Members absent: Lou Porter. Also present: Eric Thorson, Ned DeBerg, Rudy Jones, Tim Pillack, Cheryl Huddleston. Moved by Blitsch, seconded by Luce that the Agenda, as proposed, be approved. Ayes: Two. Absent: Porter. Motion carried. Moved by Blitsch, seconded by Luce that the Minutes of November 27, 2001, as proposed, be approved. Ayes: Two. Absent: Porter. Motion carried. UNFINISHED BUSINESS The Civil Service List for the position of Police Sergeant - Police Department, was presented for certification. The job description and testing criteria for Police Sergeant was approved by the Human Resources Committee on May 14, 2001 and the Civil Service Commission on September 5, 2001. There are several anticipated vacancies due to retirements. This position was posted internally. Twenty-eight resumes were received. The written test was given on November 6, 2001. One candidate did not take the written test. The top twenty-five candidates were interviewed on November 27 - 28, 2001. A police sergeant from Des Moines, a police lieutenant from Davenport and police lieutenant from Cedar Rapids were on the interview panel. Two did not score high enough to be placed on the list. The first list includes eight white males and two white females. The reserve list includes six white males, two black males and two white females. The person accepting this job would have to give a two-year commitment at this position. If an opening occurred at a shift position, he/she could transfer to that shift position after the two-year commitment. The Fire Chief feels this system would make these positions a more attractive job within the Fire Department. The Fire Fighters would know that they had somewhere to transfer without be penalized. No action was taken on the proposed changes. The proposal will be reviewed and brought back for consideration.
