Moved by Blitsch, seconded by Johnson to approve the December 21, 1999 Agenda as amended. Motion carried. Moved by Blitsch, seconded by Luce to approve the October 20, 1999 Minutes as mailed. Motion carried. UNFINISHED BUSINESS The Civil Service List for Police Sergeant was presented for certification. The Commission in May approved the job description and testing criteria. The position was posted as a promotional and twenty-six police officers submitted resumes. Twenty-five met the minimum qualifications and took a written test, worth 50% of the total score, administered by Lyle Alberts on October 27, 1999. Lieutenant Kevin Murphy-Davenport, Sergeant Tom Jonker-Cedar Rapids, and Sergeant Brian Snyder-Marshalltown conducted oral interviews on December 8-9, 1999. Shelly Norris from the Personnel Department monitored the interviews. All the officers passed the oral interview. Moved by Blitsch, seconded by Johnson: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible, based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Police Sergeant for the City of Waterloo, Iowa Police Department. Appointments shall be made from this list for the next two years(December 21, 1999-December 20, 2001). The Civil Service List for Police Captain was presented for certification. There is a vacancy due to a retirement. The Commission in October approved the job description and testing criteria. The position was posted as a promotional and five resumes were received. Captains Patrick Harney-Iowa City, Phil Peters-Cedar Rapids, and Drew Burhan-Des Moines interviewed the candidates on December 7, 1999. Jim Rodemeyer monitored the interviews. All candidates passed. RESERVE LIST Jeff Cutsforth David Haugen Motion carried. The Civil Service List for Secretary was presented for certification. There is a present vacancy in the Police Department due to a retirement and plans are to fill with two part time employees. The Commission in August approved the job description and testing criteria. The position was advertised in the Courier, listed with Workforce Development, a notice sent to the agencies and organizations on the Affirmative Action List, and posted on the City website and in all departments. Twenty-four resumes were received but only thirteen candidates submitted typing verifications. Patti Magee, Kim Tovar and Cheryl Huddleston interviewed the candidates on December 15- 16, 1999. Three cancelled and two did not pass the interview. Moved by Johnson, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Secretary for the City of Waterloo, Iowa. Appointments shall be made from this list for the next year (December 21, 1999-December 20,2000). The Civil Service List for Laboratory Technician I-WPFC was presented for certification. There is a vacancy due to a resignation. The position was advertised in the Courier, listed with Workforce Development, a notice sent to the agencies and organizations on the Affirmative Action List, and posted on the City website and in all departments. Twenty-four resumes were received and fourteen candidates were invited to interview on December 13-14, 1999. Panel members were Brian Bowman, Roseann Cory and Cheryl Huddleston. Four cancelled, or did not show for their interview and one candidate did not pass the interview.
