Motion carried. Moved by Luce, seconded by Porter to approve the 7/1/03 Minutes as mailed. Motion carried. IJNFINISHED RIJSINESS The Civil Service List for Maintenance Electrician-Traffic Operations was presented for certification. There are two vacancies — one due to a promotion and the other due to a layoff for loss of driver's license. The Human Resources Committee approved beginning the Civil Service process on 4/14/03. The Civil Service Commission on 5/14/03 approved the job description and testing criteria. The position was advertised in the Courier, listed with Workforce Development, the public access channel and the City website, notices sent to the agencies and organizations on the Affirmative Action List and posted in all City departments. Seventeen candidates submitted resumes and fourteen met the minimum qualifications and were invited to interview. Kent Quin, Werner Wittman and Cheryl Huddleston interviewed the candidates on 7/14-15/03. One candidate cancelled, one did not show for the interview and three did not pass the interview. The Civil Service List contains nine white males. In response to a question by Reed, the employee who was laid off cannot bump another employee in order to return to work, there must be a budgeted vacancy and he must be insurable. Moved by Luce, seconded by Porter: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Maintenance Electrician for the City of Waterloo, Iowa Traffic Operations Department. Appointments shall be made from this list for the next year(July 31, 2003 —July 30, 2004). The Civil Service List for Hazardous Materials Regional Training Center Coordinator was presented for approval. This is a new position to oversee the operations and marketing of the HAZMAT Regional Training Center. The Human Resources Committee approved beginning the Civil Service process on 2/17/03. The Civil Service Commission on 3/12/03 approved the job description and testing criteria. The position was advertised in the Courier, listed with Workforce Development, the public access channel, the City website, Public Sector Job Bulletin, careersingovernment.cc govtjobs.com, notices sent to the ncies and organizations on the Affirmative Action List and posted"in all City departments. Twenty resumes we received and seven met the minimum qualifications and were invited to interview. Frank Magsamen from Emergency Management, Cathy Halverson from John Deere, Kathy Flynn from Hawkeye Community College, Larry Olson & Tom Powers from Waterloo Fire Rescue and June Watkins conducted interviews on 7/9/03. There was one no show. The Civil Service List contains four white males and two white females. Approved by Human Resources Committee on 4/14/03 and Civil Service on 5/14/03. Advertised with deadline of 8/8/03. Seventeen resumes as of 7/29/03. Associate Planner Vacancy due to promotion. Approved by Human Resources Committee on 5/27/03 and Civil Service on 7/1/03. Advertised with deadline of 8/1/03. Eighteen resumes as of 7/29/03. NEW RIJSINESS The job description and testing criteria for Golf Maintenance III-Leisure Services was presented for approval. This is a promotional examination. There is a vacancy due to a resignation. The job description and testing criteria have not changed. Moved by Luce, seconded by Porter to approve the job description and testing criteria for Golf Maintenance III. Motion carried. The job description and testing criteria for part time Bookkeeper at the Airport was presented for approval. This is a new position. Moved by Luce, seconded by Porter to approve the job description and testing criteria for Airport Bookkeeper. Motion carried. The job description and testing criteria for Fire Engineer was presented for approval. This is a promotional examination. The qualifications and testing criteria have been changed per the Civil Service Commission's decision at its last meeting to award seniority points at the rate of 1/4 point per full year of service up to twenty years for a maximum of five points. Moved by Luce, seconded by Porter to approve the job description and testing criteria for Fire Engineer. Motion carried.
