HomeMy WebLinkAbout11/17/1983 CIVIL SERVICE COMMISSION November 17, 1983 - 4:00 p.m. Mayor's Conference Room Members present: Braun, Eibey, Geisen Others present: Larry P. Burger, Roger Mogle, Jim Rodemeyer, David Tyler, Michelle Temeyer The agenda was amended to eliminate Item F (Testing Criteria for the Equipment Operator I at the Street Department). It was moved by Braun, seconded by Eibey that the minutes of the October 20, 1983 meeting be received, placed on file and approved. Motion carried. The first item of unfinished business was review of the exceptions from Civil Service coverage for refuse collectors at the Street Department and Recreation Center. Municipal Employees Union Local #1127 have agreed with the recommendation to exclude these positions from Civil Service coverage. These positions are similar to maintenance personnel at the Airport which have been agreed upon to be excepted. It was moved by Braun, seconded by Geisen, that the position of refuse collectors and Recreation Center/McElroy Auditorium maintenance be excepted from Civil Service coverage. Motion carried. All positions have been reviewed by the Commission, with the following "Attachment A" being the list of these positions excepted from Civil Service coverage: Attachment A - The City of Waterloo/Civil Service Rules and Regulations. The following City of Waterloo Job Classifications are excepted from Civil Service Coverage per Chapter 400.6 (1 a-4) of the Code of Iowa (1983) City Attorney Assistant City Attorneys City Clerk/Auditor Deputy City Clerk/Auditor City Engineer Police Chief Fire Chief Secretary to the Mayor Unskilled Laborers-Street Department Refuse collectors-Sanitation Maintenance I - City Hall Maintenance II - City Hall Maintenance/Laborers-Recreation Commission/McElroy All employees of the Waterloo Public Library All Casual, seasonal and temporary workers Maintenance/Laborers-Airport It was moved by Braun, seconded by Geisen that said "Attachment A" be approved as a part of the Civil Service Rules and Regulations approved by the Civil Service Commission on October 20, 1983 and City Council on November 14, 1983. Motion carried. Testing criteria was reviewed for the positions of Fire Inspector, Fire Marshall, Fire Captain and Fire Division Chief. It was moved by Braun, seconded by Eibey that the Civil Service Examination Notice for the position of Fire Inspector (see Exhibit "A"), be approved. Motion carried. Page Two Civil Service Minutes It was moved by Braun, seconded by Eibey that the Civil Service Examination Notice for the position of Fire Marshall (see Exhibit "B") , be approved. Motion carried. It was moved by Braun, seconded by Eibey that the Civil Service Examination Notice for the position of Fire Captain (see Exhibit "C"), be approved. Motion carried. It was moved by Braun, seconded by Eibey that the Civil Service Examination Notice for the position of Fire Division Chief (see Exhibit "D"), be approved. Motion carried. Testing criteria for the position of Animal Control Officer was discussed. Lyle Albert, from the University of Northern Iowa will assist in the testing process, with December 5, 1983 the deadline for application submittal. It was moved by Braun, seconded by Eibey that the Civil Service Examination Notice for Animal Control Officer be approved (see Exhibit "E"). Motion carried.
