UNFINISHED BUSINESS The Civil Service List for the position of Housing Coordinator for Community Planning & Development-Housing was presented for certification. This position is vacant due to a resignation. The job description and testing criteria for Housing Coordinator was approved by the Human Resources Committee on June 11, 2001 and the Civil Service Commission on July 3, 2001. The position was advertised in the Courier, Affirmative Action List, Job Service, listed on the City Website and posted in all departments. Fifteen resumes were received, seven were invited to interview, with one canceling the interview. Gladys Rainey, Ethel Washington and Cheryl Huddleston were on the interview panel. Six candidates are on the Housing Coordinator List. This position will be posted as an open examination. This position is a reclassification from Personnel Analyst to Personnel Technician. The Personnel Analyst position was not filled two years ago when the position became vacant due to a resignation. The Personnel Department has been without a Director for almost a year, and the Mayor and City Council have directed Cheryl Huddleston to get help for the Personnel Department. This position will assist the Personnel Analyst and be a backup for the Administrative Secretary. Moved by Blitsch, seconded by Luce that the job description and testing criteria for Personnel Technician- Personnel Department be approved. Prior to a vote on the above motion, the following comments were heard. Walter Reed stated that the commission needs to stress to Mayor Rooff and the Council Members to fill the Personnel Technician position as soon as possible. Mr. Luce suggested a letter be sent to Mayor Rooff and Council Members regarding the responsibilities of the staff in the Personnel Department for the volume of employees. Following comments a vote was taken on the above motion with the following result. Ayes: Three. Motion carried. The position is vacant due to a resignation. Moved by Luce, seconded by Porter that the job description and testing criteria for Cable Television Production Coordinator - City Clerk be approved. Ayes: Three. Motion carried. Cheryl Huddleston, Personnel Analyst, reported that the city will be starting contract negotiations with the city unions. The city has hired Jerry Thompson to help with union negotiations. Mr. Thompson is familiar with some of the bargaining units and does contract negotiations with other cities.
