Others present: Roger Mogle, Jim Rodemeyer and Cora Turner.
Moved by Juon, seconded by Glenz to approve the agenda as proposed. Motion
carried.
Moved by Juon, seconded by Glenz to approve the Minutes of October 11 , 1984
as presented. Motion carried.
Unfinished Business
Cora Turner presented the proposed list for Sewer Maintenance II and asked
for approval. Cora indicated advertisement for the Sewer Maintenance II
Promotional Examination began October 3, 1984 and ended October 10, 1984.
The position was posted Citywide, two (2) applicants applied for the
position, were interviewed and appear on the list for certification. Oral
panel members were Vic Gearheart, Art Shannon and Cora. An equipment
demonstration was also held October 29, 1984.

We, the members of the Civil Service Commissison certify, the following list
of applicants, are eligible and ranked in order based upon the examination
process as set forth by the Civil Service Commission, for appointment to
the position of Sewer Maintenance II-Sewer Department for the City of
Waterloo, Iowa. Appointments to the position of Sewer Maintenance II shall
be made from this list for the next two years (November 7, 1984 - November
7, 1986).

The City Civil Service Laws adopted October 20, 1983, and approved by the
Waterloo City Council November 14, 1983, under Chapter IV, Section 2 (c),
allows the Mayor and department head to recommend the approval of a
promotional eligibility list of less than three (3).
We are recommending the Civil Service Commission certify a list of two (2)
for the Sewer Maintenance II Position.

UPDATES
Police Recruit
The first examination was held October 11, 1984 at the Waterloo Recreation
Center, one hundred and forty-nine (149) applicants applied and one hundred
and four (104) showed up to participate in the PAF written examination.
Seventy-seven (77) applicants passed the PAF Examination and were invited to
participate in the second Alert Examination scheduled for October 26, 1984, of
the seventy-seven (77) eligible candidates to participate seventy-two (72)
showed up. Seventy (70) applicants passed the Alert Examination and are
invited to participate in the Physical Agility Examination scheduled for
November 10, 1984 at East High School.
Administrative Secretary
Advertisement for the upcoming position has not yet begun. A test from
Personnel Services of California has been reviewed to use as the written
examination.
Facilities Manager-McElroy Auditorium
Advertisement for the position began October 28, 1984 and will end November
9, 1984. The position was advertised in the Waterloo Courier, posted
Citywide and with Job Service. Fourteen (14) resumes have been received to
date for the open position.
NEW BUSINESS
Jim Rodemeyer reviewed the job vacancy notice for the Civil Service Open
Examination for Director of Aviation-Waterloo Airport.
Discussion followed.
Moved by Juon, seconded by Glenz to receive, file and accept the
qualifications and testing procedure for Director of Aviation-Waterloo
Airport as approved. Motion carried. (See Attachment A)
OTHER BUSINESS
J Rmi odemeyer stated the Personnel Department will be making recommendations
in the near future for various promotional positions in the Police Department.
The next regular scheduled meeting will be held on Thursday, November 29,
1984 at 10:00 a.m. in the Mayor's Conference Room.
With no further business before the Commission it was moved by Juon, seconded
by Glenz to adjourn the meeting.

NOTICE
CIVIL SERVICE OPEN EXAMINATION FOR DIRECTOR OF AVIATION
DESCRIPTION: Professional and administrative position under the general
direction of the Airport Commission. Responsible for all facets of the daily
administration of the Waterloo Municipal Airport including the supervision of
the airport farm operations. Plans, assigns and reviews the work of other
Administrative, technical, skilled and unskilled workers; directs airport
development and plans for future expansion and works closely with the
engineering staff engaged in design and construction of the airport facilities;
oversees the long range master plan for the airport and serves as liaison with
the Federal Aviation Administration; ensures compliance with federal, state
and Airport Commission rules and regulations governing airport use; establishes
and maintain effective communication with air carrier personnel, fixed based
operators and federal agencies; coordinates the planting, harvesting and sale
of airport farm commodities; responsible for the preparation of the airport
budget including vendor contracts and purchasing of necessary farm and airport
supplies; other duties as assigned.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Knowledge of and background in
federal and state transportation laws and regulations as they relate to air
carriers and airport transportation; ability to plan assign and direct the
work of others; ability to establish effective communication with various
businesses, municipal departments and local, state and federal agencies;
knowledge of modern farming methods and techniques; graduation of an accredited
college or university with a Bachelor of Arts Degree in Business Management,
Public Administration, Airport Operations Management or related field and
8 years progressively more responsible experience at the management level
including financial management, lease negotiations or contracts and employee
supervision; or a high school graduate with a minimum of 12 years progressively
more responsible experience as defined above. The City of Waterloo reserves the
right to require an examination by a physician of the employer's choice prior to
an applicant being hired to determine if an applicant is free from any physical,
emotional or mental conditions which might adversely affect job performance.
EXAMINATION: All qualified applicants who apply by the deadline date will
be required to appear before an oral examination panel consisting of a
minimum of three people who have expertise in the areas being tested and
shall include no more than one person from the department where the job
opening exists. An individual must receive a minimum average score of 60
points out of 100 to achieve a passing score on the oral examination. The
top applicants, as ranked by their score on the oral examination, will be
the individuals placed on the certified list. However, employment may be
contingent upon passing the physical examination. Applicants who qualify
as outlined and are full time permanent employees of the City of Waterloo
shall have one additional point per full year of employment up to a maximum
of five points added to their final score. Honorably discharged men and
women from the military or naval forces of the United States who qualify
per provision of Chapter 70 of the Code of Iowa (1983) and who are citizens
and residents of the State of Iowa shall have five additional points added
to their final score upon submission of their DD214.
DEADLINE DATE: All qualified candidates must submit a resume to the City
of Waterloo Personnel Department, 715 Mulberry Street, Waterloo, Iowa 50703
by 5:00 p.m. on Friday, November 30, 1984.
TESTING DATE: All qualified candidates who apply by the deadline date will
be notified of the time, place and date of examination.
