Moved By Juon, seconded by Glenz to approve the agenda as amended. Motion carried. Amendment: Under the heading New Business, item (1) b should read, Sewer Maintenance II-Sewer Department. Moved by Juon, seconded by Glenz to approve the Minutes of July 24, 1984 as presented and the Minutes of August 7, 1984 as amended. Motion carried. Amendment: page 1 , under the heading New Business, delete paragraph two. UNFINISHED BUSINESS Jim Rodemeyer presented the proposed list for Human Rights Investigator and asked for approval. Advertisement for the position began July 29, 1984 and ended August 17, 1984. The position was advertised in the Waterloo Courier, the Iowa Bystander, posted Citywide and with Job Service. Thirty-six (36) applicants applied for the position. Fourteen (14) applicants were notified that they did not meet the minimum requirements and twenty-two (22) were invited to partcipate in the oral examination process. Oral interviews were held August 17 and 18 , 1984. The panel members were Matt Lorenz, Human Rights Director for the City of Dubuque, Iowa, Harris Ceaser and Cora Turner. Three (3) applicants withdrew from the interview process, six (6) applicants failed the oral interview and one (1) applicant did not show up or notify the Personnel Department. Twelve (12) names appear on the list for certification. Moved by Glenz, seconded by Juon that: We, the members of the Civil Service Commission, certify the following list of applicants are eligible and ranked in order based upon the examination process as set forth by the Civil Service Commission, for appointment to the position of Human Rights Investigator for the City of Waterloo, Iowa. Jim indicated advertisement for the promotional examination began July 29, 1984 and ended August 10, 1984. The position was posted Citywide. Two (2) applicants applied for the position, was interviewed and appear on the list for certification. Oral panel members were John Stibel, Russ Lowe and Jim Rodemeyer. Moved by Juon, seconded by Glenz that: We, the members of the Civil Service Commission, certify the following applicants are eligible and ranked in order based upon the examination process as set forth by the Civil Service Commission for appointment to the position of Grants Specialist- Community Development Department, for the City of Waterloo, Iowa. Appointments to the position of Grants Specialist shall be made from this list. Jim Rodemeyer presented the proposed list for Operations Supervisor and asked for approval. Jim indicated advertisement for the position began April 22, 1984 and ended June 1 , 1984. The position was advertised in the Waterloo Courier, Des Moines Register, posted with Job Service, Kirkwood Community College and Citywide. Nine (9) applicants applied for the position. Four (4) applicants were notified they did not meet the minimum requirements and five (5) were invited to participate in the oral examination process and appear on the list for certification. Panel members were Leonard Zmolek, Ken Chudzinski and Cora Turner. Moved by Juon, seconded by Glenz that: We, the members of the Civil Service Commission, certify the following applicants are eligible and ranked in order based upon the examination process as set forth by the Civil Service Commission, for appointment to the position of Operations Supervisor-Water Pollution Control Plant for the City of Waterloo, Iowa. Jim indicated advertisement for the position began August 12, 1984 and ended August 27, 1984. The position was advertised in the Waterloo Courier, Des Moines Register, the Iowa Bystander, posted with Job Service and posted Citywide. Thirty-six (36) applicants applied for the position. Eleven (11) applicants were notified they did not meet the minimum requirements and twenty-five (25) were invited to participate in the oral examination process. Oral interviews were held September 4 and 5, 1984. Panel members were Joy Lowe, Marilyn Monteiro and Roger Mogle. One (1) applicant withdrew from the examination process, eleven (11) applicants failed the oral interview, four (4) applicants did not show up or notify the Personnel Department and nine (9) names appear on the list for certification. Moved by Glenz, seconded by Juon that: We, the members of the Civil Service Commission, certify the following applicants are eligible and ranked in order based upon the examination process as set forth by the Civil Service Commission, for appointment to the position of Contract Compliance Officer-Community Development Department for the City of Waterloo, Iowa. Appointments to the position of Contract Compliance Officer shall be made from this list for the next two years (September 6, 1984 - September 5, 1986). Jim Rodemeyer presented the job vacancy notice for Police Officer for review and revision of the Civil Service Commission. Jim indicated after reviewing the notice with Chief Huck several changes were suggested. The changes were presented in two parts to ascertain motions. Part A It was moved by Juon, seconded by Glenz to reconsider, receive and update the testing procedures for Police Officers as approved as amended. Motion carried. (See attachment A) Amendment: Page 1 , under the heading Minimum Requirements and Qualifications, item 2 should read, vision must be at least 20/100 in both eyes, correctable to 20/20 in both eyes. Page 1 , under the heading Minimum Requirements and Qualifications, item 11 should read examination by a licensed medical doctor. . . . Page 3, under the heading Scoring, the entire paragraph was rewritten to state applicants names will appear on certified list prior to background investigation being completed. Part B Ma—Huck expressed his concern with item 7, page 1 , under the heading Minimum Requirements and Qualifications which states, "does not have a current liquor or drug dependency." Discussion followed. 3 Chief Huck indicated because of the anticipated stress level of a police officer and carrying a weapon, alcohol problems are not tolerable in this type of position. The word "current", stated the chief, denotes today and several situations could arise from this phrase in the notice. Dave Juon and other Commission Members stated the word "current" was used to allow persons with past problems the chance to apply. Moved by Juon, seconded by Glenz to receive and update the testing procedure for police officers as approved as amended. Motion carried. Amendment: Page 1 , item 7, under the heading Minimum Requirements and Qualifications, should read, does not have an alcohol or drug dependency. Chief Huck indicated he would like to change the oral examination panel structure to include two members, instead of one from his department because his staff was more aware than an outside individual of the type of applicant which would best suit his department and the organizational structure. Discussion followed. Jim Rodemeyer indicated the normal policy for all examinations is to have no more than one person from the department to serve on the panel. B.J. Furgerson stated because of past problems between the police department and the black community she feels no more than one person from the police department should be on the Civil Service panel. Juon and Glenz stated a concern of credibility and setting a precedence for future departments wanting two members on a panel. Kathy Braun indicated because of her awareness of prior problems in the Police Department and having a majority vote would be a problem as far as hiring friends and relatives to the department. It was moved by Glenz, seconded by Juon not to change the oral examination panel structure. Motion carried. Updates Laboratory Technician I Advertisement for this position began July 29, 1984 and ended August 13, 1984. The position was advertised in the Waterloo Courier, mailed to the Placement Office of Hawkeye Tech., posted with Job Service and Citywide. Thirty-two (32) applicants applied for position. Fourteen (14) applicants were notified they did not meet minimum requirements and eighteen (18) were invited to participate in the oral examination process. The Oral Examination was scheduled for September 13 and 14, 1984. Panel members are Delores Rebouhe from John Deeres Laboratory, Lyle Kruger, Supervisor of Waste Water Treatment, City of Cedar Falls, Iowa and Cora Turner. Equipment Operator III Advertisement for tie promotional examination is scheduled to begin the week of September 10-14, 1984. Earle Carner stated an individual presently employed in the Street Department as an Equipment Operator II anticipates applying for this position but can not read or write the English Language. The person has a good working knowledge of equipment used in the Street Department and the Waterloo Streets. Jim Rodemeyer indicated because the notice states "must be able to read and write" this eliminates the person from applying. Donna Lesyshen stated because this is a promotional examination, 4 the person being already covered by Civil Service eliminating this phrase from the notice would not be a problem as to allowing entry level examination to include this phrase. Moved by Juon, seconded by Glenz to reconsider, receive and update the testing procedures for Equipment Operator III as approved as amended. Motion carried. Amendment: Page 1 , paragraph 2, under the heading Qualifications and Minimum Requirements, eliminate the phrase able to read and write the English Language. (See attachment B) Electrical Foreman Advertisement for the position began August 12, 1984 and ended August 27, 1984. The position was advertised in the Waterloo Courier, posted with the Electrical Unions, Job Service and Citywide. Eighteen (18) applicants have applied for the position. Oral examinations will be scheduled in the near future. NEW BUSINESS Jim Rodemeyer reviewed the job vacancy notice for the Civil Service Open Examination for Building Inspector II-Building Inspection Department. Discussion followed. Moved by Juon, seconded by Glenz to receive, fill and accept the qualifications and testing procedure for Buildling Inspector II as approved as amended. Motion carried. (See attachment C) Amendment: Page 1 , paragraph 2, under the heading Qualifications and Minimum Requirements should read, Associate of Applied Science Degree in Civil Engineering Technology or a directly equivalent degree and . . . . Jim Rodemeyer reviewed the job vacancy notice for the Civil Service Promotional Examination for Sewer Maintenance II-Sewer Department. Discussion followed. Moved by Glenz, seconded by Juon to receive, file and accept the qualifications and testing procedure for Sewer Maintenance II as approved. Motion carried. OTHER BUSINESS The next regular scheduled meeting will be held on Thursday, October 11 , 1984 at 10:00 a.m. in the Large Conference Room. The Civil Service Commission in accordance with the State Law will conduct Entrance Examinations for the position of Police Officer. Each applicant who meets the below stated minimum requirements and qualifications will be invited to participate in the Civil Service Examination Process outlined below: MINIMUM REQUIREMENTS AND QUALIFICATIONS 1 . Applicants must have reached 18 years of age by the date of the application deadline. Verification of birthdate will be required at a later date. * 2. Normal color vision as determined by the American Optical Company, Psuedo Isochromatic Plates Test requiring correct identification of 10 out of 14 plates. * 4. Have normal hearing in each ear. Hearing is considered normal when tested by an Audiometer and hearing sensitivity thresholds are within 25 db measured at 1000Hz, 2000Hz and 3000Hz averaged together. *NOTE: Items 2-4 (eyesight and hearing) will be verified by a licensed practitioner of the City's choice prior to an applicant being hired. Any applicant who fails to meet the minimum requirements as outlined will be immediately disqualified. Consequently, if you are uncertain about meeting any requirement you should have your hearing and/or eyesight evaluated prior to participating in the testing process. 5. Is a citizen of the United States and is willing to comply with the City of Waterloo's Residency Policy concerning emergency response time. (Must be able to respond within 30 minutes during an emergency.) 6. Be a graduate of an accredited high school or possess an equivalency certificate (GED) by the date of the application deadline. Verification of GED or high school graduation will be required at a later date. 7. Does not have an alcohol or drug dependency. 8. Is able to read and write the English language. 9. Must have a current valid drivers or chauffeur's license from the state of residence and be able to obtain an Iowa Driver's License at the time of employment. 10. Is of good moral character and has not been convicted of a felony or a crime involving moral turpitude. The City of Waterloo reserves the right to make this determination through a background investigation including a fingerprint search. 11 . The City of Waterloo reserves the right to require an examination by a licensed medical doctor of the employer's choice prior to an applicant being hired to determine if an applicant is free from any physical, emotional or mental conditions which might adversely affect job performance. 12. Is not by reason of conscience or belief opposed to the use of force when necessary to fulfill his or her duties. EXAMINATION PROCESS WRITTEN EXAMINATIONS PAF Examination: All qualifying applicants who apply by the deadline will be required to participate in the Police Attitudinal Factor test developed by Wollack and Associates in 1979 designed to measure those attitudes which are determined to be most relevant to one's success as a police officer. The test measures five categories: 1 . Race Relations 2. Use Of Force 3. Use Of Authority 4. Flexibility 5. Maturity The examination consists of 125 multiple choice questions to be completed in a 60 minute time frame. The PAF generates five single category scores as well as a single overall score. Each category score has a maximum of 25 points. The test will be graded on a pass/fail scoring system. Applicants must receive an individual raw score of 6 or above on the PAF, Race, Force and Authority scales to pass. The Flexibility and Maturity test do not enter into the pass/fail decision process. Also, total raw scores on these three scales must equal or exceed 32 to pass. Each applicant will be contacted immediately upon receipt of their scores. Consequently only the applicants who pass the PAF test as outlined above shall be allowed to proceed in the testing process. YOU ARE HEREBY NOTIFIED THAT THE PAF EXAMINATION WILL BE HELD AT 7:00 P.M. ON THURSDAY EVENING, OCTOBER 11 , 1984 IN THE SCHOITZ ROOM LOCATED ON THE 1ST FLOOR, WEST WING OF THE WATERLOO RECREATION CENTER, 225 CEDAR STREET, WATERLOO, IOWA. Alert Examination: Only the applicants who have passed the PAF Examination will be allowed to participate in the Alert Examination. The Alert Examination is a Reading and Writing Examination. The test consists of a one hour, 60 item reading examination and a one hour, 100 item writing skill examination. Both examinations are multiple choice. The Alert Writing Skills Examination measures four areas: clarity, grammar, spelling and detail. The Alert Reading Skills Examination measures readability analysis. The Alert Reading and Writing test generate a single combined score. An applicant must receive 100 out of 160 points to pass the examination. Each applicant will be contacted immediately upon receipt of their scores. Consequently, only the applicants who pass the Alert Examination will be allowed to proceed in the testing process. The Alert Examination will count 50 percent of the overall score. Physical Agility Examination: Only those applicants who have passed with a score of 100 or better will be allowed to participate in the Physical Agility test. The Physical Agility test will be administered by Personnel from the Waterloo School System and scored by the American Physical Qualification Testing Corporation. All applicants participating in the physical agility test will be required to undergo a physical examination at the applicant's expense prior to the test; verification of physical examination is required. The test will be graded on a pass/fail scoring system. Each applicant will be contacted immediately upon receipt of their scores. Consequently, only the applicants who pass the physical agility test shall be allowed to proceed in the testing process. Oral Examination: All applicants who pass the physical agility test will be required to appear before an oral examination panel. The oral examinination panel shall consist of a minimum of three people who have expertise in the area being tested and shall include no more than one person from the department where the job opening exists. An individual must obtain a minimum average score of 60 points out of 100 to achieve a passing score on the oral examination. The oral examination will count 50 percent of the overall test score. (2) Scoring: Those individuals who successfully complete the Written Alert Examination and Oral Examination, as authorized above, will have their final scores determined by giving equal weight to the score from the Alert Written Examination and the Oral Examination Score plus any veteran or City Employee preference points as outlined below that may be awarded. Applicants who qualify as outlined and are full time permanent employees of the City of Waterloo shall have one additional point per full year of employment up to a maximum of five points added to their final score. Honorably discharged men and women from the military or naval forces of the United States who qualify per provision of Chapter 70 of Code of Iowa (1983) and who are citizens and residents of the State of Iowa shall have five additional points added to their final score upon submission of their DD214. The top twenty applicants as ranked by their total points as outlined above will be the individuals certified on the initial and reserve lists. Appointments to the position of Police Officer will be made from this certified list for the next two years. However, employment shall be contingent upon the possession of a good driving record, passing of a physical examination and the successful completion of a background investigation including a fingerprint check. QUALIFICATIONS AND MINIMUM REQUIREMENTS: Must be able to obtain and maintain a valid Iowa Semi-tractor trailer Chauffer's License within 30 days of appointment; those certified and promoted to the position of Equipment Operator III must demonstrate an ability to operate the assigned equipment delineated above within 30 days of promotion; trailer knowledge of traffic and safety rules; must be permanently classified as an Equipment Operator II or its equivalent and have related construction experience in all types of weather conditions as well as general construction knowledge; general knowledge of the geography of the City of Waterloo; must be in excellent physical condition and be able to work outdoors for extended periods of time in all types of weather conditions. The City of Waterloo reserves the right to require an examination by a physician of the employer's dioice prior to an applicant being promoted to this position. In addition the City of Waterloo reserves the right to conduct a review of the applicant's driving record. The City of Waterloo reserves the right to require an examination by a physician of the employer's choice and to conduct a thorough review of an applicant's driving record prior to an applicant being promoted to this position. EQUIPMENT DEMONSTRATION EXAMINATION: All qualified applicants who apply by the deadline will be required to participate in an equipment demonstration examination to measure machine skill knowledge and general job knowledge. The equipment demonstration score shall be worth 50 percent of the total score. ORAL EXAMINATION: All applicants who compete in the equipment demonstration examination will be required to appear before an oral examination panel. The oral examination panel shall consist of a minimum of three people who have expertise in the area being tested and shall include no more than one person from the department where the job opening exists. An individual must obtain a minimum averaged score of 60 points out of 100 to achieve a passing score on the oral examination. The oral examination will count 50 percent of total test score. SCORING: Those individuals who successfully complete the equipment demonstration and oral examination, as outlined above, will have their final scores determined by giving equal weight to the equipment demonstration and oral scores.
