UNFINISHED BUSINESS
The Civil Service List for Fire Fighter Recruit was presented for certification. The previous list
expired in November 2002. The Human Resources Committee approved beginning the Civil
Service process on 9/30/02. The Civil Service Commission on 1/14/03 approved the job
description and testing criteria. The position was advertised in the Courier, listed with Workforce
Development, the public access channel and the City website, notices sent to the agencies and
organizations on the Affirmative Action List, to nine regional fire schools, six local fitness centers
and posted in all City departments. Candidates were also invited to attend two workshops. Two
hundred twenty-four candidates submitted resumes and one hundred seventy-nine took the written
examination on 3/25/03. The top sixty scores plus ties (total of sixty-nine) were scheduled for the
physical ability test held on 5/28-29/03. Seven candidates did not show for their test, two
candidates cancelled and five candidates failed the physical ability test. Interviews were conducted
on 5/30/03 and 6/2-5/03 by Captain Virgil Powell, Battalion Chief Mike Pierce, Paramedic Ben
Petersen, Community Services Coordinator Pat Treloar, Lieutenant Dean Woelber and Human
Resources Administrative Secretary Shelly Norris. One candidate cancelled the interview and
seven candidates did not pass the interview. The Civil Service List contains twenty white males.
The Reserve List contains eight white males and two white females. Moved by Blitsch, seconded
by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Fire Recruit for the City of Waterloo, Iowa Fire Rescue Department.
Appointments shall be made from this list for the next two years (July 1, 2003 —June 30,2005).

Updates
Hazardous Materials Regional Training Center Coordinator
New position in Fire Rescue. Approved by Human Resources Committee on 2/17/03 and Civil
Service on 3/12/03. Advertised as open position and twenty-one resumes were received. Seven
met the minimum qualifications and interviews will be held on 7/9/03.
Code Enforcement Officer
Vacancy due to transfer. Approved by Human Resources Committee on 4/14/03 and Civil
Service on 5/14/03. On hold pending possible budget cuts.
Maintenance Electrician
Vacancy due to promotion. Approved by Human Resources Committee on 4/14/03 and Civil
Service on 5/14/03. Advertised as open position and seventeen resumes were received. Fourteen
candidates met the minimum qualifications and interviews will be held on 7/14-15/03.
NEW BUSINESS
The job description and testing criteria for Associate Planner-Community Planning &
Development was presented for approval. There is a vacancy due to a promotion. The job
description and testing criteria have not changed. Moved by Blitsch, seconded by Porter to
approve the job description and testing criteria for Associate Planner — Community Planning &
Development. Motion carried.
OTHER BUSINESS
Commission members discussed the awarding of seniority points for promotional examinations
for the Fire Rescue Department. Human Resources contacted thirteen other cities, but only four
responded. Three do not Fire Engineer as a Civil Service clas6.iication. Of these three, one
city awards a maximum of five points for Fire Lieutenant. Only one city awards seniority points
for Fire Engineer with it being 10% of the composite score. No other City of Waterloo
department awards seniority points. Several possible alternatives were discussed. Blitsch
suggested lowering the number of total points allowed. Luce said he could live with a
compromise but it concerns him that no other City department awards seniority points and he
would like to see consistency. Fire Chief Deberg said he does not think seniority should play a
role in Fire Lieutenant testing, but suggested a compromise of'/4 point per year for up to twenty
years of service for a maximum of five points for Fire Engineer testing. Moved by Blitsch,
seconded by Luce to award 1/4 point per full year up to twenty years of service for a maximum of
five points for Fire Engineer testing. Motion carried.
With no further business before the Commission, moved by Blitsch, seconded by Luce to adjourn.
Motion carried.
