Others present: Jim Lindsey, Mayor Bowers, Jim Rodemeyer, Cora Turner, and Donna Lesyshen. Moved by Glenz, seconded by Juon to approve the agenda as proposed. Motion carried. New Business Jim Rodemeyer reviewed the job vacancy notice for the Civil Service Open Examination for Contract Compliance Officer-Community Development Department. Moved by Glenz, seconded by Juon to receive, file and accept the qualifications and testing procedure for Contract Compliance Officer-Community Development Department. Moved by Glenz, seconded by Juon to receive, file and accept the qualifications and testing procedure for Contract Compliance Officer as approved. Motion carried. (See Attachment A. ) Other Business It was moved by Juon, seconded by Glenz that the next Civil Service Meeting be held on August 28, 1984 at 10:00 a.m. in the Mayor's Conference Room. Burger City Clerk/Auditor CITY OF WATERLOO, IOWA _ NOTICE ATTI -NT A CIVIL ;ICE OPEN EXAMINATION FOR CONTRACT COMPLIANCE OFriCER DESCRIPTION: Professional staff position under the general direction of the Community Development Administrator responsible for all aspects of the Contracting Program for the City of Waterloo. Duties include providing effective leadership in fair employment practices for Contractors, Vendors and Suppliers doing business with the City of Waterloo; regulate pre-bidding and pre-construction conferences; administer and monitor an Affirmative Action Plan as it relates to Contractors, Vendors and Suppliers to ensure compliance with Title VI of the Civil Rights Act of 1964, Section 109 of the Housing and Community Development Act of 1974 and Section 3 of the Housing and Community Development Act of 1974; review bids and proposals submitted by all Contractors, Vendors and Suppliers doing business with the City; assist all City departments to become knowledgeable of contracting procedures and compliance with all applicable laws and regulations concerning all aspects of contract specifications and other bid documents; establish and maintain records and files relating to Contracting and Affirmative Action by Contractors, Vendors and Suppliers; Ex-official member of the Mayor's Advisory Committee; examines all informal contracts to ensure equitable rotation of work; maintain a record keeping system showing Minority Contractors involvement in all programs with the City; submit reports to various Federal agencies; other duties as assigned. QUALIFICATIONS AND MINIMUM REQUIREMENTS: Knowledge of the procedures, practices and principles used by the contractors for job bidding and proposal writing; knowledge of fair employment practices and Affirmative Action Guidelines; knowledge of the principles and practices of public administration; ability to establish and maintain effective working relationships with contractors, various businesses, civic and citizen groups, municipal departments; federal, state and other governmental subdivisions and agencies; ability to organize data in good report form; ability to speak clearly and write legibly; ability to plan, coordinate and review bids and proposals; graduate of an accredited college or university with a degree in Business, Social Work, or related field and a minimum of one year progressively more responsible experience in Social work, Public Administration or related field; or an Assoicate of Applied Science Degree in Construction Technology, Business or related field and a minimum of three years progressively more responsible experience as defined above; or a high school graduate or completion of G.E.D. with a minimum of five years progressively more responsible experience as defined above. Prefer past experience working in a municipal government setting. The City of Waterloo reserves the right to require an examination by a physician of the employer's choice prior to an applicant being hired to determine if an applicant is free from any physical, emotional or mental conditions which might adversely affect job performance. EXAMINATION: All qualified applicants who apply by the deadline date will be required to appear before an oral examination panel consisting of a minimum of three people who have expertise in the areas being tested and shall include no more than one person from the depaLLment where the job opening exists. An individual must receive a minimum average score of 60 points out of 100 to achieve a passing score on the oral examination. The top applicants as ranked by their score on the oral examination will be the individuals placed on the certified lists. However, employment may be contingent upon passing the physical examination. Applicants who qualify as outlined and are full time permanent employees of the City of Waterloo shall have one additional point per full year of employment up to a maximum of five points added to their final score. Honorably discharged men and women from the military or naval forces of the United States who qualify per provision of Chapter 70 of the Code of Iowa (1983) and who are citizens and residents of the State of Iowa shall have five additional points added to their final score upon submission of their DD214. DEADLINE DATE: All qualified candidates must submit a resume to the City of Waterloo Personnel Department, 715 Mulberry, Waterloo, Iowa by a time and date to be determined.
