Moved by Blitsch, seconded by Luce to approve the February 4, 1999 Agenda as mailed. Motion
carried. Moved by Blitsch, seconded by Luce to approve the December 15, 1998 Minutes as mailed.

UNFINISHED BUSINESS
The Civil Service List for Forestry Foreman was presented for certification. There is a vacancy due
to a demotion. The Commission in December approved the job description and testing criteria. The
position was posted as a promotional in all departments and three employees submitted resumes.
Todd Derifield, Bill Bachman, and Cheryl Huddleston interviewed the candidates on January 26,
1999. One candidate did not pass the interview. There is one white female and one white male on
the Civil Service List. Moved by Blitsch,seconded by Johnson:
We, the members of the Civil Service Commission, certify the following list of applicants, who are
eligible, based upon the examination process as set forth by the Civil Service Commission for the
appointment to the position of Forestry Foreman for the City of Waterloo, Iowa Leisure Services
Department. Appointments shall be made from this list for the next two years (February 4, 1999-
February 3,2001).

The Civil Service List for Bookkeeper was presented for certification. There are vacancies in both
Community Planning& Development and Leisure Services. The Commission in August approved
the job description and testing criteria. The position was advertised in the Courier, listed with Job
Service, a notice sent to the agencies and organizations on the Affirmative Action list and posted in
all departments. Twenty-three resumes were received and seven candidates were invited to
interview. The other candidates did not submit the required typing verification. Ann Northey, Patti
Magee, Paulette Hawkenson, Bill Bachman, and Cheryl Huddleston conducted the interviews on
January 21, 1999. Two candidates canceled their interview. There is one black female and four
white females on the Civil Service List. Moved by Blitsch,seconded by Johnson:

a resignation. The Commission in December approved the job description and testing criteria. The
position was posted as a promotional and two employees submitted resumes. A doctor from Allen
Hospital Emergency Room,nurse from Covenant Medical Center Emergency Room,Mike Jenn, and
Cheryl Huddleston interviewed the candidates on January 14, 1999. Both are white males. Moved

Combination Inspector II-Building Inspections
The Commission in December approved the job description and testing criteria. The position was
advertised in the Courier, listed with Job Service, notices sent to the agencies and organizations on
the Affirmative Action list,and posted in all City departments. Nineteen resumes were received and
we are reviewing the candidates. This is a newly budgeted position.
Internal Auditor-Finance Dept
The Commission in December approved the job description and testing criteria. The position will be
advertised in mid-February. This is a new, 3/4-time position.
Human Rights Specialist
The Commission in December approved the job description and testing criteria. The position was
advertised in the Courier, listed with Job Service, notices sent to the agencies and organizations on
the Affirmative Action list, and posted in all City departments. Thirty-two resumes were received
and we are reviewing the resumes. This is a new position to be funded by a grant geared toward fair
housing enforcement.
Facility Maintenance HVAC-Building Maintenance
The Commission in December approved the job description and testing criteria. The position was
advertised in the Courier, listed with Job Service, notices sent to the agencies and organizations on
the Affirmative Action list, and posted in all City departments. Eight resumes were received and
four candidates have been invited to interview on February 16, 1999.
Facility Maintenance Assistant-Building Maintenance
The Commission in December approved the job description and testing criteria. The position will
be advertised at all the normal locations with interviews planned for mid-March. This is a newly
budgeted position.
Police Aide
The Commission in December approved the job description and testing criteria. No funding has
been identified so no action is planned,at this time.
NEW BUSINESS
The job description and testing criteria for Engineering Technician were presented for approval. The
minimum qualifications and testing criteria have not changed. This is an additional budgeted
position. Most candidates come from the HCC Civil Engineering program. Commissioner Johnson
pointed out a punctuation error in the first sentence of the General Description. Moved by Blitsch,
seconded by Gwen to approve the job description and testing criteria for Engineering Technician.
Before the vote, Johnson questioned whether something that is only desirable (#6) should be
considered a Minimum Qualification. This sentence will be moved to the Job Description. She also
pointed out that "specifically" in the AA/EEO section needs to be removed. Eric Thorson, City
Engineer, asked that the word, "helpful", be removed from #3 of the Minimum Qualifications.
Moved by Blitsch, seconded by Johnson to approve the job description and testing criteria with
changes as discussed. Motion carried.
The job description and testing criteria for Building Manager-Cultural & Arts Department was
presented for approval. This is a reclassification of a position as a result of the change in the
organizational structure of Arts and Sports. The position is a combination of the present job duties of
the Night Manager and the Room Scheduler and will be posted as a promotional. Rodemeyer
pointed out that there is an error in the salary grade and range. It should be $19,584-$24,450 (55).
Commissioner Luce also pointed out the "specifically" in the AA/EEO portion of the Job Notice.
Commissioner Johnson commented that she still does not like the use of language that can't be
measured such as "ability to" and "knowledge of" phrases. Both Commissioner Luce and Personnel
Director Rodemeyer feel that no matter how these items are worded, they will continue to be
subjective criteria that might not be open to objective testing. We will try to remove as much of this
language as possible without changing the basic content of the job description, but many of these
requirements are only measurable by giving some type of test or actually placing someone into the
position to see if they can perform in the job,yet they are important to define the job. Johnson thinks
quantitative standards need to be developed and that there should not be any subjectivity in the
process. Luce suggested we need to set aside some time at a special meeting or another meeting to
discuss these issues. Rodemeyer told the Commission members that it will be difficult before the
middle of March to do much research on this issue due to labor negotiations and budgeting. Moved
