HomeMy WebLinkAbout08/25/1993 CIVIL SERVICE COMMISSION August 25, 1983 4:00 p.m. Mayor's Conference Room Present: Braun, Eibey, Giesen Also present: Roger Mogle, Jim Rodemeyer, Donna Lesyshen, Police Chief Huck, Roger Shook, W. David Tyler, Larry P. Burger and Michelle Temeyer. The agenda was approved, as proposed. The minutes of July 21, 1983 were reviewed and approved. The first item of discussion was the review of exceptions from Civil Service coverage. Jim Rodemeyer, Assistant Personnel Director, reported that the Personnel Department and City Attorney have met with the union representatives of Local 1127 to discuss these exceptions. Due to their uncertainties with how the commission proposes to handle promotions, etc., they wish to delay further discussions until such time as the Commission has adopted their rules and regulations. The Commission will review said rules and regulations at the October, 1983 meeting. Discussion on the Recreation Center maintenance personnel exceptions will be continued. Mr. Rodemeyer reported that Rickie French (police recruit applicant, see minutes of July 21, 1983) had brought in a DD214, indicating his veteran status; however, he was only a 24 day veteran. Currently, the Personnel Department is seeking information on whether he can be considered a veteran. Mr. Rodemeyer reported that on August 31, 1983, written examinations will be conducted for the position of Clerk/Receptionist. Applications have been received from 127 persons. For the operator trainee position, tests will also be conducted on August 31, 1983. Applications have been received from 170 persons. Both tests will be conducted by Prof. Lyle Alberts from the University of Northern Iowa. Rick Carlson has been hired as the Park Superintendent to begin employment with the City on September 19, 1983. The Personnel Analyst position will be advertised on August 28, 1983 in the Waterloo Courier and the Des Moines Register. Adds will also be placed with the three (3) state universities, Drake University and Job Service of Iowa. Applications must be received by September 9, 1983. The job posting and description for the Secretary II position was reviewed. It was moved by Braun, seconded by Eibey that the following be accepted and approved: See Attachment Motion carried. The next meeting of the Commission will be September 29, 1983 at 4:00 p.m. With no further business before the Commission, it was moved by Bowers, seconded by Eibey that the meeting be adjourned. Burger Clerk of the Commission CITY OF WATERLOO NOTICE CIVIL SERVICE EXAMINATION FOR SECRETARY II DESCRIPTION: Position involving the performance of varied and complex secretarial , stenographic and bookkeeping tasks requiring the use of independent judgement. Duties include but are not limited to typing letters , memos, accounting reports, etc. , from both a rough draft and/or dictation equipment, assist in the preparation of agendas and the taking of minutes at meetings; operation of a standard typewriter, word processor, bookkeeping machine and other related office equipment; responsible for financial accounts and records including balancing of accounts and counting cash; prepare and maintain various office files and records. Other duties as assigned by a designated supervisor. QUALIFICATIONS AND MINIMUM REQUIREMENTS: Graduation from high school or completion of a G.E.TJ. , knowledge of office procedures, equipment and terminology; knowledge of or ability to learn the profficient operation of a word processor and a bookkeeping machine; knowledge of bookkeeping and accounting; ability to take shorthand at 90 words per minute; ability to transcribe mechanical dictation; ability to type from a clear copy or rough draft at a rate of at least 60 words per minute with no errors; evidence of prior work experience in both office procedures and accounting or bookkeeping fields; must have reached the age of 18 by the application deadline date. The City of Waterloo reserves the right to conduct a background check including inquiries of present and past employers and reference and to require an examination by a physician of the employer's choice prior to an applicant being hired to determine if an applicant is free from any physical , emotional or mental conditions which might adversly affect job performance. WRITTEN EXAMINATIONS: All qualified applicants who apply by the deadline date shall be required to take a timed written examination developed by the International Personnel Management Association designed to measure aptitude and skill level in the following areas: (1) Punctuation (2) Vocabulary (3) Filing (4) Reading (5) Grammar (6) Spelling The top candidates as ranked by their composite score on the written examination shall be allowed to proceed in the testing process. ORAL EXAMINATION: The top 30 candidates as ranked by their written score will be required to appear before an oral examination panel . The oral examination panel shall consist of a minimum of three people who have expertise in the areas being tested and will include no more than one person from the department where the job opening exists. An individual must attain 60 points out of a possible 100 to achieve a passing score on the oral examination. In addition, the top 30 applicants shall bring to their oral examination a test score or other document issued within the last year, verifying their ability to type at least 60 words per minute with no errors and transcribe dictation from dictation equipment at 80 words per minute. SCORING: Those individuals who successfully complete the written and oral examinations as outlined above will have their final scores determined by combining their raw composite score from the written examination with their average score from the oral examination. The top twenty applicants as ranked by their total points as outlined above will be the individuals certified on the initial and reserve lists. DEADLINE DATE: Qualified candidates must submit a resume to the City of Waterloo Personnel Department, 715 Mulberry Street, Waterloo, Iowa 50703 by 5:00 P.M. , September 9, 1983.
