CIVIL SERVICE COW SION MINUTES

Moved by Porter, seconded by Luce to approve the March 12, 2003 Agenda as mailed. Motion
carried. Moved by Porter, seconded by Luce to approve the February 13, 2003 Minutes as mailed.
Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Clerk I was presented for certification. There are two vacancies due to a
resignation and a transfer. Human Resources approved beginning the Civil Service process on
9/9/02. The Civil Service Commission on 9/24/02 approved the job description and testing criteria.
The position was advertised in the Courier, listed with Iowa Workforce Development, a notice sent
to the agencies and organizations on the Affirmative Action List, posted on the City website, cable
access channel and all City departments. One hundred forty-seven resumes were received and fifty-
five met the minimum qualifications. These fifty-five were contacted and thirty-eight wanted to
interview. Interviews were conducted March 5-6, 10-11, 2003 by Rita Bollans, Bev Brumbaugh
and Shelly Norris. Six cancelled their interview, two did not show and one was appointed to a
Clerk II position. There are 10 WF and 1 WM on the first list and 9 WF and 1 BF on the reserve
list. Moved by Luce, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Clerk I for the City of Waterloo, Iowa. Appointment(s) shall be
made from this list for the next year(March 12, 2003-March 11,2004).

The Civil Service List for Golf Maintenance II-Leisure Services was presented for certification.
This position has been vacant for nearly three years because of lack of funding. The Human
Resources Committee on 12/9/02 approved beginning the Civil Service process. The Civil Service
Commission on 1/14/03 approved the job description and testing criteria. The position was posted
internally as a promotional and four employees submitted resumes. Mark Suchy, Scott Destival,
Dave Christians, Tom Klein and Cheryl Huddleston interviewed all applicants on 2/26/03. There
are four WM on the list. Moved by Luce, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Golf Maintenance II for the City of Waterloo,Iowa Leisure Services
Department. Appointment(s) shall be made from this list for the next two years (March 12, 2003-
March 11, 2005).

The Civil Service List for Senior Planner-Community Planning & Development was presented for
certification. This vacancy is due to a resignation. The Human Resources Committee on 1/20/03
approved beginning the Civil Service process. The Civil Service Commission on 2/13/03 approved
the job description and testing criteria. The position was posted internally as a promotional and one
employee submitted a resume. Noel Anderson, Jamie Knutson and June Watson interviewed the
applicant on 2/27/03. He is a WM. Moved by Luce, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Senior Planner for the City of Waterloo, Iowa Community Planning
&Development Department. List shall exhaust upon appointment.

The Civil Service List for Contracts & Grants Coordinator-Community Planning & Development
was presented for certification. This new classification replaces the Contract Compliance Officer
position that is vacant due to a resignation. The Human Resources Committee on 1/20/03 approved
beginning the Civil Servic zocess. The Civil Service Commissio. A 2/13/03 approved the job
description and testing criteria. The position was posted internally as a promotional and one
employee submitted a resume. Rudy Jones, Dennis Gentz and Cheryl Huddleston interviewed the
applicant on 3/7/03. He is a BM. Moved by Luce, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Contracts & Grants Coordinator for the City of Waterloo, Iowa
Community Planning & Development Department. List shall exhaust upon appointment.

Luce voted yes, but Porter abstained after Human Rights Director Reed and former Contract
Compliance Officer Jones expressed concerns about combining the contract compliance duties with
Brownfields grant work. There continues to be problems with minority participation in City
contracts as evidenced by the recent discussions on the Five Sullivan Brothers remodel.
Since Community Planning & Development Director Temeyer was not available to answer
questions, the list will be brought back at the next meeting. This will give Mr. Temeyer an
opportunity to answer Commission member Porter's questions, and address concerns expressed by
Reed and Jones.
Updates
Instrumentation Control Technician
Position still on hold due to funding concerns.
Airport Maintenance Worker
Although there are probably about twenty qualified candidates out of seventy-one resumes,
Airport Director Hagen has said to hold on the process a little longer since he won't be able to
fill the position until after July 1, 2003.
Sports Programmer
Forty-five resumes were received and are being reviewed.
Park Maintenance II-Forestry
Forty-four resumes were received and are being reviewed.
Fire Recruit
Two hundred twenty-four resumes were received. Written test scheduled for 3/25/03 at Center
for the Arts. The top sixty scores will proceed to a physical ability test 5/28-29/03. Those who
pass that test will be interviewed 5/30-6/4/03.
Park Maintenance II-Construction
Forty-four resumes received as of 3/11/03. Deadline is 3/14/03.
NEW BUSINESS
The job description and testing criteria for Assistant Fire Marshal was presented for approval.
This is a newly created position to assist the Fire Marshal with his duties. It will be posted
internally. Moved by Luce, seconded by Porter to approve the job description and testing criteria
for Assistant Fire Marshal. Motion carried.
The job description and testing criteria for Police Property/Evidence Coordinator was presented
for approval. There will be a vacancy in a couple months due to a retirement and the Police
Chief wants to get someone on board to make a smooth transition. There are no changes in the
job description and testing criteria. It will be posted internally. Moved by Luce, seconded by
Porter to approve the job description and testing criteria for Police Property/Evidence
Coordinator. Motion carried.
The job description and testing criteria for Hazardous Materials Regional Training Center
Coordinator was presented for approval. This is a new position that has been developed to head
up the center. The Fire Chief has been trying to run the center but does not have time to run it to
its full potential. Primary responsibilities are marketing the center and lobbying legislators to
obtain more grant money. Plans are to fill it as a civilian position and it will be advertised
extensively. Moved by Luce, seconded by Porter to approve the job description and testing
criteria for Hazardous Materials Regional Training Center Coordinator. Motion carried.
The job description and testing criteria for Signal Technician II-Traffic Operations was presented
for approval. There is a vacancy due to a promotion. The position has been vacant for about six
months and the busy season is approaching. It will be posted internally. In response to a
question, Traffic Operations Superintendent Greco said she was not certain whether there was
interest internally in the position. There are no changes in the job description and testing criteria.
Moved by Luce, seconded by Porter to approve the job description and testing criteria for Signal
Technician II-Traffic Operations. Motion carried.
OTHER BUSINESS
There was a short discussion about how much the call up of reservists will affect the Police and
Fire Departments.
With no further business before the Commission, moved by Luce, seconded by Porter to adjourn.
