Moved by Blitsch, seconded by Luce to approve the March 18, 1999 Agenda as mailed. Motion carried.

UNFINISHED BUSINESS
The Civil Service List for Building Manager was presented for certification. This is a reclassified position due
to the reorganization of the Parks and Recreation Departments. The Commission in February approved the job
description and testing criteria. The position was posted as a promotional in all departments and one employee
submitted a resume. Randy Shepard,Marlene Ackerman and Cheryl Huddleston interviewed the candidate on
March 16, 1999. Moved by Blitsch,seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible,
based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Building Manager for the City of Waterloo, Iowa Cultural & Arts Department. List shall exhaust
upon appointment.

based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Registrar for the City of Waterloo, Iowa Cultural & Arts Department. List shall exhaust upon
appointment.

The Civil Service List for Associate Planner was presented for certification. There are two vacancies. One is
due to a potential promotion and the other is an additional position. The Commission in December approved
the job description and testing criteria. The position was advertised in the Courier, listed with Workforce
Development and on the Web, a notice sent to the agencies and organizations on the Affirmative Action List
and posted in all City departments. Twelve resumes were received and seven candidates were invited to
interview. The interviews were conducted on March 4, 1999 by Deb Collett, Dave Van Dee, Dave Sturch
from Cedar Falls, Kevin Blanshan from INRCOG and Cheryl Huddleston. Three candidates cancelled and
one did not pass his interview. There is one black male, one white male and one other male. Moved by
Blitsch,seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible,
based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Associate Planner for the City of Waterloo, Iowa Community, Planning & Development
Department. Appointments shall be made from this list for the next year(March 18, 1999-March 17, 2000).

received and this candidate was interviewed by Nancy Eckert, Nancy Gulick and Annie Butler on March 17,
1999. The candidate is a white female. Moved by Blitsch,seconded by Luce:

based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Internal Auditor for the City of Waterloo Iowa Finance Department. List shall exhaust upon
appointment.

Updates
Police Officer
One hundred twenty-five resumes were received. There are four vacancies. The written test will be held on
March 24 and the Physical Fitness Test on April 16 with orals the following week.
Battalion Chief-Fire Rescue
Since there is no current vacancy,it has been put on the back burner.
Human Rights Specialist
The position was advertised in the Courier,then put on hold until funding was assured. Will probably bring a
new job description to the Commission in May incorporating the fair housing enforcement duties.
Facility Maintenance Assistant
After a review of available budgeted funds,the decision was made to hire two HVAC people instead of filling
this position.
Engineering Technician
This is an additional budgeted position. The position has been advertised and fourteen resumes were received.
Interviews will be scheduled and the list will be brought to the next meeting for certification.
NEW BUSINESS
The job description and testing criteria for Senior Planner were presented for approval. There is a vacancy
due to a retirement and the position will be posted as a promotional since there are three Associate Planners
who meet the qualifications. Moved by Blitsch, seconded by Luce to approve the job description and testing
criteria for Senior Planner. Motion carried.
The work session on job descriptions will be scheduled within the next month.
