Moved by Blitsch, seconded by Luce to approve the May 4, 2000 Agenda. Motion carried.
Moved by Blitsch, seconded by Luce to approve the December 21, 1999 Minutes as mailed.
Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Associate Planner was presented for certification. The Commission in
December approved the job description and testing criteria. The position was advertised in the
Courier, listed with Workforce Development and on the City Website, notices sent to the agencies
and organizations on the Affirmative Action List and posted in all departments. Sixteen resumes
were received and nine candidates were invited to interview on April 6, 2000. Kevin Blanshan
from 1NRCOG, Noel Anderson and Cheryl Huddleston were on the interview panel. Two
candidates cancelled and two did not pass the interview. Moved by Luce, seconded by Blitsch:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible, based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Associate Planner for the City of Waterloo, Iowa Community
Planning & Development Department. Appointments shall be made from this list for the next year
(May 11,2000-May 10, 2001).

The Civil Service List for Solid Waste Operator was presented for certification. There is a vacancy
due to a transfer. The Commission in December approved the job description and testing criteria.
The position was advertised in the Courier, listed with Workforce Development and on the City
Website, a notice sent to the agencies and organizations on the Affirmative Action List and posted
in all departments. Forty-eight resumes were received and twenty-six candidates were invited to
take an equipment test at Greyhound Park on April 3, 2000. Eight candidates did not show, four
cancelled and three did not pass. The eleven that passed plus two present City employees who were
not required to take the equipment test were interviewed by Larry Cunningham, Sue Vaughn and
Cheryl Huddleston on April 11-13, 2000. All candidates passed. Moved by Blitsch, seconded by

We, the members of the Civil Service Commission, certify the following list of applicants,who are

The job description and testing criteria for Fair Housing Coordinator-Human Rights was presented
for approval. This is a new, grant funded position. Moved by Blitsch, seconded by Luce to
approve the job description and testing criteria for Fair Housing Coordinator. Motion carried.
The job description and testing criteria for Battalion Chief-WFR (Promotional) was presented for
approval. There will be two vacancies due to retirements in July and August. Moved by Luce,
seconded by Blitsch to approve the job description and testing criteria for Battalion Chief. Motion
carried.
The job description and testing criteria for Volunteer Coordinator-Culture&Arts was presented for
approval. This is a newly budgeted, part time position. Moved by Blitsch, seconded by Luce to
approve the job description and testing criteria for Volunteer Coordinator. Motion carried.
The next meeting will probably be early June.
With no further business,moved by Luce, seconded by Blitsch to adjourn. Motion carried.
