On the revised Agenda Item E needs to be removed from Updates. Moved by Blitsch, seconded by Porter to approve the April 3, 2003 revised Agenda as amended. Motion carried. Error noted on second page of Minutes— Watson should be Watkins. Moved by Luce, seconded by Porter to approve the March 12,2003 Minutes as corrected. Motion carried. UNFINISHED BUSINESS The Civil Service List for Contracts & Grants Coordinator was presented for certification. This is a new position that combines the duties of the former Contract Compliance Officer position with grant work, especially for the Brownfields areas. Human Resources Committee approved beginning the Civil Service process on 1/21/03. The Civil Service Commission on 2/13/03 approved the job description and testing criteria. The position was posted internally as a promotional. One employee submitted a resume and Rudy Jones, Dennis Gentz and Cheryl Huddleston interviewed him on 3/7/03. The candidate is a black male. Moved by Luce, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Contracts & Grants Coordinator for the City of Waterloo, Iowa Community,Planning&Development Department. List shall exhaust upon appointment. CERTIFIED LIST Louis Starks A brief discussion followed regarding whether one person was capable of handling contract compliance and grant duties. Mr. Temeyer explained why he thinks this is a good match of duties. Mr. Starks is confident he will be able to adequately fulfill all the responsibilities of the position. It was pointed out that Planning, Community Development and Neighborhood Services staff is also involved with Brownfields, and, considering the demographics of this area, the combined duties actually complement each other. Mr. Starks also pointed out that the City cannot hire another person every time it receives project funding. Mr. Reed stated that his concerns have nothing to do with Mr. Starks' abilities. He just does not want contract compliance to become a secondary issue. Mr. Starks is confident that the minority contractors will speak up if they feel they are not receiving good service. Blitsch pointed out that this process has gone beyond the discussion stage and the Civil Service Commission does not have the authority to be a watchdog regarding these issues. Motion carried. �. The Civil Service List for Police Property/Evidence Coordinator was presented for certification. There will be a vacancy due to a retirement. The Human Resources Committee on 2/17/03 approved beginning the Civil Service process. The Civil Service Commission on 3/12/03 approved the job description and testing criteria. The position was posted internally as a promotional and five employees submitted resumes, but only two met the minimum qualifications. Bruce Arends, Brent Cirksena, John Daws and June Watkins conducted interviews on 3/25/03. One of the candidates subsequently withdrew from consideration. The remaining candidate is a white male. Moved by Blitsch, seconded by Porter: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Police Property/Evidence Coordinator for the City of Waterloo, Iowa. List shall exhaust upon appointment. CERTIFIED LIST Virgil Carson Motion carried. The Civil Service List for Signal Technician II-Traffic Operations was presented for certification. This vacancy is due to a promotion. The Human Resources Committee on 2/17/03 approved beginning the Civil Service process. The Civil Service Commission on 3/12/03 approved the job description and testing criteria. The position was posted internally as a promotional and one employee submitted a resume. Elahi Mohammed, Kent Quin and June Watkins interviewed the applicant on 3/28/03. He is a white male. Moved by Luce, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Signal Technician II for the City of Waterloo, Iowa Traffic Operations Department. List shall exhaust upon appointment. CERTIFIED LIST Doug Eldridge Motion carried. The Civil Service List for Park Maintenance II-Forestry in Leisure Services was presented for certification. There is a vacancy due to a promotion. The Human Resources Committee on 12/9/02 approved beginning the Civil Service process. The Civil Service Commission on 1/14/03 approved the job description and testing criteria. The position was advertised in the Courier, listed with Workforce Development, the public access channel and the City website, notices sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. Forty-four resumes were received and fourteen candidates were invited to interview. Interviews were conducted on 4/1-2/03 by Todd Derifield, Bill Bachman, Lawrence Harms and Cheryl Huddleston. Two candidates cancelled and six failed the oral interview. The Civil Service List contains six white males. Moved by Blitsch, seconded by Porter: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Park Maintenance II-Forestry for the City of Waterloo, Iowa Leisure Services Department. Appointments shall be made from this list for the next year(April 3, 2003-April 2, 2004). CERTIFIED LIST Nathan Weston Lucas Even Sid Munford Mark Peterson Jason Decker Mark Jaquith Motion carried. Updates Instrumentation Control Technician Position still on hold due to funding concerns. Airport Maintenance Worker Although there are several qualified candidates out of seventy-one resumes, Airport Director Hagen has said to hold on the process a little longer since he won't be able to fill the position until after July 1, 2003. Interviews will probably be in May. Sports Programmer Forty-five resumes were received and seven candidates have been invited to interview on 4/16/03. Fire Recruit One hundred seventy-nine candidates took the written examination on 3/25/03. The top sixty scores plus ties will be invited for the physical ability test on 5/28-29/03. Those who pass the physical ability test will be interviewed 5/30/03 and 6/2-5/03. Park Maintenance II-Construction Sixty-five resumes were received and preliminary review indicates about twenty-two meet the minimum qualifications. Interviews will be scheduled in April. Hazardous Materials Regional Training Center Coordinator New position in Fire Rescue. Approved by Human Resources Committee on 2/17/03 and Civil Service on 3/12/03. The position will be advertised in the next couple weeks. Assistant Fire Marshal New position in Fire Rescue to assist Fire Marshal. Approved by Human Resources Committee on 1/13/03 and Civil Service on 3/12/03. Posted internally and two resumes received. Interviews will be scheduled in April. NEW BUSINESS None OTHER BUSINESS Commission members agreed they would like to discuss & make a decision on awarding of seniority points for promotional examinations before Fire Rescue brings the Fire Engineer testing criteria before the Commission.
