Moved by Blitsch, seconded by Luce that the Agenda, as proposed, be approved. Ayes: Two.
Motion carried.

approved. Ayes: Two. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Contract Compliance Officer— Community Planning & Development
was presented for certification. There is a vacancy due to a resignation. The Commission in
May 2000 approved the job description and testing criteria. The position was advertised twice in
the Courier, Des Moines Register, Minneapolis Star/Tribune, NAHRO newsletter, listed with
Workforce Development, a notice sent to the agencies and organizations on the Affirmative
Action List, listed on the City Website and posted in all departments. Thirty-one resumes were
received and seven candidates were invited to interview. Rudy Jones, Rich Earles and Cheryl
Huddleston were on the interview panel. Two candidates did not show for the interview and one
did not pass the interview. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who
are eligible, based upon the examination process as set forth by the Civil Service Commission for
the appointment to the position of Contract Compliance Officer for the City of Waterloo, Iowa
Community Planning & Development Department. Appointments shall be made from this list
for the next year(November 16, 2000-November 15, 2001).

The Civil Service List for Equipment Operator II—Street Department was presented for
certification. There is a vacancy at the Street Department due to a promotion. The Commission
in May 2000 approved the job description and testing criteria. The position was posted as a
promotional in all city departments, and ten resumes were received, and three candidates
withdrew prior to the equipment test. Seven candidates took the equipment test and all seven
passed the test. Seven candidates were invited to interview. Herb Thompson, Gary Luck, Jr. and
Cheryl Huddleston were on the interview panel. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who
are eligible, based upon the examination process as set forth by the Civil Service Commission for
the appointment to the position of Equipment Operator II for the City of Waterloo, Iowa Street
Department. Appointments shall be made from this list for the next two years (November 16,
2000-November 15, 2002).

The Civil Service List for Associate Engineer was presented for certification. There is a vacancy
in the Engineering Department due to a resignation. The Commission in July 2000 approved the
job description and testing criteria. The position was advertised in the Courier, APWA Reporter,
listed with Workforce Development and on the City Website, a notice sent to the agencies and
organizations on the Affirmative Action List and posted in all departments. One resume was
received. Noel Anderson, Dennis Gentz and Cheryl Huddleston interviewed the candidate.
Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who
are eligible, based upon the examination process as set forth by the Civil Service Commission,
for the appointment to the position of Associate Engineer for the City of Waterloo, Iowa
Engineering Department. The list shall exhaust upon appointment.

The Civil Service List for Police Chief was presented for certification. The position is vacant
due to a disability retirement. The Commission in September 2000 approved the job description
and testing criteria. The position was advertised in the Courier, listed with Workforce
Development and on the City Website, notices sent to the agencies and organizations on the
Affirmative Action List and posted in all departments. Four resumes were received and three
candidates were invited to interview by telephone. Deb Berry, Dean Williams from Cedar Falls,
Bill Gronen and Sang-Ki Han were on the interview panel. One candidate withdrew his name
from consideration and another cancelled his interview. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who
are eligible, based upon the examination process as set forth by the Civil Service Commission for
the appointment to the position of Police Chief for the City of Waterloo, Iowa. The list shall
exhaust upon appointment.

The position replaces an Associate Planner position which is vacant due to a resignation. The
Commission in July 2000 approved the job description and testing criteria. The position was
advertised in the Courier and NAHRO, listed with Workforce Development and on the City
Website, notices sent to the agencies and organizations on the Affirmative Action List and posted
in all departments. Twenty-nine resumes were received and two candidates were invited to
interview. Rich Earles, Bob Seymour from Cedar Falls and Cheryl Huddleston were on the
interview panel. Moved by Luce, seconded by Blitsch:

the appointment to the position of Community Development Coordinator for the City of

January.

Approved by Commission in September. Nothing new to report.
NEW BUSINESS
The job description and testing criteria for Clerk II was presented for approval. There is a
vacancy in the City Clerk's office due to a resignation. The position will be posted internally
first but not anticipating any interest inside. Moved by Blitsch, seconded by Luce to approve the
job description and testing criteria for Clerk II. Ayes: Two. Motion carried.
The next meeting will probably be scheduled after January.
With no further business, it was moved by Blitsch, seconded by Luce that the meeting be
adjourned at 10:21 a.m. Ayes: Two. Motion carried.
