Moved by Blitsch,seconded by Johnson to approve the Agenda as mailed. Motion carried. Moved by Blitsch,
seconded by Luce to approve the Minutes from March 4, 1998 and March 6, 1998 as mailed. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Mechanic was presented for certification. There is a vacancy due to a disability. The
Commission in March approved the job description and testing criteria.The position was advertised in the local
newspaper, listed with Job Service, a notice sent to the agencies and organizations on the Affirmative Action
List and posted in all City departments. Seventeen resumes were received by the deadline date and thirteen
candidates were invited to interview. Ken Folkers from the City of Cedar Falls, Dennis Bell and Cheryl
Huddleston conducted oral interviews on April 29-30, 1998. Four candidates either canceled or did not show
for their interview and two candidates did not score high enough to place on the list. Moved by Blitsch,
seconded by Johnson:
We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible,
based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Mechanic for the City of Waterloo, Iowa Central Garage. Appointments shall be made from this
list for the next year(May 1, 1998-April 30, 1999).

The Civil Service List for Golf Course Maintenance I was presented for certification. There is a vacancy due to
a promotion. This position works only about seven months each year. The Commission in March approved
the job description and testing criteria. The position was advertised in the local newspaper, listed with Job
Service, a notice sent to the agencies and organizations on the Affirmative Action List and posted in all City
departments. Fifteen resumes were received by the deadline date and ten candidates were invited to interview
on April 21, 1998. Tom Klein, Scott Destival, and Cheryl Huddleston conducted interviews. Five candidates
did not show for their interview, one canceled, and two candidates did not score high enough to place on the
list. Moved by Blitsch,seconded by Johnson:
We, the members of the Civil Service Commission, certify the following list of applicant(s), who are eligible
based upon the examination process as set forth by the Civil Service Commission for the appointment to the
position of Golf Course Maintenance I for the City of Waterloo, Iowa Parks Department. Appointments shall
be made from this list for the next year(May 1, 1998-April 30, 1999).

Jim Rodemeyer gave updates on the following positions:
Sports Supervisor-Approved by Commission in March. Vacancy due to retirement. Interviews to be held in
couple weeks. Probably 7-8 candidates will be invited to interview.
Secretary-Community. Planning & Development-Vacancy due to resignation. Approved by Commission
in March. Possibility of in-house transfer due to loss of Federal funds.
Grant Manager-New position approved by Commission in September. Interviews have been held but list was
not certified because funding was cut in new budget. Might try to fund next fiscal year.
NEW BUSINESS
The job description and testing criteria for Programmer Analyst was presented for approval. There are two
vacancies due to a resignation and funding for an additional position out of Sewer Revenue to help with all the
new computerized equipment at the remodeled Pollution Control Plant. The minimum qualifications have been
lowered because of the tight labor market. Moved by Blitsch, seconded by Johnson to approve the job
description and testing criteria for Programmer Analyst. Motion carried.
The job description and testing criteria for Instrumentation Control Foreman-Water Pollution Control was
presented for approval. This position is vacant due to a transfer. The position requires an extensive
background in electronics and electricity. Moved by Blitsch, seconded by Johnson to approve the job
description and testing criteria for Instrumentation Control Foreman. Motion carried.
The job description and testing criteria for Instrumentation Control Technician-Water Pollution Control was
presented for approval. There will be a vacancy due to a promotion. Moved by Johnson, seconded by Blitsch
to approve the job description and testing criteria for Instrumentation Control Technician. Motion carried.
The job descriptions and testing criteria for TV Equipment Operator, Combination Unit Operator, Excavation
Equipment Operator, and Pressurized Sewer Cleaning Unit Operator were presented for approval. These will
be promotional positions for the Sewer Maintenance division of Water Pollution Control. The intent is to
upgrade four individuals who will each be assigned to a specific piece of equipment. There have been
significant problems with a variety of workers operating some specialized equipment and it is hoped that the
equipment will be better maintained. A Letter of Agreement still needs to be signed with the Union. The issues
raised have to do with on-call status and overtime,not the job descriptions. If an agreement is not reached, the
positions will not be filled.Moved by Blitsch, seconded by Johnson to approve the job descriptions and testing
criteria for TV Equipment Operator, Combination Unit Operator, Excavation Equipment Operator, and
Pressurized Sewer Cleaning Unit Operator. Motion carried.
The Personnel Department is still working with the Assistant City Attorney to develop a nepotism policy that
will apply to Civil Service interview panels and evaluation panels.
