Motion carried. Blitsch questioned whether he actually used the word, watchdog, when discussing the Contracts & Grants Coordinator position. Tape will be reviewed. Moved by Blitsch, seconded by Luce to approve the April 3, 2003 Minutes subject to checking the audiotape. Motion carried. UNFINISHED BUSINESS The Civil Service List for Sports Programmer was presented for certification. This is a new position that combines the duties of the former Assistant Sports Commissioner and a temporary staff person. The Human Resources Committee approved beginning the Civil Service process on 8/12/02. The Civil Service Commission on 1/14/03 approved the job description and testing criteria. The position was advertised in the Courier, listed with Workforce Development, the public access channel and the City website, notices sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. Forty-five resumes were received and seven candidates were invited to interview on 4/16/03. Bill Bachman, Mark Gallagher and Cheryl Huddleston conducted the interviews. Two candidates cancelled their interview. The Civil Service List contains four white males and one black male. Moved by Blitsch, seconded by Luce: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Sports Programmer for the City of Waterloo, Iowa Leisure Services Department. The Civil Service List for Park Maintenance II-Construction was presented for certification. There is a vacancy due to a promotion. The Human Resources Committee approved beginning the Civil Service process on 12/9/02. The Civil Service Commission on 1/14/03 approved the job description and testing criteria. The position was advertised in the Courier, listed with Workforce Development, the public access channel and the City website, notices sent to the agencies and organizations on the Affirmative Action List and posted in all C._, departments. Sixty-five resumes were..,,;eived and nineteen candidates were invited to interview on 4/15 and 4/17/03. Rick Curran, Bob Ball and Cheryl Huddleston conducted the interviews. Three candidates cancelled their interview and two candidates did not show up for the interview. The Civil Service List contains eight white males. The Civil Service List for Assistant Fire Marshal was presented for certification. This is a new position. The Human Resources Committee on 1/13/03 approved beginning the Civil Service process. The Civil Service Commission on 3/26/03 approved the job description and testing criteria. The position was posted internally as a promotional and two employees submitted resumes. Larry Olson, Tom Lanigan, MS Pierce, Doug Carter, Virgil Powell and Cheryl Huddleston conducted interviews on 4/30/03. One candidate did not pass the interview. The remaining candidate is a white male. Moved by Blitsch, seconded by Luce: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Assistant Fire Marshal for the City of Waterloo, Iowa Fire Rescue Department. List shall exhaust upon appointment. CERTIFIED LIST Michael Zimmerman Luce wondered whether there was funding available for the position. Chief Deberg responded that the Council has approved adding this position,but there could still be some discussion. Motion carried. The Civil Service List for Airport Maintenance Worker was presented for certification. There has been a vacancy due to a transfer for a couple years. The Human Resources Committee approved beginning the Civil Service process on 10/7/02. The Civil Service Commission on 11/19/02 approved the job description and testing criteria. The position was advertised in the Courier, listed with Workforce Development, the public access channel and the City website, notices sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. Seventy-one resumes were received and thirteen candidates were invited to interview on 5/7 and 5/13/03. Larry Ticknor, Randy Shepard and Cheryl ,_addleston conducted the interviews. ve candidates cancelled their interview, one did not show up for the interview and two failed the interview. Moved by Blitsch, seconded by Luce: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Airport Maintenance Worker for the City of Waterloo, Iowa Regional Airport. Updates Instrumentation Control Technician Waste Management Services has withdrawn its request for this position. Fire Recruit One hundred seventy-nine candidates took the written examination on 3/25/03. The top sixty scores plus ties (total of sixty-nine) are scheduled for the physical ability test on 5/28-29/03. Those who pass the physical ability test will be interviewed 5/30/03 and 6/2-5/03. Chief Deberg commented that the Friday afternoon practice sessions were well attended and there were two or three females at every one. Allowing this practice time should help make a level playing field. Hazardous Materials Regional Training Center Coordinator New position in Fire Rescue. Approved by Human Resources Committee on 2/17/03 and Civil Service on 3/12/03. The position has been advertised and twenty-one resumes were received. NEW BUSINESS The job description and testing criteria for Code Enforcement Officer-Building Inspections was presented for approval. There is a vacancy due to a transfer. Qualifications and testing criteria have not changed. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Code Enforcement Officer. Motion carried. The job description and testing criteria for Maintenance Electrician-Traffic Operations was presented for approval. There is a vacancy due to a promotion. Qualifications and testing criteria have not changed. Moved by Luce, seconded by Blitsch to approve the job description and testing criteria for Maintenance Electrician. Motion carried. OTHER BUSINESS Use of Seniority Points for Promotional Examinations Fire Rescue would like a decision regarding this issue before beginning the Civil Service process for Fire Engineer. Chief Deberg said that adding seniority points for Fire Engineer is okay with him because all • candidates should be capable handling the position. For Fire Lieute1.u.nt, seniority should not play a role. Luce feels if seniority points are eliminated, they should be eliminated for all positions. Watkins suggested scoring the driving test. Blitsch thinks there should be consistency. Reed agreed. Luce added that the consistency should be Citywide and this is a different benefit than any other promotional position receives. Blitsch remarked that the appointing authority can consider seniority when the promotion is made. Chief Deberg remarked that most fire fighters can be trained to drive a truck, but management ability doesn't necessarily come with seniority (in reference to seniority points for Fire Lieutenant testing). He also said he likes his people to be able to move up and be multi-tasked. Blitsch likes the skills test idea-it gives a candidate who doesn't do well on written tests a better chance for promotion. Huddleston will check with other cities regarding seniority points. Luce wants to have Commission Member Porter at the meeting when this decision is made so the item will be placed on the next Agenda. Deberg agreed we need more information. Reed stressed that whatever the testing criteria, if it's going to be changed, it needs to be done correctly.
