Moved by Juon, seconded by Braun that the minutes of July 5, 1984 be approved
as presented. Motion carried.
Mike Glenz, by signed oath, was officially welcomed to the Civil Service
Commission as a voting member.
Unfinished Business
Jim Rodemeyer presented the proposed list for Electrical Inspector and asked for
approval. Advertisement for the position began April 22, 1984 and ended May 18,
1984. The position was advertised in the Waterloo Courier, Des Moines Register,
posted Citywide, at the IBEW Electrical Union and with Job Service. Eighteen
(18) applicants applied for the position and two (2) did not meet the minimum
requirements. Sixteen ( 16) applicants were invited to participate in the written
examination purchased from Corporate Personnel Services, only eleven ( 11 )
applicants showed up to participate. All eleven ( 11 ) applicants were invited
to participate in the oral examination process. The oral interviews were held
July 10 and 12, 1984. Panel members were Russ Garling, Glen Hertz and Jim
Rodemeyer. One (1 ) applicant did not show up or notify the Personnel Office and
one ( 1 ) applicant failed the oral examination process. Nine (9) names appear on
the list for certification.

Jim Rodemeyer presented the proposed list for Associate Planner and asked for
approval. Jim indicated advertisement for the position began June 3, 1984 and
the deadline was June 25, 1984. The position was advertised in the Waterloo
Courier, Des Moines Register, Placement offices of Drake University, Iowa State
University, University of Iowa and University of Northern Iowa, Job Service and
posted Citywide. Twenty-five (25) applicants applied for the position. Ten
(10) applicants were notified they did not meet the minimum requirements and
fifteen ( 15) were invited to participate in the oral examination process. The
oral panel members were, Randy Pilkington, Assistant Planning Director, John
Page with the Planning Department in Cedar Falls and Cora Turner. Oral
interviews were held July 11 , 12 and 13, 1984. Four (4) applicants withdrew
from the interviews, three (3) failed the oral interviews and one ( 1 ) applicant
was disqualified. Seven (7) names appear on the certified list.

Jim Rodemeyer presented the proposed list for City Planner and asked for approval.
Advertisement for the position began June 10, 1984 and the deadline was July 2,
1984. The position was advertised in the Minneapolis Tribune, Waterloo Courier,
Des Moines Register, Placement Offices of Drake University, Iowa State University,
University of Iowa and the University of Northern Iowa, Job Service, APA Job Mart
Planning Magazine and posted Citywide. Forty-two (42) applicants applied for
the position, five (5) resumes received after the deadline, nine (9) applicants
did not meet the minimum requirements, sixteen (16) applicants withdrew (out of
state) , two (2) did not show up for the oral examination process, one ( 1 )
failed the oral process and nine (9) names appear on the certified list. Panel
members were, Ken Mast, Dick McAlister and Cora Turner.

Jim Rodemeyer presented the proposed list for Operations Manager and asked for
approval. Jim indicated advertisement for the position began June 1 , 1984 and
the deadline was June 29, 1984. The position was advertised in the Waterloo
Courier, Des Moines Register, American Association of Airport Executive Magazine
and posted Citywide. Forty-one (41) applicants applied for the position.
Twenty-four (24) applicants did not meet the minimum requirements, four (4)
withdrew from consideration for the position, thirteen ( 13) invited to
participate in oral examination process, three (3) did not show up for oral
examination process, three (3) failed the oral process and seven (7) names appear
on the list for certification. Panel members were Jack Swinehart, Bud Jamieson,
and Roger Mogle.

Jim Rodemeyer presented the proposed list for Assistant Fire Chief and asked
for approval . The position was posted within the Fire Department for a promotional
examination. Two applicants applied for the position and names appear on the
list for certification. The deadline for the applicants to apply was July 13, 1984.
Panel members were Mort McFadden, Chief Dale Holmes and Jim Rodemeyer.

The City Civil Service Laws adopted October 20, 1983, and approved by the
Waterloo City Council November 14, 1983, under Chapter IV, Section 2 (c) ,
allows the Mayor and department head to recommend the approval of a promotional
eligibility list of less than three (3).
We are recommending the Civil Service Commission certify a list of two (2) for
the Assistant Fire Chief Position.

Operations Supervisor
Oral examinations have not been scheduled at this time, one applicant who
applied for the position and works for the City of Waterloo is hospitalized
with a back condition. Oral interviews will be scheduled in the near future.
Electrical Foreman
This position will be advertised after the Electrical Inspector vacant position
is filled to avoid any confusion over the two positions.

Equipment Operator II
The notice for this position was approved at the July 5, 1984 Civil Service
Meeting. The position became vacant because of a promotion to the Street Foreman's
position. The person who filled the Foreman's position has decided to voluntarily
demote back to the Equipment Operator II position since Personnel has not filled
this position he is allowed to transfer back. At the present time this
classification has no other vacancies.
Jim Rodemeyer presented the job vacancy notice for Grants Specialist for review
and revision of the Civil Service Commission.
It was moved by Juon, seconded by Glenz to reconsider the Grants Specialist
qualifications and requirements approved by the Civil Service Commission,
July 5, 1984.
Discussion followed.
It was moved by Juon, seconded by Glenz to reconsider, receive and update the
testing procedure for Grants Specialist as approved as amended. Motion carried.
Amendment: page 1 , heading Civil Service Open Examination for Grants Specialist,
should read Civil Service Promotional Examination for Grants Specialist.

NEW BUSINESS
Jim Rodemeyer reviewed the job vacancy notice for the Civil Service Open position
Police Recruit-Police Department.
Discussion followed.
Moved by Juon, seconded by Glenz to receive file and accept the qualifications
and testing procedure for Police Recruit as approved as amended. Motion carried.
Amendments: Page 1 , item 2 under the heading minimum requirements and
qualifications, should read vision must be at least and item 7 should read does
not have a current liquor or drug dependency.
Page 2, under the heading Alert examination and the sentence, the
Alert examination will count 50 percent of the overall score.
Page 2, under the heading oral examination should read, the oral
examination will count 50 percent of the overall test score.
Page 2, under the heading Written Examination, should read the

Jim Rodemeyer reviewed the job vacancy notice for the Civil Service Promotional
Examination for Equipment Operator III for the Street Department.

Street Department.

Earl Carner stated Equipment Operator I ' s should be able to apply also because
of equivalent demonstrated experience of some of the operators.

and testing procedure for Equipment Operator III as approved as amended.

Amendment: Page 1 , paragraph 2, under the heading Qualifications and Minimum
Requirements add the statement those certified and promoted to the position of
Equipment Operator III must demonstrate an ability to operate the assigned
equipment delineated above within 30 days of promotion. (See Attachment C. )
Jim Rodemeyer reviewed the job vacancy notice for the Civil Service Open
Examination for Laboratory Technician I-Water Pollution Control Plant.
Moved by Juon, seconded by Glenz to receive,file and accept the qualifications
and testing procedure for Laboratory Technician I as approved as amended.

Amendment: Page 1 , paragraph 2, under the heading, Qualifications and Minimum
Requirements, correct the spelling of the word compute and add the word or
related field. (See Attachment D. )
Other Business
A date was set for a special meeting on August 7, 1984 at 4:00 p.m. to approve
the qualifications and testing procedure for the position of Contract Compliance
Officer.
The next regular scheduled meeting will be held on Tuesday, August 28, 1984 at
4:00 p.m. in the Mayor's Conference Room.
With no further business before the Commission, Kathy Braun, Chairperson,
declared the meeting was adjourned at 5:27 p.m.

NOTICE
CIVIL SERVICE OPEN EXAMINATION FOR POLICE OFFICER
WATERLOO POLICE DEPARMENT
ALL WHO WISH TO APPLY MUST SUBMIT A RESUME TO THE PERSONNEL DEPARTMENT BY
THE DEADLINE DATE.
The Civil Service Commission in accordance with the State Law will conduct
Entrance Examinations for the position of Police Officer. Each applicant
who meets the below stated minimum requirements and qualifications will be
invited to participate in the Civil Service Examination Process outlined
below:
MINIMUM REQUIREMENTS AND QUALIFICATIONS
1. Applicants must have reached the age of 18 years of age by the date of
the application deadline. Verification of birthdate will be required
at a later date.
* 2. Vision must be at least 20/60 in one eye and 20/40 in other eye
uncorrected, correctable to 20/20 in both eyes (or vision must be at
least 20/100 in both eyes, correctable to 20/20 in both eyes).
* 3. Normal color vision as determined by the American Optical Company,
Psuedo Isochromatic Plates Test requiring correct identification of 10
out of 14 plates.
* 4. Have normal hearing in each ear. Hearing is considered normal when
tested by an Audiometer and hearing sensitivity thresholds are within
25 db measured at 1000Hz, 2000Hz and 3000Hz averaged together.
*NOTE: Items 2-4 (eyesight and hearing) will be verified by a licensed
practitioner of the City's choice prior to an applicant being hired.
Any applicant who fails to meet the minimum requirements as outlined
will be immediately disqualified. Consequently, if you are uncertain
about meeting any requirement you should have your hearing and/or
eyesight evaluated prior to participating in the testing process.
5. Is a citizen of the United States and is willing to comply with the
City of Waterloo's Residency Policy concerning emergency response time.
(Must be able to respond within 30 minutes during an emergency. )
6. Be a graduate of an accredited high school or possess an equivalency
certificate (GED). Verification of GED or high school graduation will
be required at a later date.
7. Does not have a current liquor or drug dependency.
8. Is able to read and write the English language.
9. Must have a current valid drivers or chauffeur's license from the state
of residence and be able to obtain an Iowa Driver's License at the time
of employment.
10. Is of good moral character and has not been convicted of a felony or a
crime involving moral turpitude. The City of Waterloo reserves the
right to make this determination through a background investigation
including a fingerprint search.
11. The City of Waterloo reserves the right to require an examination by a
physician of the employer's choice prior to an applicant being hired to
determine if an applicant is free from any physical , emotional or
mental conditions which might adversely affect job performance.
12. Is not by reason of conscience or belief opposed to the use of force
when necessary to fulfill his or her duties.

EXAMINATION PROCESS
WRITTEN EXAMINATIONS
PAF Examination: All qualifying applicants who apply by the deadline will
be required to participate in the Police Attitudinal Factor test developed
by Wollack and Associates in 1979 designed to measure those attitudes which
are determined to be most relevant to one's success as a police officer.
The test measures five categories: 1 . Race Relations
2. Use Of Force
3. Use Of Authority
4. Flexibility
5. Maturity
The examination consists of 125 multiple choice questions to be completed in
a 60 minute time frame. The PAF generates five single category scores as
well as a single overall score. Each category score has a maximum of 25
points. The test will be graded on a pass/fail scoring system. Applicants
must receive an individual raw score of 6 or above on the PAF, Race, Force
and Authority scales to pass. The Flexibility and Maturity tests do not
enter into the pass/fail decision process. Also, total raw scores on these
three scales must equal or exceed 32 to pass. Each applicant will be
contacted immediately upon receipt of their scores. Consequently only the
applicants who pass the PAF test as outlined above shall be allowed to
proceed in the testing process. YOU ARE HEREBY NOTIFIED THAT THE PAF

Alert Examination: Only the applicants who have passed the PAF Examination
will be allowed to participate in the Alert Examination. The Alert
Examination is a Reading and Writing Examination. The test consists of a
one hour, 60 item reading examination and a one hour, 100 item writing skill
examination. Both examinations are multiple choice. The Alert Writing
Skills Examination measures four areas: Clarity, grammar, spelling and
detail. The Alert Reading Skills Examination measures readability analysis.
The Alert Reading and Writing test generate a single combined score. An
applicant must receive 100 out of 160 points to pass the examination. Each
applicant will be contacted immediately upon receipt of their scores.
Consequently, only the applicants who pass the Alert Examination will be
allowed to proceed in the testing process. The Alert Examination will count
50 percent of the overall score.
Physical Agility Examination: Only those applicants who have passed with a
score of 100 or better will be allowed to participate in the Physical
Agility test. The Physical Agility test will be administered by Personnel
from the Waterloo School System and scored by the American Physical
Qualification Testing Corporation. All applicants participating in the
physical agility test will be required to undergo a physical examination at
the applicant's expense prior to the test; verification of physical
examination is required. The test will be graded on a pass fail scoring
system. Each applicant will be contacted immediately upon receipt of their
scores. Consequently, only the applicants who pass the physical agility
test shall be allowed to proceed in the testing process.
Oral Examination: All applicants who pass the physical agility test will be
required to appear before an oral examination panel. The oral examinination
panel shall consist of a minimum of three people who have expertise in the
area being tested and shall include no more than one person from the
department where the job opening exists. An individual must obtain a
minimum average score of 60 points out of 100 to achieve a passing score on
the oral examination. The oral examination will count 50 percent of the
overall test score.

Scoring: Those individuals who succesfully complete the Written Alert
Examination and Oral Examination, as authorized above, will have their final
scores determined by giving equal weight to the score from the Alert Written
Examination and the Oral Examination Score plus any veteran or City Employee
preference points as outlined below that may be awarded.
The top twenty applicants as ranked by their total points as outlined above
will be the individuals certified on the initial and reserve lists,
contingent upon their successful completion of a background investigation
including fingerprints. Appointments to the position of Police Officer will
be made from this certified list for the next two years. However,
employment shall be contingent upon the possession of a good driving record
and the passing of a physical examination. Applicants who qualify as
outlined and are full time permanent employees of the City of Waterloo shall
have one additional point per full year of employment up to a maximum of
five points added to their final score. Honorably discharged men and women
from the military or naval forces of the United States who qualify per
provision of Chapter 70 of Code of Iowa (1983) and who are citizens and
residents of the State of Iowa shall have five additional points added to
their final score upon submission of their DD214.

CIVIL SERVICE OPEN EXAMINATION FOR HUMAN RIGHTS INVESTIGATOR
DESCRIPTION: Professional staff position under the general direction of the
Human Rights Director to perform responsible educational , investigative and
public relations work for Human Rights activities and programs within the
frame work of the City of Waterloo Ordinances on Human Rights; conducts
investigations of formal discrimination complaints; prepares research
reports, letters, memos and legal documents supporting findings from
investigation work; establishes and maintains confidential cross-reference
files; works cooperatively with local groups, organizations and the public
to eliminate discrimination; attends intergroup relations workshops,
seminars and meetings; prepares and presents programs for radio and
television promoting equal opportunity; other duties as assigned.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Knowledge of history, origin and
causes of discrimination, bigotry and intolerance; knowledge of and/or the
ability to learn how to conduct investigations and to exercise considerable
independent judgment in the formulation of corrective action
recommendations; knowledge of and/or the ability to learn civil right law
and its application; knowledge of sociology, law and/or psychology; ability
to establish and maintain liaison with clients, various business, civic and
citizen groups and federal, state and other governmental subdivisions;
ability to speak effectively, express ideas and maintain cordial working
relationships; possession of a valid driver's license; graduate of an
accredited college or university with a degree in Sociology, Psychology,
Social Work or related field and a minimum of at least two years successful
experience in social work, law or related field; or an Associate of Applied
Science Degree in Criminal Justice or related field and a minimum of four
years successful experience as defined above; or a high school graduate with
a minimum of six years successful experience as defined above. The City of
Waterloo reserves the right to require an examination by a physician of the

STREET DEPARTMENT
DESCRIPTION: Position involving responsibilities for performance of
varied duties in the Street Department including but not limited to the
following: safe skilled operation of CMI profiler - rotomill ; barber
green asphalt layout machine; bantam backhoe, bulldozer and semi-tractor
trailer; services and make minor mechanical repairs to equipment; other
duties as assigned by a supervisor.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Must be able to obtain and
maintain a valid Iowa Semi-tractor trailer Chauffer 's License within 30
days of appointment; those certified and promoted to the position of
Equipment Operator III must demonstrate an ability to operate the
assigned equipment delineated above within 30 days of promotion; trailer
knowledge of traffic and safety rules; able to read and write the English
language; must be permanently classified as an Equipment Operator II or
its equivalent and have related construction experience in all types of
weather conditions as well as general construction knowledge; general
knowledge of the geography of the City of Waterloo; must be in excellent
physical condition and be able to work outdoors for extended periods of
time in all types of weather conditions. The City of Waterloo reserves
the right to require an examination by a physician of the employer's
choice prior to an applicant being promoted to this position. In
addition the City of Waterloo reserves the right to conduct a review of
the applicant 's driving record.

waste water and potable water to ensure compliance with Federal , State,
and Local health laws and regulations; ascertains waste characteristics
such as peak load concentration, duration of peak load and load
variations at different times of the day; performs all standard waste
water analyses-B.D.A. , C.O.D. , Solid Determinations, Volatile Acids,
Grit, M.P.N. , Digester Depth Samples, Stream Flow, Sag Point of Receiving
Stream, Nitrates, Nitrites amd PH; analyzes samples during treatment
stages and after full treatment; records test results on prepared forms,
maintains records and submits reports; cleans and sterilizes glassware
and other laboratory equipment; performs chemical analysis and prepares
reports indicating findings in certain food samples; other duties as
assigned by a Supervisor.
Qualifications and Minimum Requirements: Thorough knowledge of chemical
principles, terminology, techniques, equipment and laboratory tests used
to analyze samples in a laboratory; knowledge of the processes and
treatment stages involved in laboratories offering services for water
purification, waste treatment, milk processing, soil , industrial and
asphalt testings and medical laboratory testing; ability to use
laboratory and related testing equipment and to compute and record test
results; ability to establish and maintain effective working
relationships with other employees and supervisory staff; within one year
of appointment must be able to obtain and maintain required state
certification; graduate of a technical school with an Associate of
Applied Science Degree as a Laboratory Technician and a minimum of one
year progressively more responsible experience in a medical laboratory or
a laboratory involved in consulting and testing of environmental
materials; or a high school graduate and a minimum of three years
progressively more responsible experience as defined above and preferably
some college course work in the area of biology, chemistry, bacteriology
or related field. The City of Waterloo reserves the right to require an
examination by a physician of the employer's choice prior to an appliant
being hired to determine if an applicant is free from any physical ,
emotional or mental conditions which might adversely affect job
performance.
Examination: All qualified applicants who apply by the deadline date
will be required to appear before an oral examination panel conisisting
of a minimum of three people who have expertise in the area being tested
and shall include no more than one person from the department where the
job opening exists. An individual must receive a minimum average score
of 60 points out of 100 to achieve a passing score on the oral
examination. The top applicants, as ranked by their score on the oral
examination, will be the individuals placed on the certified lists.
However, employment may be contingent upon passing the physical
examination. Applicants who qualify as outlined and are full
time permanent employees of the City of Waterloo shall have one
additional point per full year of employment up to a maximum of five
points added to their final score. Honorably discharged men and women
from the military or naval forces of the United States who qualify per
provision of Chapter 70 of the Code of Iowa (1983) and who are citizens
and residents of the State of Iowa shall have five additional points
added to their final score upon submission of their DD214.

50703 by 5:00 p.m. on Monday, August 13, 1984.
Testing Date: All qualified candidates who apply by the deadline date
will be notified of the time, place and date of examination.
