Moved by Blitsch, seconded by Porter that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Blitsch, seconded by Luce that the Minutes of January 9, 2002, as proposed, be
approved. Ayes: Three. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Secretary for the City of Waterloo was presented for certification.
There is a Secretary vacancy in the Engineering Department due to a transfer. The job
description and testing criteria for Secretary was approved by the Human Resources Committee
on August 20, 2001 and approved by the Civil Service Commission on September 5, 2001. The
position was advertised in the Waterloo Courier, Job Service, Affirmative Action List, listed on
the city's web site and posted in all city departments. Forty-four resumes were received.
Twenty-eight applicants did not submit typing verification, and five did not pass the typing test.
Eleven applicants were invited to interview on February 14, 2002. Cathy Smith, Dianne Pearson
and Shelly Norris were on the interview panel. Five candidates canceled their interviews, there
were two no shows and one did not pass the interview. The list includes two white females and
one black female. Moved by Blitsch, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who
are eligible based upon the examination process as set forth by the Civil Service Commission for
the appointment to the position of Secretary for the City of Waterloo, Iowa. Appointment(s)
shall be made from this list for the next year(March 14, 2002 -March 13, 2003):

was presented for certification. This is a new 30-hour per week position for the Neighborhood
Services Department. The job description and testing criteria for Secretary/Receptionist was
approved by the Human Resources Committee on July 16, 2001 and the Civil Service
Commission on September 5, 2001. The position was advertised in the Waterloo Courier, Job
Service, Affirmative Action List, listed on the city's web site and posted internally in all city
departments. Forty-three resumes were received. Thirty applicants did not submit a typing
verification and five did not pass the typing test. Eight applicants were invited to interview on

try to do physical tests and written examinations on the same day. Will no longer be able to do
the testing at UNI, but can use the field tracks at East or West High Schools. Additional points
will be awarded to applicants who have a degree in Police Science or Criminal Justice based on
Iowa Law Enforcement Academy criteria and for candidates who are already State of Iowa
certified officers. A reimbursement agreement has been added which will require all applicants
certified on the Civil Service List and Reserve List to sign an Employee Reimbursement
Agreement prior to consideration for employment. Failure to sign the agreement will eliminate
the candidate from further consideration and their name will be removed from the Civil Service
List. Candidates appointed as Police Officer who resign within three years will be required to
reimburse the City of Waterloo a portion of the $3,000 cost for training at the Iowa Law
Enforcement Academy and the cost for the uniforms. Moved by Blitsch, seconded by Luce that
the job description and testing criteria for Police Officer - Open Examination - Police
Department be approved. Ayes: Three. Motion carried.
With no further business before the commission, it was moved by Blitsch, seconded by Porter
that the meeting be adjourned at 11:10 a.m. Ayes: Three. Motion carried.
