Moved by Juon, seconded by Braun that the agenda be approved as
proposed. Motion carried.
Moved by Juon, seconded by Braun that the minutes of May 31 , 1984 be
approved as presented. Motion carried.
Moved by Juon, seconded by Braun to include the updates of
Electrical Inspector, Operations Supervisor, Associate Planner, City
Planner and Operations Manager positions that were presented by Jim
Rodemeyer on June 28, 1984 as part of the July 5, 1984 minutes.
Motion carried. (See attached copy of June 28, 1984 unofficial
minutes.)
Unfinished Business
Cora Turner presented the proposed list for Firefighter and asked for
approval. Advertisement for the position began April 1 , 1984 and the
deadline was April 23, 1984. The position was advertised in the
Waterloo Courier, Citywide and posted with Job Service. A special
recruitment day was also held at the Martin Luther King Center. Four
hundred and two (402) applicants applied for the position and two
hundred and forty-five (245) applicants participated in the written
examination on May 7, 1984. The top thirty-six (36) applicants were
contacted to participate in the physical agility test on May 24,
1984. Thirty-one (31) applicants were invited to participate in the
oral examination process. One (1) person was disqualified because he
did not have a high school diploma or G.E.D. Oral interviews were
held July 11 , 12, 15 and 18, 1984. Oral panel members were Robert
Watson, Supervisor of Fire Protection Service with John Deere, Stan
Stapella and Cora Turner. The prearranged telephone interview with
Tanya Ostlie was held June 12, 1984. The oral examinations went very
well and twenty (20) names appear on the list for certification.

following applicants are eligible and ranked in order based upon the
examination process as set forth by the Civil Service Commission, for
appointment to the position of Firefighter for the City of Waterloo,
Iowa. Appointments to the position of Firefighter for the Waterloo
Fire Department will be made from this list for the next two years
(June 26, 1984 - June 25, 1986).

Cora Turner presented the proposed list for Administrative Secretary
and asked for approval. Cora indicated advertisement for the
position began April 8, 1984 and the deadline was April 27, 1984.
The position was advertised in the Waterloo Courier, posted at
Hawkeye Institute of Technology, University of Northern Iowa
Placement Office, Job Service and Citywide. Thirty-two (32)
applicants applied for the position. The written examination was May
16, 1984 which was purchased from International Personnel Management
Association. The examination was administered by Lyle Alberts from
University of Northern Iowa. Thirty (30) applicants were contacted
to participate in the written examination and only seven (7)
applicants showed up to participate in the process. Oral interviews
were held June 7, 1984. Oral panel members were Russ Lowe, Estelle
Witt of Manpower Temporary Services and Cora Turner. Seven (7) names
appear on the list for certification.

Cora Turner presented the proposed list for Building Official and
asked for approval. Cora indicated advertisement for the position
began May 6, 1984 and ended May 25, 1984. The position was
advertised in the Waterloo Courier, Des Moines Register and Citywide.
Eighteen (18) applicants applied for the position. Four (4)
applicants did not meet the minimum requirements and fourteen (14)
applicants were invited to participate in the oral examination
process. Five (5) of the fourteen (14) did not show up for the oral
examination process, three (3) failed the oral process and six (6)
names appear on the list for certification. Panel members were John
Mclntee, Ralph Anderson and Roger Mogle.

Technician II and asked for approval. Cora indicated advertisement
for the position began June 18, 1984 and ended June 22, 1984. The
position was advertised as a promotional examination and only one (1 )
applicant applied for the position. Panel members were John Halbach,
Leonard Zmolek and Cora Turner.

The City Civil Service laws adopted October 20, 1983, and approved by
the Waterloo City Council November 14, 1983, under Chapter IV,
Section 2 (c), allows the Mayor and department head to recommend the
approval of a promotional eligibility list of less than three (3).
We are recommending the Civil Service Commission certify a list of
one (1) for the Laboratory Technician II position.

Cora Turner reviewed the job vacancy notice for the Civil Service
Promotional Examination for Assistant Fire Chief.
Moved by Juon, seconded by Braun to receive, file and accept the
qualifications and testing procedure for Assistant Fire Chief for the
Fire Department as approved. Motion carried. (See Attachment A) .
Cora Turner reviewed the job vacancy notice for the Civil Service
Promotional Examination for Equipment Operator II for the Street
Department.
Moved by Juon, seconded by Braun to receive, file and accept the
qualifications and testing procedure for Equipment Operator II as
approved. Motion carried. (See Attachment B.)
Cora Turner reviewed the job vacancy notice for the Civil Service
Open Examination for Foreman - Electrical Department.
Al Gardner stated this is a needed position because of his upcoming
retirement.
Dave Juon suggested the City use the title Supervisor instead of
Foreman in the future.
Moved by Juon, seconded by Braun to receive, file and accept the
qualifications and testing procedure for Foreman as approved as
amended. Motion carried.

should read supervisory position as a working foreman under. . . (See
Attachment C.)
Cora Turner reviewed the job vacancy notice for the Civil Service
Open Position for Grants Specialist - Community Development
Department.
Moved by Juon, seconded by Braun to receive, file, and accept the
qualifications and testing procedure for Grants Specialist as
approved as amended. Motion carried.
Amendment: page 1 , paragraph 2, under the heading, Qualifications
and Minimum Requirements, should read or an Associate of Arts Degree
or equivalent. . . (See Attachment D).
Other Business
Cora Turner made the Commission aware that in the near future work
will begin on the Police Officer Recruitment Examination.
Cora Turner presented a question to the Commission concerning who
should attend oral examination of applicants. The Commission stated
only those who serve on the examination panel and the appointing
authority. The appointing authority does not rate the applicant
only observes.
The next meeting will be held on Tuesday, July 24, 1984, at 4:00 p.m.
in the Mayor's Conference Room.
With no further business before the Commission, Kathy Braun,
Chairperson, declared the meeting was adjourned at 4:40 p.m.

CIVIL SERVICE PROMOTIONAL EXAMINATION FOR ASSISTANT FIRE CHIEF
Description: A professional and technical position under the general
direction of the Fire Chief requiring a thorough knowledge of fire
prevention techniques and firefighting activities of the Waterloo
Municipal Fire Department. Position involves being responsible for the
coordination and implementation of all firefighting activities,
supervision of fire fighting personnel and proper maintenance o' the fire
stations; performs as operations officer to ensure all directiols, plans
and activities are enforced as directed by the Fire Chief; as 1-s the
duties of the Fire Chief in his absence; responds to extra fire alarms
and other emergencies in the City or surrounding cities as directed by
the Chief; assists the Division Chief upon the arrival at a fir: and
directs all firefighting and life saving operations; determines and
directs proper deployment of companies at the scene of a fire; 'onducts
periodic visits to each fire station to perform inspection of f re
personnel, equipment, apparatus, fire station and records of the fire
department; ensures that the training of firefighting personnel is
enhanced to become familiar with fire hydrants, sprinkler syste is,
standpipe connections and physical layout of buildings in the C ty to
perform effectively in time of a fire; assists in determining t e cause
and origin of a fire; other duties as assigned.
Qualifications and Minimum Requirements: Knowledge of the principles and
practices of firefighting including the knowledge of hydraulics as
related to firefighting; knowledge of the operations and mainte ance of
the types of apparatus and equipment used by the department and to
supervise the effective use of such equipment and apparatus; kn. ledge of
fire training practices and techniques, first aid, fire prevention
methods and municipal and state ordinances related to fire prev:ntion;
thorough knowledge of the rules and regulations of the fire dep.LLment;
general knowledge of the geography of Waterloo and the location of
streets, principle buildings and fire hydrants; ability to read. quickly
and calmly in emergencies and to direct the work of firefighting
personnel in emergency situations; ability to establish and mai tain
relationships with officials, the general public and to supervi-e the
work of others as it relates to firefighting; a high school gra. .te and
serving in the rank of Division Chief supplemented by approved .raining
in fire department administration, operation, inspection and pr- ention.

NOTICE
CIVIL SERVICE PROMOTIONAL EXAMINATION FOR EQUIPMENT OPERATOR II
STREET DEPARTMENT
DESCRIPTION: Position involving responsibilities for performance of
varied duties in the Street Department including but not limited to the
following: safe skilled operation of cement mixers, mechanical sweepers,
motor patrols, endloaders, graders, and rollers; services and make minor
mechanical repairs to equipment; other duties as assigned by a
supervisor.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Possession of a valid Iowa
Chauffer's License and evidence of an excellent driving record; knowledge
of traffic and safety rules; able to read and write the English language;
must be permanently classified as an Equipment Operator I or its
equivalent and have related construction experience in all types of
weather conditions as well as general construction knowledge; general
knowledge of the geography of the City of Waterloo; must be in excellent
physical condition and be able to work outdoors for extended periods of
time in all types of weather conditions. The City of Waterloo reserves
the right to require an examination by a physician of the employer's
choice prior to an applicant being promoted to this position.
EQUIPMENT DEMONSTRATION EXAMINATION: All qualified applicants who apply
by the deadline will be required to participate in an equipment
demonstration examination to measure machine skill knowledge and general
job knowledge. The equipment demonstration score shall be worth 50
percent of the total score.
ORAL EXAMINATIONS: All applicants who compete in the equipment
demonstration examination will be required to appear before an oral
examination panel. The oral examination panel shall consist of a minimum
of three people who have expertise in the area being tested and shall
include no more than one person frcxn the department where the job opening
exists. An individual must obtain an minimum averaged score of 60 points
out of 100 to achieve a passing score on the oral examination. The oral
examination will count 50 percent of total test score.
SCORING: Those individuals who successfully complete the equipment
demonstration and oral examination, as outlined above, will have their
final scores determined by giving equal weight to the equipment
demonstration and oral scores. The top applicants as ranked by their
score will be the individuals placed on the certified lists.

p.m. on Monday, July 16, 1984.

ELECTRICAL DEPARTMENT
DESCRIPTION: A skilled and technical supervisory position as a working
foreman under the general direction of the Traffic Engineer/City Electrician
responsible for assisting in the planning, assigning, inspecting and
participating in the work of skilled electricians in the Electrical
Department including but not limited to the following: supervise electrical
personnel in the proper, methods of electrical maintenance and repair to
ensure conformance with electrical standards and practices; administer test
operations of new equipment in workshops prior to installation of equipment
in the field; ensure the proper methods for rewiring and rebuilding controls
are used; keep daily log sheets and equipment wage records of work
performed; assist City Electrician in performing certain administrative
duties including inventory accountability, record keeping, personnel
evaluation and review of projects; other duties as assigned.
QUALIFICATIONS AND MINIMUM REQUIREMENT'S: Thorough knowledge of the methods
and practices involved in constructing, installing and maintaining
electrical equipment; knowledge of possible defects and faults in electrical
wiring; knowledge of electrical standard testing devices and effective
corrective measures; must be able to obtain and maintain a valid Iowa
Chauffeur's License; knowledgeable of the 1984 National Electrician Code;
ability to work from plans, blueprints and schematics; sufficient agility to
work at various heights and able to perform manual work; knowledge of
electronic field; ability to supervise and coordinate the work of skilled
employees under a collective bargaining agreement; prefer past experience in
the skilled operation of a bucket truck, backhoe and trencher equipment;
graduation from high school or completion of G.E.D. and possession of a
journeyman'electrician license and/or the City of Waterloo electrician
license and three years progressively more responsible experience including
supervisory experience as an electrical inspector, journeyman electrician or
in the installation of electrical equipment. The City of Waterloo reserves
the right to require an examination by a physician of the employer's choice
prior to an applicant being hired to determine if an applicant is free from
any physical, emotional or mental conditions which might adversely affect
job performance. In addition the City of Waterloo reserves the right to
conduct a review of present and past employers and references and a thorough
examination of the applicant's driving records.

be required to appear before an oral examination panel consisting of a
minimum of three people who have expertise in the area being tested and
shall include no more than one person from the department where the job
opening exists. An individual must receive a minimum average score of 60

DESCRIPTION: Professional staff position under the general direction of the
Community Development Adminstrator responsible for a wide range of assignments
relating to the development, application and implementation of various federal
and state grants; advises the Adminstrator on financial implications of major
improvement programs and reporting systems and activities; prepares grant
applications for financial and technical assistance from various federal and
state agencies; provides administative and technical support to the Administrator
in establishing programs and objectives, developing procedures and the
supervision of grant budgets and report preparation and administration; assists
in the establishment and maintaining of liaison with federal, state and other
governmental subdivisions, as well as with various business, civic and citizen
groups; assists in the coordinating of planning, acquisition, the relocation,
demolition, site clearance, site improvements and the disposition of land;
coordinates and reviews findings and reports of technical and personnel and
consulting firms; promotes citywide support for redevelopment and other
community improvement programs; may supervise other professional technical and
clerical personnel in the Community Development Department; other related
duties as assigned.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Thorough knowledge of federal, state
and municipal regulations and procedures governing redevelopment and community
improvement programs; considerable knowledge of the principles and practices of
public administration, community development, budgeting, office management and
accounting; considerable knowledge of real estate appraising, acquisition and
disposition methods and procedures, and building, housing and related codes;
thorough knowledge of a variety of federal and state programs, as well as
preparation of applications for assistance from the various agencies; knowledge
of economics and sociology as it pertains to redevelopment programs and its many
phases; knowledge of Urban Renewal and Section 312 Programs and municipal loans;
ability to organize data in order to prepare grant applications; ability to present
facts and recommendations clearly and concisely, both orally and in writing; ability
to write, speak and to conduct effective public relations; graduate of an accredited
college or university with a degree in Economics, Business Administration,
Public Administration or related field and a minimum of 4 years progressively
more responsible experience in community development, business administration
and redevelopment, planning or related field; or an Associate of Arts Degree or
equivalent in the above stated areas and a minimum of 6 years experience as defined
above. The City of Waterloo reserves the right to require an examination by a
physician of the employer's choice prior to an applicant being hired to determine if
an applicant is free from any physical, emotional or mental conditions which might
adversly affect job performance.
