Moved by Blitsch, seconded by Luce that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Blitsch, seconded by Luce that the Minutes of February 13, 2001, as proposed, be
approved. Ayes: Three. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Police Officer was presented for certification. There are seven
vacancies, with five not budgeted. The Commission in July 2000 approved the job description
and testing criteria. The position was advertised in the Courier, Des Moines Register, Affirmative
Action List, Job Service, listed on the City Website and posted in all departments, technical
schools, KWWL PSA, Recruitment at Hawkeye Community College, UNI, Wartburg, KBBG
Talk Show, and PSAs on all local radios and TV stations. Eighty-five resumes were received and
82 submitted social security numbers. The written examination was given on January 24, 2001,
with 48 applicants taking the test and 39 applicants passing the written examination. Thirty
applicants took the fitness test on February 22, 2001, with nine no shows/cancellations. Twenty-
three passed the fitness test and were invited to interview. Al Pryor, Steve Nemmers and Cheryl
Huddleston were on the interview panel. Eighteen passed the interview and five failed the
interview. Moved by Blitsch, seconded by Porter:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible, based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Police Officer for the City of Waterloo, Iowa Police Department.
Appointments shall be made from this list for the next two years (April 20, 2001 - April 19,
2003).

Instrument Control Technician -WPFC
This is a new position in the Waste Management Department that is open for promotion. The
position is in the budget but on hold due to the freeze on promotions.
Reorganization Merging Water Pollution/Flood Control & Sanitation/Recycling
Departments
The City Council has officially created the Waste Management Department. Upon the retirement
of the Superintendent of Sanitation & Recycling, the Superintendent of Water Pollution/Flood
Control was assigned administrative control of the Sanitation Department. One of the reasons for
merging the Sanitation Department with Water Pollution/Flood Control Department was because
both departments are located in the same area. In addition, the reorganization will save money
and be a more efficient operation. There were 12 employees in the Solid Waste Operator
positions. Seven Solid Waste Operators were laid off effective June 1, 2002, leaving five Solid
Waste Operator employees. The seven former Solid Waste Operators will be allowed to bump
back to another classification if they have the seniority, accept a layoff or go through the Civil
Service process for one of the five newly created positions of Waste Services Technician
classification. The new Waste Services Technician position will be backups for the Solid Waste
Operator position, assist Sewer Maintenance Worker, assist with code enforcement, etc. In
addition, there will be three Sewer Maintenance Worker positions vacant that will be filled as a
promotional through the Civil Service process and the laid off Solid Waste Operators have been
told they should apply for these positions. The wage rate for the Waste Services Technician
position and Sewer Maintenance Worker position is higher than the Solid Waste Operator
position. The city will realize a savings with three less employees and through less overtime
costs.
NEW BUSINESS
The job description and testing criteria for Waste Services Technician was presented for approval.
This is a newly created position that will be posted as a promotional examination. The position
will assist with sewer and plant maintenance, special cleanups and backup for garbage collection.
Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Waste
Services Technician. Ayes: Three. Motion carried.
The job description and testing criteria for Traffic Engineer was presented for approval. This is
an open examination. The position is vacant due to a resignation. Moved by Porter, seconded by
Blitsch to approve the job description and testing criteria for Traffic Engineer. Ayes: Three.
Motion carried.
The job description and testing criteria for Sewer Maintenance Worker was presented for
approval. This position will be posted as a promotional examination. There are three vacancies
due to a retirement, disability and promotion. Moved by Blitsch, seconded by Luce to approve
the job description and testing criteria for Sewer Maintenance Worker. Ayes: Three. Motion
carried.
With no further business before the commission, it was moved by Blitsch, seconded by Luce that
the meeting be adjourned at 9:00 a.m. Ayes: Three. Motion carried.
