UNFINISHED BUSINESS
The Civil Service List for Police Officer was presented for certification. The Commission in December
approved the job description and testing criteria. The position was advertised in the Courier and Register,
listed with Workforce Development, a notice sent to the agencies and organizations on the Affirmative
Action List, posted on the City website and in all departments. One hundred twenty-five resumes were
received and sixty-eight candidates took the written test on March 24, 1999. Forty-eight passed the test and
were invited to the physical fitness test at UNI on April 16, 1999. Thirty-four took this test and thirty passed
and were interviewed the following week by Lieutenant Al Pryor, Detective Steve Nemmers, and Cheryl
Huddleston. One candidate did not pass the interview, two did not show for the interview, and one was
disqualified for self-admitting to drug use. There are two white females,one Hispanic male, and seven white
males on the first list and four white females, one Hispanic male, and five white males on the reserve list.
There are six vacancies at the present time. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible,
based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Police Recruit for the City of Waterloo, Iowa. Appointments shall be made from this list for the
next two years(May 11, 1999-May 10, 2001).

The Civil Service List for Engineering Technician was presented for certification. This is a newly budgeted
position The Commission in February approved the job description and testing criteria. The position was
advertised in the Courier, listed with Workforce Development, a notice sent to the agencies and
organizations on the Affirmative Action List, and posted on the City website and in all departments.
Fourteen resumes were received and eleven were invited to interview. Ron Adams, Dennis Gentz and
Cheryl Huddleston interviewed the candidates on April 13, 1999. Five canceled their interview and one did

Blitsch, seconded by Luce to approve the job description and testing criteria for Equipment Operator I.

The job description and testing criteria for Street Foreman was presented for approval. There is a vacancy
due to a retirement. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria
for Street Foreman. Motion carried.
The job description and testing criteria for Operations Supervisor-Street Department was presented for
approval. There is a vacancy due to a retirement. This is a second level management position. Moved by
Blitsch, seconded by Luce to approve the job description and testing criteria for Street Foreman. Motion
carried.
The job description and testing criteria for Human Rights Specialist was presented for approval. The
position was advertised late last year but was put on hold due to some changes in the focus of the present
vacancy and to make sure funding was available. This present position will work primarily in fair housing
investigations. Moved by Blitsch, seconded by Luce to approve the job description and testing criteria for
Housing Coordinator. Motion carried.
