Moved by Eibey, seconded by Braun that the minutes of November 17,
1983, meeting be amended to read in paragraph eight, (moved by Braun,
seconded by Eibey) and approved as amended. Motion carried.
Jim Rodemeyer presented the proposed list for Clerk II and asked for
approval.
Moved by Braun, seconded by Eibey that we the members of the Civil
Service Commission certify the following applicants, who are eligible
and ranked in order based upon the examination process as set forth
by the Civil Service Commission, for appointment to the position of
Clerk III for the City of Waterloo, Iowa. Appointments to the
position of Clerk III shall be made from this list for the next two
years (December 15, 1983-Decemer 14, 1985).

Jim Rodemeyer presented the proposed list for Operator Trainee at the
Water Pollution Control Plant and asked for approval.
Moved by Braun, seconded by Eibey that we the members of the Civil
Service Commission certify the following applicants, who are eligible
and ranked in order based upon the examination process as set forth
by the Civil Service Commission, for appointment to the position of
Operator Trainee at the Water Pollution Control Plant for the City of
Waterloo, Iowa. Appointments to the position of Operator Trainee
shall be made from this list for the next two years (December 15,
1983-December 14, 1985).

Sgt. Dyke of the Waterloo Police Department asked the Commission to
consider the removal of Diane Vajarts name from the Certified List of
Police and Fire Civilian Dispatcher.
Dyke continued that based on an investigation of past work records
and verbal contact with former employers, it is the recommendation of
the Police Department that this person could not perform in the
dispatcher position.
Braun asked if Diane Vaj art had been contacted or had requested an
appeal to this proposed action.
Dyke stated that she had been contacted and informed of the proposal
before the Commission. She was not present at this meeting.
Moved by Braun, seconded by Eibey to remove Dianne Voj art's name from
the Police and Fire Civilian Dispatcher Certification List. Motion
carried.
Jim Rodemeyer reviewed the notice for the Civil Service promotional
examination for Equipment Operator I in the Street Department.

Moved by Braun, seconded by Eibey to receive and file the notice for
Equipment Operator I in the Street Department and approve as amended.

examination for Operator II at the Water Pollution Control Plant.

NOTICE
CIVIL SERVICE OPEN EXAMINATION FOR CIVILIAN DISPATCHER
DESCRIPTION: Position involves responsibility for performance of varied duties in the Police
andand o Departments including but not limited to the following: Operation of telephone systems:
operation of communications equipment; operation of computer terminals and typing various reports
and forms; dispatching police and/or fire personnel to possible emergency situations; taking
complaints and infor ation by telephone and radio; other duties as assigned by a supervisor
QUALIFICATIONS AND M N1411 REQUIREMENTS: Graduation from high school or completion of G.E.D.,
mom
verification of G.E.D. or high school graduation will be required; ability to type at least 35 woes
per minute with no errors; verification of typing speed will be required; ability to think and act
promptly in emergencies and to handle telephone contacts under stressful situations; ability to
speak clearly and distinctly at all times and to write legibly; must have reached the age of 18 by
the resume deadline; normal hearing in each ear, hearing is considered normal when tested by an
audiometer and hearing sensitivity thresholds are within 25db measured at 1000Hz, 2000Hz and 3000Hz
averaged together; normal vision in both eyes as determined by an American Optical Company, Psuedo
Isochrcmatic Plates Test requiring correct identification of 14 out of 18 plates; willing to comply
with the City of Waterloo Residency Policy concerning emergency response time (must be able to
respond within 30 minutes during an emergency); is of good moral character and has not been convicted
of a felony or a crime involving moral turpitude. The City of Waterloo reserves the right to make
this determination through a fingerprint search and a review of employers and references. In addition
the City of Waterloo reserves the right to require an examination by a physician of the employer's
choice prior to an applicant being hired to determine if an applicant is free from any physical ,
emotional or mental conditions which might adversly affect lob performance.
WRTTITh EXMIIIIATION: All qualified applicants who apply by the deadline date will be required to
participate in a written examination administered by an outside consultant. The written examination
will be an 82 minute timed examination consisting of 100 questions designed to assess reasoning
ability and general intelligence. The examination is not intended to test prior knowledge of dispatch
work. The top 30 individuals as ranked by their scores on the written examination shall be allowed
to proceed in the testing process. The written score will be worth 50 percent of the total score.
ORAL EXAMINATION: The top 30 applicants as ranked by their written score will be required to appear
before an oral examination panel. The oral examination panel will consist of one individual from the
Waterloo Fire Department, an individual from the Waterloo Police Department and one individual from
the Personnel Department. A portion of the oral examination will be used on the anplicant's
written response to a series of pre=recorded simulated phone contacts. An applicant must obtain a
minimum (averaged) score of 60 points out of 100 to achieve a passing score on the oral examination.
The oral examination will count 50 percent of the total score. In addition, the top 30 applicants
shall bring to their oral examination a test score or other documents issued within the last year,
verifying their ability to type at least 35 words per minute with no errors and verification of
high school graduation or G.E.D. completion.
SCORING: Those individuals who successfully complete the written and oral examination, as outlined
above,will have their final scores determined by giving equal weight to the written and oral scores.
The top twenty applicants as ranked by their total points, as outlined, shall be the individuals
certified on the initial and reserve lists. However, employment will be contingent upon passing of
the background investigation and the physical examination. Applicants who qualify as outlined and
are full time permanent employees of the City of Waterloo shall have one additional point per full
year of employment, up to a maximum of five points, added to their final score. Honorably discharged
men and women from the military or naval forces of the United States who qualify per provision of
Chapter 70 of the Code of Iowa (1983) and who are citizens and residents of the State of Iowa shall
have five additional points added to their final score upon submission of their DD214.
DEADLINE DATE: All qualified candidates mast submit a resume to the City of Waterloo Personnel
Department, 715 Mulberry Street, Waterloo, Iowa 50703 by 5:00 p.m. on Monday. January 16, 1984.
TESTING DATE AND LOCATION: All qualified candidates who apply by the deadline date are hereby
notified that the written examination will be held at 7:00 p.m. on Wednesday Evening, January 25, 1984
in the Sehoitz Room located on the 1st floor, west wing of the Waterloo Recreation Center, located
at 225 Cedar Street.

CIVIL SERVICE OPEN EXAMINATION FOR EQUIPMENT OPERATOR I - STREET DEPARTMENT
DESCRIPTION: Position involving responsibilities for performance of varied duties
in the Street Department including but not limited to the following: Safe operation
of dump trucks, tractors, snowplows, street rollers, paving saws and other related
construction equipment; assists in loading and unloading material and equipment;
works as a semi -skilled construction laborer operating air hammers, chain saws
and related equipment; services equipment and makes minor mechanical repairs;
other duties as assigned by a supervisor.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Possession of a valid Iowa Chauffeur's
License and evidence of an excellent driving record; knowledge of traffic and safety
rules; able to read and write the English language; at least 1 year's
experience in the skilled operation of dump trucks and other related construction
equipment in all types of weather conditions as well as general construction
knowledge and experience; general knowledge of the geography of the City of Waterloo;
must be in excellent physical condition and be able to work outdoors for extended
periods of time in all types of weather conditions. The City of Waterloo reserves
the right to require an examination by a physician of the employer's choice prior
to an applicant being hired to determine if an applicant is free from any physical,
emotional or mental condition which might adversely affect job performance. In
addition the City of Waterloo reserves the right to conduct a review of present
and past employers and references and a thorough examination of the applicant's
driving record.
WRITTEN EXAMINATION: All qualified applicants who apply by the deadline date will
be required to participate in a written examination designed to measure aptitude
and general job knowledge. The top 25 candidates as ranked by their scores on these
written examination shall be allowed to proceed in the testing process. The
written score shall be worth 50 percent of the total score.
ORAL EXAMINATION: The top 25 applicants as ranked by their written score will be
required to appear before an oral examination panel. The oral examination panel
shall consist of a minimum of three people who have expertise in the areas being
tested and shall include no more than one person from the department where the job
opening exists. An individual must obtain a minimum averaged score of 60 points
out of 100 to achieve a passing score on the oral examination. The oral examination
will count 50 percent of the test score.

NOTICE
CIVIL SERVICE PROMOTIONAL EXAMINATION FOR OPERATOR II-WPCP
DESCRIPTION: Position involving the performance of varied duties in the Water
Pollution Control Plant, including but not limited to the following; responsible
for overall operation and maintenance of the Sewage Treatment Plant on an assigned
shift; makes regular inspections of the plant and equipment to ascertain proper
operation; collects water samples for routine lab tests; reads meters, guages
and dials and keeps logs on readings; trains and inspects the work of Plant
1 Operator I; cleans grits rakes, bar screens and other devices of obstructions
start and stops and makes minor repairs to pumps, motors and equipment; assists
plant maintenance mechanics in preventive maintenance and repair of mechanical
equipment; other duties as assigned by a supervisor.
QUALIFICATIONS AND MINIMUM REQUIREMENTS: Must possess a valid Iowa Chauffeur's
License and evidence of a good driving record; knowledge of traffic and safety
rules; must have attained Red Cross First Aid Certification; must be a City of
Waterloo employee, be a high school graduate or possess a G.E.D. and have a minimum
of three years work experience in a Sewage Treatment Plant. The high school diploma
and/or work experience may be waived based on the equivalency list as established
by the Iowa Water, Air and Waste Management Commission in accordance with State
Certification standards (see attached equivalency list) ; must be able to obtain
and maintain Grade II State Certification within six (6) months of placement on the
Certified Civil Service List; must be in good physical condition and be able to work
outdoors for extended periods of time in all types of weather conditions. The
City of Waterloo reserves the right to require an examination by a physician of
the employer's choice prior to an employee being promoted to determine if the
individual is free from any physical, emotional or mental condition which might
adversely affect job performance. In addition the City of Waterloo reserves the
right to conduct a review of employee's driving record.
EXAMINATION AND SCORING: All qualified employees who meet the minimum requirements,
as outlined above, will be ranked on the Certified Promotional List based on the
following:
Points based on work experience and/or State Certification
(a) An employee who meets the minimum requirements , as outlined above,
but has not obtained a Grade I License as certified by the State
shall be awarded 50 points.
(b. ) An employee who meets the minimum requirements, as outlined above,
and has obtained a Grade I License as certified by the State, shall
be awarded 60 points.
(c. ) An employee who meets the minimum requirements , as outlined above,
and has obtained a Grade II License as certified by the State shall
be awarded 70 points (which is the minimum Points needed to pass
the State Certification Test for a Grade II License) or their actual
point total on the Grade II License examination if higher than 70
points .
Oral Examination
(a) In addition, all City employees who meet the outlined minimum
requirements will be required to appear before an oral examination
panel. The oral examination panel shall consist of a minimum
of three people who have expertise in the areas being tested and
shall include no more than one person from the department where the
job opening exists. The oral examination shall be worth a total of
100 points.
Scoring
(a. ) An employee's rank on the promotional list shall be determined by
combining their point total frpm "work experience and/or State
Certification" with their poit;L total from the "oral examination."
However, promotion may be contingent upon a review of the driving
record and the physical examination.
DEADLINE DATE: Qualified employees must submit a resume to the City of Waterloo
Personnel Department, 1st Floor, City Hall, by 5:00 p.m. , Friday, January 13, 1984.
TESTING DATE: All qualified candidates who apply by the deadline date will be
notified of the time, place and date of the oral examination.
