Moved By Juon, seconded by Glenz to approve the agenda as
amended. Motion carried.
Amendment: Under the heading New Business, item (b) Facilities
Manager-Recreation Commisssion will be discussed as the first
item of business.
Jim Rodemeyer reviewed the job vacancy notice for the Civil
Service Open Examination for Facilities Manager-Recreation
Commission.
Dean Myhr stated the importance of filling the position and how
the operation of McElroy Auditorium would change.
Discussion followed.
Moved by Juon, seconded by Glenz to receive, file and accept the
qualifications and testing procedure for facilities Manager as
approved, as amended. Motion carried. (See Attachment A.)
Amendment: Page 1, paragraph 2, under the heading Qualifications
and Minimum Requirements; add the the statement, possession of a
valid driver's license.
Moved by Juon, seconded by Glenz to approve the Minutes of
September 6, 1984 as presented. Motion carried.
UNFINISHED BUSINESS
Jim Rodemeyer presented the proposed list for Builidng Inspector
II-Building Department and asked for approval. Advertisement for
the position began September 9, 1984 and ended September 24,
1984. The position was advertised in the Waterloo Courier,
posted Citywide, with Job Service of Iowa and the local
Carpenter's Union. Twenty-nine (29) applicants applied for the
position. Ten (10) applicants were notified that they did not
. meet the minimum requirements and nineteen (19) were invited to
participate in the oral examination process. Oral interviews
were held October 9 and 10, 1984. The panel members were Ted
Atkinson, Building Inspector for the City of Cedar Falls, Jim
Boesen and Cora. Two (2) applicants failed the oral interview
and seventeen (17) names appear on the list for certification.

We, the members of the Civil Service Commission, certify the
following applicants are eligible and ranked in order based upon
the promotional examination process as set forth by the Civil
Service Commission, for appointment to the position of Building
Inspector II-Building Inspection Department for the City of
Waterloo, Iowa. Appointments to the position of Building
Inspector II shall be made from this list for the next two years
(October 11, 1984 - October 10, 1986) .

Jim Rodemeyer presented the proposed list for Laboratory
Technician I-Water Pollution Control Plant and asked for
approval. Jim indicated advertisement for the position began
July 29, 1984 and ended August 13, 1984. The position was
advertised in the Waterloo Courier, posted in the Placement
Office of Hawkeye Technology, with Job Service and Citywide.
Thirty-two (32) applicants applied for the position. Fourteen
(14) applicants were notified that they did not meet the minimum
requirements and eighteen (18) were invited to participate in the
oral examination process. Oral interviews were held September 13
and 14, 1984. Panel members were Lyle Kruger, Delores Rebouche
and Cora. Five (5) applicants failed the oral interviews and one
(1) did not show-up or notify the Personnel Department. Twelve
(12) names appear on the list for certification.

Jim Rodemeyer presented the proposed list for Equipment Operator
III-Street Department and asked for approval. Jim indicated
advertisement for the Equipment Operator III promotional
examination began July 29, 1984 and ended August 13, 1984. The
position was posted Citywide, four (4) applicants applied for the
position, were interviewed and appear on the list for
certification. Oral panel members were, Larry Cunningham, Bernie
Larsen of Cedar Falls Construction and Cora.

the promotional examination process as set forth by the Civil
Service Commission, for appointment to the position of Equipment
Operator III-Street Department for the City of Waterloo, Iowa.
Appointments to the position of Equipment Operator III shall be

Jim Rodemeyer presented the proposed list for Electrical Foreman-
Electrical Department and asked for approval. Jim indicated
advertisement for the position began August 12, 1984 and ended
August 27, 1984. The position was advertised in the Waterloo
Courier, posted with the Electrical Unions, Job Service and
Citywide. Nineteen (19) applicants applied for the position.
One (1) applicant was notified that he did not meet the minimum
requirements and eighteen (18) were invited to participate in the
oral examination process. Oral interviews were held October 3
and 4, 1984. Panel members were Bill Nowell of IPS, Dick
Buchanan of Black Hawk County Court House and Jim. Two (2)
applicants withdrew from the examination process. Four (4)
applicants did not show-up or notify the Personnel Department and
twelve (12) names appear on the list for certification.

We, the members of the Civil Service Commission certify, the
following list of applicants, are eligible and ranked in order
based upon the examination process as set forth by the Civil
Service Commission, for appointment to the position of Electrical
Foreman for the City of Waterloo, Iowa. Appointments to the
position of Electrical Foreman shall be made from this list for
the next two years (October 11, 1984 - October 10, 1986).

UPDATES:
Police Officer Recruit
Advertisement for the position began September 16, 1984 and ended
October 5, 1984. The position was advertised in the Waterloo
Courier, Cedar Rapids Gazette, Des Moines Register, Iowa
Bystander, posted Citywide mailed to all surrounding colleges and

universities with a law enforcement or security program. Also
advertisement was mailed to KWWL and KBBG Radio Stations and a
special 'Recruitment Day' was held at the Martin Luther King, Jr.
Center. One-hundred and forty-nine (149) applicants applied for
the position. The first examination is scheduled for October 11,
1984 and the second examination will be October 26, 1984. The
Physical Agility Examination will be held November 10, 1984.
Joe Mullinex was introduced to the Commission requesting to take
both written examinations on October 11 , 1984, eliminating the
number of trips to participate in the process for out of state
applicants.
Personnel recommended the examination schedule not be altered at
this time for individual applicants.
Discussion followed.
Moved by Juon, seconded by Glenz that Personnel make a
recommendation to the Commission concerning flexibility in
administering written examinations. Motion carried.
Moved by Glenz, seconded by Juon that Mr. Mullinex be allowed to take
both the Police PAF and Alert Examinations while in Waterloo to
eliminate double traveling in a two week time frame. Motion carried.
B.J. Furgerson suggested Personnel draw up several policies concerning
Personnel work to use as guidelines.
Discussion followed.
Glenz stated the policies governed by the Civil Service Commission
should be flexible and adaptable to change.
Juon stated his concerns was getting the best candidate and reasonable
accommodations should be considered when giving tests.
Sewer Maintenance II
Advertisement for tTie promotional position began October 3, 1984 and
ended October 10, 1984. Two persons have applied and will be tested
in the near future for the position.
NEW BUSINESS
Jim Rodemeyer reviewed the job vacancy notice for the Civil Service
Open Examination for Administrative Secretary-Clerk Auditor's Office.
Discussion followed.
Moved by Juon, seconded by Glenz to receive, file and accept the
qualifications and testing procedure for Administrative Secretary as
approved as amended. Motion Carried. (See Attachment B.)
Amendment: Page 1, paragraph 2, under the heading, Qualifications and
Minimum Requirements, should read, ability to operate word processing
equipment.
OTHER BUSINESS
Jim Rodemeyer reviewed attachment A of the City of Waterloo Civil
Service Rules and Regulations excluding Street and Sewer Laborers from
Civil Service Coverage.
Earle Carner and Larry Davis, union representatives, agreed with
excluding laborers from the Civil Service System.
It was moved by Glenz, seconded by Juon to accept Personnel
recommendations to amend Attachment A of the City of Waterloo Civil
Service Rules and Regulations excluding Street and Sewer Laborers
from Civil Service Coverage. Motion carried.

The next regular scheduled meeting will be held on Thursday, November
15, 1984 at 10:00 a.m. in the Large Conference Room. Motion
carried.
With no further business before the Commission, it was moved by Glenz,
seconded by Juon to adjourn the meeting.

CITY OF WATERLOO, IOWA
NOTICE
CIVIL SERVICE OPEN EXAMINATION FOR FACILITIES MANAGER-MCELROY AUDITORIUM
DESCRIPTION: Management and supervisory position under the general
direction of the Recreation Commission Director responsible for overall
operation of the McElroy Auditorium including personnel, promotions, booking
of revenue producing events, development of contracts with regular ice user
organizations, concession operations and other promoters. Secure adequate
staffing for maintenance and administration of all events occuring in the
auditorium; performs regular inspections of facility, equipment and building
inventory; makes assessments of needed repairs; administers building usage
through contracting and consulting with building users to insure efficient
and safe operation of facility and equipment and proper set-up for
scheduled events; supervision of employees engaged in general maintenance,
labor and set-up activities; acts as a liaison between the City and
Waterloo Baseball, Inc. to assist in promotions for the Waterloo Municpal
Stadium; other duties as assigned.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Working knowledge of building
maintenance incTing heating, electrical and plumbing systems; ability to
coordinate, schedule and supervise the work of skilled and unskilled
employees ability to establish and maintain effective working relationships
with businesses, civic and citizen groups, municipal departments and the
general public; ability to organize data in good report form; ability to
speak clearly and write legibly; ability to exercise independent judgement
in order to estimate time and materials needed to make maintenance repairs;
ability to be creative and possess the initiative to do recruiting and
promotions for users of the building; possession of a valid driver's license
high school graduate or completion of G.E.D. with a minimum of five years
progressively more responsible experience in building facility maintenance,
supervision and management and a minimum of 2 years experience in a paid or
volunteer public relations or promotion work. The City of Waterloo reserves
the right to require an examination by a physician of the employer's choice
prior to an applicant being hired to determine if an applicant is free from
any physical, emotional or mental conditions which might adversly affect job
performance.
EXAMINATION: All qualified applicants who apply by the deadline date will
be required to appear before an oral examination panel consisting of a
minimum of three people who have expertise in the areas being tested and
shall include no more than one person from the department where the job
opening exists. An individual must receive a minimum average score of 60
points out of 100 to achieve a passing score on the oral examination. The
top applicants, as ranked by their score on the oral examination, will be
the individuals placed on the certified list. However, employment may be
contingent upon passing the physical examination. Applicants who qualify
as outlined and are full time permanent employees of the City of Waterloo
shall have one additional point per full year of employment up to a maximum
of five points added to their final score. Honorably discharged:men and
women from the military or naval forces of the United States who qualify
per provision of Chapter 70 of the Code of Iowa (1983) and who are citizens
and residents of the State of Iowa shall have five additional points added
to their final score upon submission of their DD214.
DEADLINE DATE: All qualified candidates must submit a resume to 'l.the City

CIVIL SERVICE EXAMINATION FOR ADMINISTRATIVE SECRETARY
CITY CLERK/AUDITOR OFFICE
DESCRIPTION: Professional administrative staff position under the general
direction of the Deputy Clerk/Auditor involving the performance of varied
and complex secretarial stenographic tasks requiring the use of independent
judgement within the City Clerk/Auditor's Office. Ability to establish and
maintain administrative clerical duties and office working procedures;
prepares and types statistical reports, resolutions, ordinances, agendas and
minutes, letters, memos and legal documents from both a rough draft and/or
dictation equipment; assigns work to other clerical employees; assists in
taking and transcribing minutes at various departmental meetings; establish
and maintain complex cross-reference files and file categories; ability to
cross-reference and sort information from reference sources used by the
Department; prepares outgoing correspondence independently or from dictated
notes; meet the public and answer incoming departmental phone calls stating
information based on knowledge of departmental policies, regulations and
procedures; other duties as assigned.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Graduation from high school or
completion of G.E.D. , verification of G.E.D. or high school graduation will
be required; thorough knowledge of secretarial functions, terminology,
office procedures and equipment; ability to work with a minimum of
supervision; ability to make decisions in accordance with departmental laws,
ordinances and established regulations; ability to speak clearly and
distinctly and to write legibly; ability to organize data in good report
form; ability to operate word processing equipment; ability to take
shorthand at 90 words per minute, verification of shorthand speed will be
required; ability to transcribe mechanical dictation from dictation
equipment at 70 words per minute; ability to type at least 70 words per
minute with no errors, verification of typing speed will be required;
minimum of at least 2 years extensive secretarial experience and prefer
post-high school training; ability to establish and maintain effective
working relationships with other employees, and the general public. The
City of Waterloo reserves the right to review present and past employers
references and to require an examination by a physician of the employer's
choice prior to an applicant being hired to determine if an applicant is
free from any physical, emotional or mental conditions which might adversely
affect job performance.
WRITTEN EXAMINATION: All qualified applicants who apply by the deadline date
will be required to take a timed written examination developed by
Cooperative Personnel Service designed to measure aptitude, and skill level
in the following areas: (1) vocabulary; (2) spelling; (3) punctuation; (4)
Grammar; (5) reading comprehension. All candidates who score 40 or above
out of 75 correct answers shall be allowed to proceed in the testing
process.
ORAL EXAMINATION: All candidates eligible to proceed as specifed above will
be required to appear before an oral examination panel. The oral
examination panel shall consist of a minimum of three people who have
expertise in the areas being tested and will include no more than one person
from the department where the job opening exists. An individual must
attain 60 points out of a possible 100 to achieve a passing score on the
oral examination. In addition, all applicants shall bring to their oral
examination a test score or other documents issued within the last year,
verifying their ability to type at least 70 words per minute with no errors,
ability to take shorthand at 90 words per minute, ability to transcribe
mechanical dictation from dictation equipment at 70 words per minute and
verification of high school graduation or G.E.D. completion.
SCORING: Those individuals who successfully complete the written and oral
examination, as outlined above, will have their final scores determined by
adding the written score and oral average score together. The top twenty
applicants as ranked by their total points, as outlined, shall be the
individuals certified on the initial and reserve lists. However, employment
will be contingent upon the passing of a physical examination. Applicants
who qualify as outlined and are full time permanent employees of the City of
Waterloo shall have one additional point per full year of employment up to
a maximum of five points added to their final score. Honorable discharged
men and women from the military or naval forces of the United States who
