Members absent: Walter Reed (Ex Officio).
Also present: Ned DeBerg, Dennis Bell, Tim Shea, Tim Pillack, Cheryl Huddleston.
Moved by Blitsch, seconded by Luce that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Blitsch, seconded by Luce that the Minutes of August 19, 2002, as proposed, be
approved. Ayes: Three. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Fire Marshal for the City of Waterloo, Iowa Fire Rescue Department
was presented for certification. The Human Resources Committee approved filling the position
on February 4, 2002 and the job description and testing criteria were approved by the Civil
Service Commission on March 14, 2002. The position is vacant due to a promotion. The
position was posted at all fire stations. Two resumes were received, with both candidates
currently Fire Inspectors. Interviews were held on September 6, 2002. Battalion Chiefs Tom
Lanigan, Mike Pierce, Larry Olson and Captains Jim Schneider, Mike Jenn, Joe Sink and Virgil
Powell were on the interview panel. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who
are eligible based upon the examination process as set forth by the Civil Service Commission for
the appointment to the position of Fire Marshal for the City of Waterloo, Iowa Fire Rescue
Department. Appointments shall be made from the list for the next two years (September 24,
2002 - September 23, 2004).

The Civil Service List for Clerk II for the City of Waterloo, Iowa was presented for certification.
The Human Resources Committee approved filling the position on April 29, 2002 and the job
description and testing criteria were approved by the Civil Service Commission on May 22,
2002. The position is vacant due to a termination in the City Clerk's office. The position was
posted internally for transfer/demotion, with no applicants. The position was advertised in the
Waterloo Courier, Job Service, Affirmative Action List, the Public Access Channel, and posted
in all city departments and on the city's website. One hundred twenty-eight resumes were
received, 93 did not submit typing tests, two did not pass the typing test and 12 did not have
clerical experience. Interviews were conducted on September 9-10, 2002. Michelle Westphal,
Kim Tovar and Shelly Norris were on the interview panel. One applicant did not show up for the
interview and one applicant did not pass the interview. The first list contains nine white females
and one black female. The reserve list contains one white female. Moved by Blitsch, seconded
by Porter:

NEW BUSINESS
The job description and testing criteria for Clerk I for Fire Rescue and Waste Management
Services was presented for approval. One position is vacant due to a transfer and one position is
vacant due to a resignation. The position at Waterloo Fire Rescue has been posted for transfer
and there is some interest, which would leave a vacancy in another department. The Waste
Management Services Clerk I position still needs to be posted for transfer, but we will probably
wait for a couple of months due to some mitigating circumstances. There is no change in the job
description or testing criteria. Moved by Luce, seconded by Blitsch that the job description and
testing criteria for Clerk I for Fire Rescue and Waste Management Services be approved. Ayes:
Three. Motion carried.
The job description and testing criteria for Mechanic for Central Garage was presented for
approval. The position will be posted as an open examination. The vacancy is due to a
retirement. The position was posted for transfer, with no applications received. There is no
change in the job description and testing criteria. Moved by Luce, seconded by Blitsch that the
job description and testing criteria for Mechanic for Central Garage be approved. Ayes: Three.
Motion carried.
With no further business before the commission, it was moved by Blitsch, seconded by Luce that
the meeting be adjourned at 10:23 a.m. Ayes: Three. Motion carried.
