Porter, seconded by Luce to approve the 3/3/04 Agenda as mailed. Motion carried.
Moved by Luce, seconded by Porter to approve the 2/14/04 Minutes as mailed. Motion carried.
IINFINISHED RI NINES
The Civil Service List for Rehabilitation Specialist-Community Planning & Development was
presented for certification. There are vacancies due to a resignation and a new position. The
Human Resources Committee approved beginning the Civil Service process on 12/1/03. The
Civil Service Commission on 12/17/03 approved the job description and testing criteria. The
position was advertised in the Waterloo Courier, Dubuque Telegraph Herald, listed with Workforce
Development, on the City website and public access channel, a notice sent to the agencies and
organizations on the Affirmative Action List and posted in all City departments. Twenty resumes
were received and eleven applicants met the minimum requirements and were invited to interview
on 2/18/04. Panel members were Rudy Jones, Dave Keidel, Dan Youngblood and Cheryl
Huddleston. Three candidates cancelled their interview and one did not pass the interview. The
Civil Service List contains four white males and three black males.

We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Rehabilitation Specialist for the City of Waterloo, Iowa Community
Planning & Development Department. Appointments shall be made from this list for the next year
(March 3, 2004—March 2, 2005).

The Civil Service List for Secretary/Receptionist - Community Planning & Development was
presented for certification. This is a new position. The Human Resources Committee approved
beginning the Civil Service process on 12/1/03. The Civil Service Commission on 12/17/03
approved the job descripTion and testing criteria. The position was listed with Workforce
Development, placed on the City website and public access channel, a notice sent to the agencies
and organizations on the Affirmative Action List and posted in all City departments. Nineteen
resumes were received and eight applicants met the minimum requirements and were invited to
interview on 2/19/04. Panel members were Ann Northey, Thadine Graham and Shelly Norris. One
candidate cancelled their interview. The Civil Service List contains six white females and one
black female.

We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Secretary/Receptionist for the City of Waterloo, Iowa Community
Planning & Development Department. Appointments shall be made from this list for the next year
(March 3, 2004—March 2,2005).

Police Recruit
Interviews were held John Daws, Scott Lake and Shelly Norris conducted interviews on February
11-13, 16-17, 2004. Three candidates cancelled their interview and two did not pass the
interview. A list has been prepared, but cannot be certified because there is one candidate left on
the previous list.
NEW BIJSINESS
The job description and testing criteria for Fire Inspector was presented for approval. There is a
vacancy due to a disability retirement. The minimum requirements and testing criteria have not
changed. The position will be posted internally at all Fire Stations. Moved by Luce, seconded by
Porter to approve the job description and testing criteria for Fire Inspector. Motion carried.
The job description and testing criteria for Medical Officer was presented for approval. There is
a vacancy due to a transfer. The minimum requirements and testing criteria have not changed.
The position will be posted internally at all Fire Stations. Moved by Luce, seconded by Porter to
approve the job description and testing criteria for Medical Officer. Motion carried.

With no further business before the Commission, moved by Porter, seconded by Luce to adjourn.
