Members present: Braun, Glenz, Juon, Absent: Furgerson
Others present: Tom Reardon, Roger Mogle, Jim Rodemeyer, Cora Turner,
Dennis Damon, Jim Lindsey, Linda Allen and Donna Lesyshen.
Moved by Glenz, seconded by Juon to approve the agenda as admended. Motion
carried.
Amendment: Under the heading New Business, item one (1), Policy Recommendations
on Testing Procedures will be discussed at a later date.
Moved by Glenz, seconded by Juon to approve the Minutes of November 7, 1984
as presented. Motion carried.
Unfinished Business
Jim Rodemeyer presented the proposed list for Facilities Manager-Recreation
Commission and asked for approval. Advertisement for the position began
October 28, 1984 and ended November 9, 1984. The position was advertised in
the Waterloo Courier, posted Citywide and with Job Service. Twenty-five (25)
applicants applied for the position, eighteen (18) applicants were notified
that they did not meet the minimum requirements, one (1) applicant declined to
interview and six (6) applicants were invited to participate in the oral examination
and appear on the list for certification. Panel members were Tom Reardon, George
Diestelmeier and Jim Rodemeyer.
Moved by Juon, seconded by Glenz that:
We, the members of the Civil Service Commissison certify, the following list
of applicants, are eligible and ranked in order based upon the examination
process as set forth by the Civil Service Commission, for appointment to
the position of Facilities Manager-McElroy Auditorium for the City of
Waterloo, Iowa. Appointments to the position of Facilities Manager-McElroy
Auditorium shall be made from this list.

UPDATES
Police Recruit
The Physical Agility Examination was held November 10, 1984 at East High
School. Seventy (70) applicants were eligible to participate and sixty-five
(65) showed up. Eleven (11) female applicants failed the agility process and
fifty-four (54) applicants will be invited to the oral examination process
which is scheduled for December 3-10, 1984. Panel members are Sergeant
Gary Hartwig of the Waterloo Police Department, Sergeant Ken Conley of Cedar
Falls Police Department and Cora Turner. Each police applicant was contacted to
provide verification of eyesight requirement prior to applicants participating
in the oral examination process. Several applicant's visual acuity forms
appeared to have been altered and were requested to be re-tested.
Discussion followed.
Kathy Braun suggested for future recruitment, all forms should have the
licensed examiner's name, address and phone number included.
Administrative Secretary
Advertisement for the upcoming position has not yet begun.
Director of Aviation - Airport
Advertisement for the position began November 11, 1984 and will end
November 30, 1984. The position was advertised in the Waterloo Courier, Des
Moines Register and posted Citywide and with Job Service. Fourteen (14) resumes
have been received to date for the open position.
NEW BUSINESS
Jim Rodemeyer reviewed the job vacancy notice for the Civil Service Open
Examination for Real Estate Acquisition Officer/Rehabilitation Specialist-
Community Development Board.
Discussion followed.
Moved by Juon, seconded by Glenz to receive, file and accept the
qualifications and testing procedure for Real Estate Acquisition Officer/
Rehabilitation Specialist-Community Development Board. Motion Carried.

Donna Lesyshen reviewed the case information with the Commision to set the date
of hearing for Police Officers Piper and Coffin.
Discussion followed.
It was moved by Juon, seconded by Glenz for the Clerk of the Civil Service
Commission to notify Officers Coffin and Piper by certified mail stating the
date, time and place of hearing. Motion carried.
OTHER BUSINESS
The next scheduled meeting will be held on Thursday, December 13, 1984 at 9:00
a.m. in the City Council Chambers and the hearing for Officers Piper and Coffin
was set for Thursday December 13, 1984 at 9:30 a.m. in the Council Chambers.
With no further business before the Commission it was moved by Juon, seconded
by Glenz to adjourn the meeting.

NOTICE
CIVIL SERVICE OPEN EXAMINATION FOR
REAL ESTATE ACQUISITION/REHABILITATION SPECIALIST
DESCRIPTION: Professional and technical position under the general
direction of the Community Development Adminstrator responsible for real
estate appraisals and negotiations for the purchase and closing of real
estate transactions; also assist property owners in improving and
rehabilitating their properties by offering technical advice; prepares work
write-ups and cost estimates; arranges for real estate appraisals for both
acquisition and disposition purposes; provides assistance and maintains
liaison with real estate professionals; assist in negotiations with property
owners in securing deeds and participates in cases involving high acquisition
cost; conducts real estate closings; secures necessary title work and consults
with attorneys in examining abstracts of titles in determining ownership
interest, emcumberances and related matters; informs property owners about
various financial methods available for rehabilitation purposes; other duties as
assigned.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Thorough knowledge of the
techniques used real estate appraising and the real estate brokerage
business; knowledge of legal descriptions, real estate recording systems and
land surveys; working knowledge of real estate laws and ordinances pertaining
to zoning, building and related codes; possession of a valid driver's license;
ability to communicate with property owners, businesses, attorneys and other
parties to discuss real estate problems and solutions; ability to discuss
rehabilitation and financing with property owners, through knowledge of
rehabilitation construction technique and cost estimates; working knowledge of
conventional financing techniques and governmental financing programs; ability
to establish and maintain effective working relationships with home owners,
various businesses, real estate personnel and federal, state and other
governmental subdivisions and agencies; ability to research, organize and report
data in good report form; ability to negotiate and consummate sales of property.
High school graduate or completion of G.E.D. with a minimum of four years
progressively more responsible experience in real estate sales and appraisals,
business or related field; or an Associate of Applied Science Degree in
Accounting, Contruction Technology, Marketing Management Business or related
field and two years progressively more responsible experience as defined
above; or graduate of an accredited college or university with a Bachelor of
Arts Degree in Business Administration Accounting or related field. The City
of Waterloo reserves the right to require an examination by a physician of the
employer's choice prior to an applicant being hired to determine if an
applicant is free from any physical, emotional or mental conditions which
might adversely affect job performance.
EXAMINATION: All qualified applicants who apply by the deadline date will be
required to appear before an oral examination panel consisting of a minimum of
three people who have expertise in the areas being tested and shall include no
more than one person from the department where the job opening exists. An
individual must receive a minimum average score of 60 points out of 100 to
achieve a passing score on the oral examination. The top applicants, as ranked
by their score on the oral examination, will be the individuals placed on the
certified list. However, employment may be contingent upon passing the physical
examination. Applicants who qualify as outlined and are full time permanent
employees of the City of Waterloo shall have one additional point per full year
of employment up to a maximum of five points added to their final score.
Honorably discharged men and women from the military or naval forces of the
United States who qualify per provision of Chapter 70 of the Code of Iowa (1983)
and who are citizens and residents of the State of Iowa shall have five
additional points added to their final score upon submission of their DD214.
DEADLINE DATE: All qualified candidates must submit a resume to the City
of Waterloo Personnel Department, 715 Mulberry Street, Waterloo, Iowa 50703
by atime and date to be determined.
TESTING DATE: All qualified candidates who apply by the deadline date will
be notified of the time, place and date of examination.
