Motion carried. Moved by Blitsch, seconded by Luce to approve the July 7, 2000 Minutes as mailed. Motion carried. UNFINISHED BUSINESS The Civil Service List for Clerk I was presented for certification. There is a vacancy at Fire Rescue due to a transfer/promotion. The Commission in December 1999 approved the job description and testing criteria. The position was advertised in the Courier, listed with Workforce Development and on the City Website, notices sent to the agencies and organizations on the Affirmative Action List and posted in all departments. (The position was put on hold for several months due to budgetary concerns.) Fifty-five resumes were received and eighteen candidates were invited to interview. Patti Magee, Pat Brockway and Cheryl Huddleston were on the interview panel. Four candidates did not pass the interview and four did not show for their interview. Moved by Blitsch, seconded by Luce: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible, based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Clerk I for the City of Waterloo,Iowa. Appointments shall be made from this list for the next year(September 8,2000-September 7,2001). The Civil Service List for Fair Housing Coordinator-Human Rights was presented for certification. This is a new position to be funded by a grant. The Commission in May approved the job description and testing criteria. Motion carried. The job description and testing criteria for Police Chief was presented for approval. The present Chief is retiring on either a work related or non-work related disability. The Pension Board should be making a ruling soon. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for Police Chief Motion carried. OTHER BUSINESS A revised Civil Service List for Golf Maintenance II was presented for certification. A list was certified in July that included the names of two probationary employees. This was challenged by one of the non-probationary employees on the list. According to our Civil Service Rules & Regulations, probationary employees are not suppose to be allowed to participate in testing for promotional positions. Moved by Blitsch, seconded by Luce: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Golf Maintenance II for the City of Waterloo, Iowa Leisure Services Department. Appointments shall be made from this list for the next two years (July 7, 2000-July 6, 2002). CERTIFIED LIST Joseph McCracken Casey Ham Motion carried.
