Mayor's Conference Room
Members present: Braun, Juon, Furgerson. Other present: Jim
Rodemeyer, Roger Mogle, Don Thorson, Karlton Dyke, Cora Turner, Linda
Allen, Charles Hosier, Tanya Ostlie, Donna Lesyshen, Larry Dolan, Joe
Beamblossem and Dave Tyler.
The agenda was amended to add under the heading of New Business item
(2) recommendation of removal of James Strother and Joseph McDonough
fran the Police Recruit Certified List.
Moved by Juon, seconded by Braun that the minutes of April 26, 1984
be approved as presented. Motion carried.
Unfinished Business
Jim Rodemeyer presented the proposed list for Foreman - Street
Department and asked for approval. The position was a promotional
examination and four (4) applicants applied and participated in the
oral examination process which was held Friday, May 18, 1984. The
oral panel members were Hank Brown of Cedar Fall Construction
Company, Eugene Mackey of Iowa Department of Transportation and Cora
Turner. One (1) person failed the oral examination and three (3)
names appear on the list for certification.

We, the members of the Civil Service Commission, certify the
following applicants are eligible and ranked in order based upon the
examination process as set forth by the Civil Service Commission, for
appointment to the position of Foreman - Street Department for the
City of Waterloo, Iowa. Appointments to the position of Foreman
shall be made from this list for the next two years (May 31 , 1984 -
May 30, 1986).

Jim Rodemeyer presented the proposed list for Operator II - Water
Pollution Control and asked for approval. Jim indicated
advertisement for the position began April 1 , 1984 and the deadline
was April 27, 1984. The position was advertised in the Waterloo
Courier, Des Moines Register, Kirkwood College who offer a Wastewater
Treatment Program, Citywide and with Job Service. Eighteen (18)
applicants applied for the position, six (6) applicants did not
possess the Grade I License as specified in the Civil Service Notice.
One (1) applicant did not show up for the oral examination and eleven
(11) names appear on the list for certification. The oral panel
members were Ken Chudzenski, Superintendent of Wastewater Plant,
Independence, Iowa, Leonard Zmolek, Assistant Superintendent of Water
Pollution Plant and Cora Turner.

We, the members of the Civil Service Commission, certify the
following list of applicants who are eligible and ranked in order
based upon the examination process as set forth by the Civil Service
Commission for appointment to the position of Operator II - Water
Pollution Control Plant for the City of Waterloo, Iowa. Appointments
to the position of Operator II shall be made from this list for the
next two years (May 30, 1984 - May 29, 1986).

RESERVE LIST
Betty Ziengenhorn
Jim Rodemeyer presented the proposed list for Data Systems Manager
and asked for approval. Jim indicated thirty (30) applicants applied
for the position and seventeen (17) were notified they did not meet
the minimum qualifications and requirements as outlined in the job
notice. Thirteen (13) applicants were contacted to participate in
the oral examination process, eight (8) did not participate for
various reasons and five (5) names appear on the list for
certification. Oral panel members were Don Kehoe, Captain of the
Waterloo Police DeparLuient, Roger Norris of John Deere Component
Works and Cora Turner.

Update on Testing Procedures for:
Firefighter
Jim Rodemeyer indicated four hundred and two (402) applicants applied
for the position and two hundred and forty-five (245) applicants
participated in the written examination on May 7, 1984. The top
thirty-six (36) applicants were contacted to participate in the
physical agility test on May 24, 1984. Thirty-one (31) applicants
will be invited to participate in the oral examination process. One
(1) person was disqualified because he did not have a high school
diploma or G.E.D. The results were received from the physical
agility test and all the applicants who participated passed.
One person was there and requested to speak to the Commission because
of her unavailability to participate in the oral examination process
to be held the week of June 11-15, 1984.

It was the recommendation of the Personnel Department that because
Tanya Ostlie will not be available for the oral examination process
that she be disqualified for consideration to fill the vacant
position of firefighter. The reason for the recommendation was
because of consistency with the established policy if you are not
available at the time of your scheduled interview you disqualify
yourself. Also the panel members will not be available before Tanya
departs and the certification of the list needs to occur before Tanya
returns to Iowa.
Tanya requested the Cauunission allow her to continue in the process
because her military duties (National Guard Orders) can not be
delayed. She will depart June 4, 1984 and will not return until June
20, 1984.
Discussion followed.
It was moved by Juon and seconded by Braun that Personnel and Tanya
Ostlie make the necessary arrangements to allow Tanya to participate
in the Firefighter oral examination process. There were two options
that were recommended.
(A) Tanya and/or Personnel will contact her officer to see if
her departure trip could be delayed. If so, she should
be interviewed prior to her departure. In the event option
A does not work then proceed to option B.
(B) A prearranged telephonic interview be conducted by the
three panel members and Tanya. Tanya was instructed
to contact Personnel with a phone number where she can be
reached.
Administrative Secretary
Thirty-five (35) applicants applied for the Administrative Secretary
position in the Community Development Department. Three (3)
applicants were not qualified for the position, two (2) applicants
withdrew from consideration and thirty (30) applicants were contacted
to participate in the written examination. Only seven (7) applicants
showed up to participate in the process. The examination was
administered by Lyle Alberts from University of Northern Iowa. Oral
examinations will be held June 7, 1984.
Electrical Inspector
Jim Rodemeyer indicated advertisement for the position began April
22, 1984 and the deadline was May 18, 1984. The position was
advertised in the Waterloo Courier, Des Moines Register, Citywide,
posted with the Electrical Unions and Job Service. Eighteen (18)
applicants applied for the position, two (2) were notified they did
not meet the minimum requirements as stated in the Civil Service
Notice and sixteen (16) applicants will be invited to participate in
the written examination scheduled for June 20, 1984. The examination
was purchased from Corporate Personnel Services, Sacramento,
California. Lyle Alberts from the University of Northern Iowa will
administer the examination.
Operations Supervisor
Jim Rodemeyer indicated advertisement for the position began April
22, 1984 and the deadline is June 1 , 1984. The position was
advertised in the Waterloo Courier, Des Moines Register; posted with
Kirkwood Community College and Citywide. Only three (3) applicants
have applied to date. Because of the expertise and license
requirement of this position not many applicants are anticipated.
Building Official
Jim Rodemeyer indicated advertisement for the position began May 6,
1984 and ended May 25, 1984. The position was advertised in the
Waterloo Courier, Des Moines Register and Citywide. Twenty (20)
applicants applied for the position. Four (4) applicants were
notified they did not meet the minimum requirements as stated in the
Civil Service Notice. Sixteen (16) applicants will be contacted to
participate in the oral examination process.

New Business
Charles Hosier's name appears on the certified list for the position
of Civilian Dispatcher. Charles participated in a physical
examination prior to being offered a position with the City and
Charles was found to be colorblind. Charles is not red/green
colorblind which are the colors used on the panels in the Police
Department but has problems with pastel colors.
After reviewing the situation with the City Attorney Office, it was
decided to bring the matter to the Coiinnission for a decision.
Charles Hosier and Joe Beamblossem, Chief of Police for Plainfield,
Iowa, spoke to the Commission on Charles' behalf.
The decision needed to be made was whether to leave Mr. Hosier on the
certified list although he did not meet the qualifications that were
outlined on the Civil Service Notice.
Discussion followed.
The City Attorney Office stated the colorblindness as outlined in the
notice should state red/green colorblindness not overall
colorblindness and this point has been determined by Mr. Hosiers'
case.
Moved by Juon and seconded by Braun that the qualifications in the
notice for Civilian Dispatcher be amended and the recommendation for
removal of Charles Hosier's name from the list be denied. Motion
carried.
Kathy Braun wanted the Civil Service Notice Changed prior to any
future advertisements. The 14 out of 18 plates should be changed to
state what is needed to determine red/green colorblindness.
Personnel is recommending to the Commission that James Strother and
Joseph T. McDonoughs' names be removed from the certified list for
Police Officer. Mr. Strother was contacted and he stated he has
accepted a position with the City of Cedar Rapids Police Department
and is no longer seeking employment. Mr. McDonough was contacted
also and he voluntarily requested his name be removed because he
chose to remain in school full time. Both persons were made aware of
these recommendations in writing.
It was moved by Juon, seconded by Braun that the recommendation of
the removal of the two names from the Police Certified List be
accepted. Motion carried.
Jim Rodemeyer reviewed the job vacancy notice for the Civil Service
Open Examination for Associate Planner.
Moved by Juon, seconded by Braun to receive, file and accept the
qualifications and testing procedure for Associate Planner - Planning
and Program Department as approved. Motion carried. (See Attachment
A).

Jim Rodemeyer reviewed the job vacancy notice for the Civil Service
Open Examination for Airport Operations Manager.
Moved by Juon, seconded by Braun to receive, file and accept the
qualifications and testing procedure for Airport Operations Manager -
Airport Commission as approved. Motion carried. (See Attachment C).
Jim Rodemeyer reviewed the job vacancy notice for the Civil Service
Promotional Examination for Laboratory Technician II.
Moved by Juon, seconded by Braun to receive, file and accept the
qualifications and testing procedures for Laboratory Technician II -
Water Pollution Control Plant as approved. Motion carried. (See
Attachment D) .
Other Business
It was suggested the Civil Service meeting be changed from the fourth
Thursday of every month to the fourth Tuesday of every month.
The next scheduled Civil Service meeting will be Tuesday, June 26,
1984, at 4:00 p.m. in the Mayor's Conference Room.
With no further business before the Commission, Kathy Braun declared
the meeting adjourned at 5:17 p.m.

CIVIL SERVICE OPEN EXAMINATION FOR ASSOCIATE PLANNER
DESCRIYIION: Professional staff position under the general direction of the
City Planner which is responsible for a wide range of assignments relating
to zoning, subdivision of land and the physical development of the city
including performance budgeting, capital improvements programming and
various sections of master plan effectuation; reviews subdivision plans for
conformity with principles of good planning and land use practices in
_ adjacent developments and for compliance with zoning regulations; conducts
field surveys to determine land use; develops zoning and planning studies;
locates, selects and compiles basic data and prepares planning reports;
prepares necessary maps, line drawing charts, designs and layouts for city
projects; advises members of public who are seeking information concerning
the Planning, and Development Department; researches, writes and submits
reports dealing with major planning and/or zoning issues; assists in making
speeches and giving presentations on community planning projects; other
duties as assigned.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Knowledgeable of the principles
and practices of planning including basic techniques of statistics,
economics and sociology; ability to do technical research work and to give
reliable advice of planning problems; ability to organize data in good
report form; ability to present facts and recommendations clearly and
concisely both orally and in writing and to establish and maintain effective
working relationships with other employees, officials and the general
public; ability to use independent judgment for projects with the Planning
and Development office; graduate of an accredited college or university with
a degree in Urban Planning, Geography or related field and a minimum of one
year experience in landscape architecture, architectural engineering,
sociology, public administration, and economics or related field. The City
of Waterloo reserves the right to require an examination by a physician of
the employer's choice prior to an applicant being hired to determine if an
applicant is free from any physical, emotional or mental conditions which
might adversely affect job performance.

DESCRIPTION: A professional and administrative position under the general
direction of the Planning and Development Director requiring a thorough
knowledge of management development and implementation of policies, programs
and practices for the City in the area of physical, social and economic
planning projects. Ability to establish and maintain relationships with
civic and public interest groups and federal, state and other goveilnuental
subdivisions; responsible for the analysis and interpretation of operating
administrative and financial reports for planning, zoning and property
administration; prepares and implements planning concepts and policies;
develops comprehensive plans for transportation, land use, community
facilities and capital improvements programs; administers the development of
the capital improvements programs, performance budgeting and related
activities; attends planning conferences and various meetings relating to
local goveilnuent and planning; plans, organizes and directs activities of
professional, technical, administrative and clerical personnel for the
Planning department; other duties as assigned.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Thorough knowledge of the
social and economic implications of planning; knowledge of the land use
concept, population density and annexation problems; ability to administer
the preparation of master plans and drafts enabling legislation; working
knowledge of economics and sociology as it pertains to planning; knowledge
of various state and federal programs relating to local goveriiient and
planning; ability to supervise the work of others as it relates to planning
and development and to maintain effective working relationships with other
employees, supervisory staff and other agencies; graduate of an accredited
college or university with Master's Degree in Regional or Urban Planning,
Management, Public Administration or related field and a minimum of two
years progressively more responsible experience in planning, sociology,
public administration or related field; or a graduate of an accredited
college or university with a Bachelor of Arts Degree in the above stated
areas and a minimum of four years progressively more responsible experience
as defined above. The City of Waterloo reserves the right to require an

WATERLOO MUNICIPAL AIRPORT
DESCRIPTION: Management staff position under the general direction of the
Airport Director responsible for the supervision of operations and
maintenance of the Waterloo Municipal Airport. Possess the ability to
exercise considerable judgment in directing the accomplishment of assigned
responsibilities with general policies being determined by the Airport
Commission and the Director of Aviation. Plans, supervises and inspects
overall operations and maintenance of the airport and buildings; enforces
Federal, State and Airport Commission rules and regulations governing
airport use; ability to establish and maintain effective communication with
air carrier personnel, fixed base operators and Federal agencies in
reference to airport operations and maintenance; makes recommendations to
the Director of Aviation with regard to operation, maintenance and airport
improvement programs; responsible for airport safety precautions including
ice and snow removal, proper operation of runway lights, street lights and

ability to make decisions in accordance with airport laws, ordinances and
established regulations; an ability to effectively supervise the work of

relationships with other employees, supervisory staff and agencies; ability

airport records; graduation from high school and a minimum of at least 5
years experience in a municipal airport operations, business and

LABORATORY TECHNICIAN II
WATER POLLUTION CONTROL PLANT
Description: Position involving the performance of varied duties in the
Water Pollution Control Plant Laboratory including but not limited to the
following: administer and coordinate the implementation of the industrial
pretreatment wastewater ordinance which includes the collection and
analysis of potable water, wastewater and industrial waste; review,
participate in, and coordinate the laboratory work of Laboratory
Technician I's and maintain a quality control program for all laboratory
work to ensure compliance with Federal, State and local health laws and
regulations. Assist in the performance of all standard wastewater
analysis - B.O.A., C.O.D. , solid determinations, volatile acids, grit,
M.P.M. , digester depth samples, streamflow, sag point of receiving
stream, nitrates, nitrites and P.H. ; prepares reports indicating findings
on analysis of samples; trains Laboratory Technician I's; other duties as
assigned by a supervisor.
Qualifications and Minimum Requirements: Thorough knowledge of dzemical
principles, terminology, techniques, equipment and laboratory tests
pertaining to analysis of milk, wastewater and other samples;
comprehensive knowledge of the processes and treatment stages involved in
water purification and waste treatment or in milk processing; ability to
use laboratory and related equipment and to compute and record test
results. Ability to plan and inspect the work of Laboratory Technicians
I personnel; ability to develop and maintain effective working
relationships; minimum of 3 years experience in analysis of
laboratory work for wastewater or milk samples; prefer some college
course work in the area of biology, chemistry, bacteriology or related
field. The City of Waterloo reserves the right to require an examination
by a physician of the employer's choice prior to an applicant being
hired to determine if an applicant is free from any physical, emotional
or mental conditions which might adversely affect job performance.
