Moved by Luce, seconded by Porter to approve the 7/31/03 Minutes as mailed. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Associate Planner-Community Planning & Development was
presented for certification. There is a vacancy due to a promotion. The Human Resources
Committee approved beginning the Civil Service process on 5/27/03. The Civil Service
Commission on 7/1/03 approved the job description and testing criteria. The position was advertised
in the Courier, listed with Workforce Development, the public access channel and the City website,
notices sent to the agencies and organizations on the Affirmative Action List and posted in all City
departments. Twenty-four candidates submitted resumes and seventeen met the minimum
qualifications and were invited to interview. Kevin Blanshan from INRCOG, Noel Anderson and
Cheryl Huddleston interviewed the candidates on 9/3-4/03. Nine candidates cancelled and one did
not show for the interview. The Civil Service List contains five white males, one Asian male and
one black female. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Associate Planner for the City of Waterloo, Iowa Community
Planning & Development. Department. Appointments shall be made from this list for the next year
(October 8,2003—October 7,2004).

The Civil Service List for Code Enforcement Officer was presented for approval. There is a vacancy
due to a transfer. The Human Resources Committee approved beginning the Civil Service process
on 4/14/03. The Civil Service Commission on 5/14/03 approved the job description and testing
criteria. The position was advertised in the Courier, listed with Workforce Development, the public
access channel, the City website, notices sent to the agencies and organizations on the Affirmative
Action List and posted in all City departments. Thirty-nine resumes we received and seventeen met
the minimum qualifications and were invited to interview. Bob Ball, Virgil Carson and Cheryl
Huddleston conducted interviews on 9/17-18/03. There was one cancellation, two no shows and
four candidates did not paste. interview. The Civil Service List cones nine white males and one
black female. Moved by Porter, seconded by Blitsch:

The Civil Service List for Bookkeeper was presented for certification. There is a new part time
position at the Waterloo Regional Airport. The Human Resources Committee approved
beginning the Civil Service process on 7/28/03. The Civil Service Commission on 7/31/03
approved the job description and testing criteria. The position was advertised in the Courier, listed
with Workforce Development, the public access channel and the City website, notices sent to the
agencies and organizations on the Affirmative Action List and posted in all City departments. One
hundred thirty-three candidates submitted resumes, but only thirty-eight submitted a typing test by
the deadline. Eighteen of those candidates met the minimum qualifications and were invited to
interview. Susan Holmes, Michelle Westphal and Shelly Norris interviewed the candidates on 9/30-
10/1/03. Three candidates cancelled. The Civil Service List contains two white males and eight
white females. Moved by Blitsch, seconded by Porter:

Golf Maintenance III
Vacancy due to resignation. Approved by Human Resources Committee on 7/28/03 and Civil
Service on 7/31/03. Posted internally as promotional with deadline of 8/8/03. Six employees
submitted a resume and all have been invited to interview on 10/21/03.
Fire Engineer
Previous list has expired. Approved by Human Resources Committee on 3/31/03 and Civil
Service on 7/31/03. Posted at all fire stations as promotional and twenty-three employees signed
up by the 9/12/03 deadline. Written exam was held on 10/1/03, but only nineteen took the exam.
The exams have been mailed to Cooperative Personnel Services for scoring.
NEW BUSINESS
The job description and testing criteria for Medical Supervisor-Fire Rescue was presented for
approval. This is a promotional examination. There is a vacancy due to a transfer. The job
description and testing criteria have not changed, although the position will no longer be limited
to fire fighters. Moved by Porter, seconded by Blitsch to approve the job description and testing
criteria for Medical Supervisor. Motion carried.
OTHER BUSINESS
The layoff of the Maintenance Supervisor has resulted in an appeal to the Civil Service Commission.
Based upon Iowa Code guidelines, specifications are to be provided to the Commission by 10/14/03
and the date of hearing must be set by 10/24/03. If the date of hearing is scheduled on 10/24/03, the
hearing will need to be held between 10/29-11/13/03
Randy Shepard asked the Commission about issuing subpoenas. Commissioner Luce advised that
Shepard should get the names to the Commission and they will issue the subpoenas.
It was tentatively decided to hold the next Civil Service Meeting on 10/23/03 at which time a
hearing date would be set. Commissioners were asked to look at their calendars before next meeting
at 10/5/03 or 10/6/03 for possible hearing dates.
With no further business before the Commission, moved by Blitsch, seconded by Luce to adjourn.
