Item E has been deleted from the Agenda. Moved by Blitsch, seconded by Luce to approve the August 25,
1999 Agenda as amended. Motion carried. Moved by Blitsch, seconded by Luce to approve the May 11,
1999 Minutes as mailed. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Park Maintenance I was presented for certification. There are two vacancies. The
Commission in May approved the job description and testing criteria. The position was advertised in the
Courier, listed with Workforce Development, a notice sent to the agencies and organizations on the
Affirmative Action List, posted on the City website and in all departments. Twenty-two resumes were
received and thirteen candidates were invited to take the equipment test on July 28, 1999. Six passed the
test, four canceled, two did not show for the test, and one did not have a CDL. Rick Curran, Bill Bachman
and Cheryl Huddleston interviewed the candidates on July 30, 1999. One candidate did not pass the
interview. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible,
based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Park Maintenance I for the City of Waterloo, Iowa Leisure Services Department. Appointments
shall be made from this list for the next year(August 25, 1999-August 24,2000).

The Civil Service List for Golf Course Maintenance I was presented for certification. There are three
vacancies. The Commission in May approved the job description and testing criteria. The position was
advertised in the Courier, listed with Workforce Development, a notice sent to the agencies and
organizations on the Affirmative Action List, and posted on the City website and in all departments. Five
resumes were received and all five were invited to interview. Mark Suchy, Tom Klein, Dave Christian and
Cheryl Huddleston interviewed the candidates on July 29, 1999. One canceled their interview and one did
not pass the interview. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible,
based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Golf Course Maintenance I for the City of Waterloo, Iowa Leisure Services Department.
Appointments shall be made from this list for the next year(August 25, 1999-August 24,2000).

The Civil Service List for Contract Compliance Officer was presented for certification. There is a vacancy
due to a reassignment. The Commission in May approved the job description and testing criteria. The
position was advertised in the Courier, listed with Workforce Development, a notice sent to the agencies and
organizations on the Affirmative Action List, posted on the City website and in all departments. Nineteen
resumes were received and three candidates were invited to interview. Rudy Jones, Rich Earles and Jim
Rodemeyer interviewed the candidates on August 20, 1999. One candidate did not pass his interview.

We, the members of the Civil Ser -e Commission, certify the following lis' f applicants, who are eligible,
based upon the examination prow,as set forth by the Civil Service Common for the appointment to the
position of Contract Compliance Officer for the City of Waterloo, Iowa Community, Planning &
Development Department. Appointment(s) shall be made from this list for the next year (August 25, 1999-
August 24, 2000).

The Civil Service List for Street Foreman was presented for certification. There is a vacancy due to a
retirement. The position was posted as a promotional and nine employees submitted resumes. Larry Smith,
Keith Kearns and Cheryl Huddleston interviewed the candidates on June 29, 1999. Four candidates did not
pass the interview. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible,
based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Street Foreman for the City of Waterloo, Iowa. Appointment(s) shall be made from this list for
the next two years(August 25, 1999-August 24,2001).

The Civil Service List for Maintenance Electrician was presented for certification. There is a vacancy due to
a transfer. The position was advertised in the Courier, listed with Workforce Development, a notice sent to
the agencies and organizations on the Affirmative Action List and IBEW,and posted on the City website and
in all departments. Six resumes were received and three candidates were invited to interview. Two
withdrew and the remaining candidate was interviewed by Steve Jordan, Werner Wittman and Cheryl
Huddleston. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible,
based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Maintenance Electrician for the City of Waterloo, Iowa Traffic Operations Department.
Appointment(s) shall be made from this list for the next year(August 25, 1999-August 24, 2000).

Updates
Battalion Chief
We will proceed with this promotional test in the winter.
Police Sergeant
Twenty-six resumes were received for this promotional test and twenty-five candidates met the minimum
qualifications. The written exam is scheduled for October 26, 1999.
Housing Coordinator
The job description and testing criteria were approved in May. The position was advertised and fifteen
resumes were received and are being reviewed.
Equipment Operator I-Street
The job description and testing criteria were approved in May. The position was advertised and fifty
resumes were received and are being reviewed.
Operations Supervisor
The job description and testing criteria were approved in May. The position was advertised and seven
resumes were received and are being reviewed.
NEW BUSINESS
The job description and testing criteria for Secretary was presented for approval. There is a vacancy in the
Police Department due to a retirement. Moved by Blitsch, seconded by Luce to approve the job description
and testing criteria for Secretary. Motion carried.
The job description and testing criteria for Cable TV Production Assistant was presented for approval. This
is a new, thirty-two hour per week, position. Moved by Blitsch, seconded by Luce to approve the job
description and testing criteria for Cable TV Production Assistant. Motion carried.
The job description and testing criteria for Custodial Maintenance-Leisure Services was presented for
approval. There is a vacancy due to a resignation. This position performs janitorial, light maintenance and
ice resurfacing duties at Young Arena. Moved by Luce, seconded by Blitsch to approve the job description
and testing criteria for Custodial Maintenance. Motion carried.
The insurability standards for operating a City vehicle are still being reviewed. We were informed a couple
months ago by St. Paul that present criteria are outdated and a handful of our drivers are not eligible for
insurance coverage. The Personnel Department and City Clerk have been working with the insurance
company and employee groups to develop acceptable standards. These standards will eventually be adopted
by the City Council.
