Motion carried. Moved by Porter, seconded by Blitsch to approve the 10/23/03 Minutes as mailed. Motion carried. UNFINISHED RIJSINESS The Civil Service List for Medical Supervisor-Fire Rescue was presented for certification. There is a vacancy due to a transfer. The Human Resources Committee approved beginning the Civil Service process on 7/28/03. The Civil Service Commission on 10/8/03 approved the job description and testing criteria. The position was posted as a promotional in all departments. Three employees submitted a resume, but two withdrew after learning more about the position. Battalion Chief Mike Pierce, Fire Captain Mike Jenn and Cheryl Huddleston interviewed the remaining employee. The Civil Service List contains one white female. Moved by Luce, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants,who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Medical Supervisor for the City of Waterloo, Iowa Fire Rescue Department. List shall exhaust upon appointment. CERTIFIED LIST Barbara McBride Motion carried. I Ipdate� Police Sergeant Present list exhausted. Approved by Human Resources Committee on 10/6/03 and Civil Service on 10/23/03. Posted internally as promotional with deadline of 11/7/03. Twenty-one officers submitted a resume and were invited to the written test held on 12/2/03. Only nineteen actually took the examination. Interviews will be held 1/21-22/04. Police Recruit Previous list will be exhausted in a few months. Approved by Human Resources Committee on 4/23/03 and Civil Service on 10/23/03. Advertised in Courier, Des Moines Register, listed with Iowa Workforce Development and sent to agencies and organizations on AA List. Also advertised on local radio stations (The Radio Group, Cumulus Broadcasting, KBBG), the Public Access Channel and City website. Presentations were made by WPD at HCC, UNI, Ellsworth, Wartburg and DMACC. One hundred forty-two resumes were received. Physical fitness testing will be held 1/14/04 at the UNI-Dome and the written test will be held the same day at the Culture & Arts Center for those candidates who pass the fitness test. Interviews are tentatively scheduled for 2/12-13, 17-18/04 for those who pass the written examination. In response to a question from Commissioiia Reed, the panel will be composed of a-WPD management officer, a WPD non-management officer and a member of Human Resources. NEW BUSINESS The job description and testing criteria for Secretary/Receptionist-Community Planning & Development was presented for approval. This is a new position to assist Community Development with a three-year grant it has received for lead-based paint abatement. If there isn't a vacancy at the end of the grant period, the employee holding the position will be laid off. In response to a question by Commissioner Reed, the job description and testing criteria are standard for this job classification. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Secretary/Receptionist-Community Planning & Development. Motion carried. The job description and testing criteria for Rehabilitation Specialist-Community Planning & Development was presented for approval. This is an additional position to assist Community Development with a three-year grant it has received for lead-based paint abatement. If there isn't a vacancy at the end of the grant period, the position will be laid off. There is also an additional vacancy due to a recent resignation. In response to a question from Commissioner Blitsch about Item #6 under Required Knowledge & Abilities, Rudy Jones explained that sensitivity to clientele is very important. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Rehabilitation Specialist-Community Planning & Development. Motion carried. OTHER RIJSINESS As a result of budgetary constraints and the City's appeal of the Commission's ruling regarding Randy Shepard's layoff, the Building Official/Maintenance Administrator has notified Joel Shepard, Facilities Maintenance-HVAC, of his layoff effective 12/19/03. Mr. Shepard notified the City that he is asserting his rights under Civil Service Rules and the Collective Bargaining Agreement to voluntarily demote to a vacant Park Maintenance II-Construction position in Leisure Services. Leisure Services Director, Paul Huting, interviewed Mr. Shepard and determined he met the minimum qualifications of the position. The City Council, on 12/15/03, approved the appointment of Mr. Shepard to the Park Maintenance II-Construction position effective 12/22/03.
