Motion carried. Moved by Blitsch, seconded by Luce, that the Minutes of November 19,2003 be approved as proposed. Motion carried. UNFINISHED BUSINESS The Civil Service List for Waste Water Operator for the City of Waterloo, Waste Management Services Department, was presented for certification. There is a vacancy due to a retirement. The Human Resources Committee approved filling the position on August 12, 2002. The job description and testing criteria were approved by the Civil Service Commission on August 19, 2002. The position was advertised in the Courier, Job Service, Affirmative Action List, the Public Access Channel, posted in all departments and on the City's website. Nineteen resumes were received and eleven were invited to interview. Interviews were conducted on Decenber 17 and 18, 2002. Richard Olson, Keith Kearns, and Shelly Norris were on the interview panel. There were five cancellations and one was not currently certified. The list contains five white males. Moved by Blitsch, seconded by Porter: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible, based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Waste Water Operator for the City of Waterloo, Iowa Waste Management Services Department. Appointments shall be made from this list for the next year (January 14,2003-January 13,2004). CERTIFIED LIST Lawrence Painter Scott Barrett Patrick Spitzner Rick Hild Ronald Goebel Motion carried. The Civil Service List for Mechanic for the City of Waterloo, Iowa Central Garage, was presented for certification. There is a vacancy due to a retirement. The Human Resources Committee approved filling the position on August 19, 2002. The job description and testing criteria were approved by the Civil Service Commission on September 24, 2002. The position was posted internally for promotion and no one applied. The position was then advertised in the Courier, Job Service, Affirmative Action List, the Public Access Channel, posted in all departments and on the City's website. Twenty-two resumes were received and seventeen were invited to interview. Interviews were conducted on January 8 and 9, 2003. Ken Folkers from Cedar Falls, Scott Clement, and Shelly Norris were on the interview panel. There were two cancellations and five did not pass the interview. The list contains ten white males. The Reserve Civil Service List for Police Recruit for the City of Waterloo was presented for certification. The first list, which was certified from June 25, 2002 to June 24, 2004, has been exhausted. The second list must be certified within one year of certifying the first list. The Waterloo Police Department has requested that the second list be certified for the same time period as the first list. Moved by Blitsch, seconded by Porter: We, the members of the Civil Service Commission, certify the following list of applicants,who are eligible, based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Police Recruit for the City of Waterloo, Iowa Police Department. Appointments shall be made from this list for the period from January 14, 2003 to June 24,2004. A request was presented to approve a change to the testing criteria for Clerk I by adding a written examination developed by Cooperative Personnel Services covering a variety of areas relevant to an entry-level clerical position. A total of fifty-five candidates met the qualifications for Clerk I and it is requested that a written test be used to narrow the number of candidates for interview to a reasonable number. The score on the written examination will count as 50% of a candidate's total score. The top thirty scores, plus ties, will be invited to interview. The cost associated with testing will be divided between Waterloo Fire Rescue and Waste Management Services. Moved by Blitsch,seconded by Porter: We, the members of the Civil Service Commission, approve the addition of a written examination developed by Cooperative Personnel Services covering a variety of areas relevant to an entry-level clerical position test to the testing criteria for Clerk I. The score on the written examination will count as 50%of a candidate's total score and the top thirty,plus ties,will be invited to interview. Motion carried. Updates Instrumentation Control Technician—Waste Management Services This position is still on hold due to budget constraints. Clerk I—Waste Management Services and Waterloo Fire Rescue See request for approval to add written examination to testing criteria above. Airport Maintenance Worker—Waterloo Regional Airport Approved by Commission in November. Advertised and seventy-one resumes received total. Preliminary review shows thirty-one definitely meet the qualifications and possibly an additional ten may. We may need to bring this back to the Civil Service Commission to authorize addition of a written test to the testing criteria. NEW BUSINESS The job description and testing criteria for Sports Programmer for Leisure Services was presented for approval. This is a new position as part of the reorganization of Leisure Services that will complement the Sports Manager position. Leisure Services has been using temporary employees to cover this position for several years. The qualifications for the position are similar to those of the Sports Manager position except not as much experience is needed. Moved by Blitsch, seconded by Porter,to approve the job description and testing criteria for Sports Programmer. Motion carried. The job description and testing criteria for Park Maintenance II Forestry for Leisure Services was presented for approval. This is a vacancy due to a promotion. Due to budget constraints, this position will be filled as a ten-month position. The qualifications and testing criteria have not changed. Moved by Blitsch, seconded by Porter, to approve the job description and testing criteria for Park Maintenance II Forestry. Motion carried. The job description and testing criteria for Golf Maintenance II (promotion) for Leisure Services was presented for approval. This is a vacancy that has been open for approximately three years. There are several employees who meet the qualifications of the position. Moved by Blitsch, seconded by Porter to approve the job description and testing criteria for Golf Maintenance II. Motion carried. The job description and testing criteria for Fire Fighter Recruit was presented for approval. The list expired in November and several vacancies are anticipated this year. Waterloo Fire Rescue will set up some informational meetings and"practice" dates for the fitness test for interested individuals at the Regional Training Center. The recruiting focus will be on women and minorities. The requirement to serve as a paramedic has been relaxed as a consequence of having a sufficient number of fire fighters interested in filling these job assignments during the past few years. The testing criteria will remain the same. Moved by Blitsch, seconded by Porter, to approve the job description and testing criteria for Fire Fighter Recruit. Motion carried. OTHER BUSINESS A change in the title for the Personnel Analyst civil service classification to Human Resources Manager was presented for approval due to the Human Resources Committee's approval of a change in the name of the Personnel Department to Human Resources Department on January 13, 2003. There will be no changes in the position's duties and responsibilities. Moved by Blitsch, seconded by Luce, to approve the name change of the Personnel Analyst civil service classification to Human Resources Manager. Ron Crisman is requesting another hearing be held before the Civil Service Commission. The Civil Service Commission tentatively set the date for the hearing as January 28, 2003 at 2:30 p.m., pending confirmation by the members of their availability.
