It was moved by Eibey, seconded by Giesen to approve the Minutes as
written. Motion carried.
Mr. Jim Rodemeyer distributed a list of positions that the City is
recommending be excluded from coverage of Civil Service.

Dave Tyler, City Attorney stated that there was some disagreement on
position in the Street Department, Sewer Department and Refuse
Collectors, but could be defined at a later date. He also stated that
the Library is also resisting the inclusion under Civil Service.
Moved by Eibey, seconded by Giesen to receive and file the above list
of exclusions as presented with final adoption at a later date. Motion
carried.
Giesen then stated that any hearings before the Commission on exclusion
will only be held if a request is received by the Clerk of the
Commission prior to the July meeting.
Rodemeyer stated that he was unsure at this time on the dates for
interviewing the Park Superintendent, but that there would be three
members on the review panel and they possibly will be:
Director of Cedar Falls Parks
Personnel Department Representative
One person outside the City
Giesen asked that the City adopt a policy now and in the future that
only one representative from the department in which the opening is
available be on the interview panel .

Fire Equipment Operator in the Waterloo Fire Department and asked for
Commission approval .

We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible and ranked in order
based upon the examination process as set forth by the Civil Service
Commission for appointment to the rank of Fire Equipment Operator
(FEO) in the Fire Department for the City of Waterloo, Iowa.
Appointment to the position of Fire Equipment Operator in the
Waterloo Fire Department shall be made from this list for the next
two years (June 22, 1983 - June 21, 1985) or until the list is
exhausted.

Lieutenant in the Fire Department in the City of Waterloo and asked
for Commission approval .
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible and ranked in order
based upon the examination process as set forth by the Civil Service
Commission for appointment to the rank of Lieutenant in the Fire
Department for the City of Waterloo, Iowa. Appointment to the
position of Lieutenant in the Waterloo Fire Department shall be made
from this list for the next two years (June 22, 1983 - June 21, 1985)

Assistant Planning Director in the City of Waterloo and asked for
Commission approval .

We, the members of the Civil Service Commission, certify the
following applicant, who is eligible and based upon the examination
process as set forth by the Civil Service Commission for appointment
to the position of Assistant Planning Director for the City of
Waterloo.

Jim Rodemeyer presented the following notice for Civil Service
Examination for Water Pollution Control Plant Operator Trainee and
asked for approval .
Discussion followed with regards to different aspects of the notice.
Giesen stated that he would like to see only one member of the
interview panel be from the department with the job opening.
Moved by Eibey, seconded by Giesen to accept recommendation and adopt
the following notice as amended. (see attached "Exhibit A") Motion
carried.
Jim Rodemeyer presented a proposed notice of examination for
Clerk/Receptionist and asked for Commission approval .
Discussion followed regarding number of points given each section of
the testing procedure.
Jim Rodemeyer reported that Lyle Alberts, from University of Northern
Iowa will possibly be administering the written tests.
Moved by Eibey, seconded by Giesen to accept the following notice as
amended. (see attached "Exhibit B" ) Motion carried.
City Attorney, Dave Tyler, spoke of some of the problems of having
the City move toward total Civil Service coverage.
Discussion followed.
The next meeting will be July 21, 1983, at 4:00 p.m.

CITY OF WATERLOO, IOWA
NOTICE
CIVIL SERVICE EXAMINATION FOR WATER POLLUTION CONTROL
PLANT OPERATOR TRAINEE
DESCRIPTION
Entry level position learning to operate and maintain equipment
including but not limited to pumps, boilers, digester, engines, vaccuum
filteration equipment, sludge handling and disinfectant equipment. The
position also entails various other duties as assigned, including but
not limited to shoveling snow, painting, and assisting in the greasing
and oiling of equipment.
QUALIFICATIONS & MINIMUM REQUIREMENTS
Graduation from High School or GED. Drivers license and ability to
obtain Chauffeurs License and Red Cross certification within 120 days
of employment date. Must have high mechanical and math aptitude.
Be able to obtain and maintain state certification as an Operator I
within 18 months of employment date. Must have reached the age of 18 by
the date of application deadline. Able to perform heavy labor outdoors
in various weather conditions. Have normal hearing in each ear.
Hearing is considered normal when tested by an audiometer and hearing
sensitivity thresholds are within 25 db measured at 1000 HZ, 2000 HZ,
and 3000 HZ average together. Is willing to comply with the City of
Waterloo's residency policy concerning emergency response time (must be
able to respond within 30 minutes during an emergency) . Is not a
liquor or drug addict. Able to read and write English language.
The City of Waterloo reserves the right to require an examination by a
physician of the employer's choice, prior to an applicant being hired
to determine if an applicant is free from any physical , emotional or
mental conditions which might adversly affect job performance.
APTITUDE EXAMINATIONS
An aptitude examination for Waste Water Treatment Plant Operator will
be administered by Job Service of Iowa to all qualified applicants who
meet the minimum requirements and apply by the deadline date. Those
applicants who score in the high category on the initial aptitude
examination will be required to participate in an examination entitled
"Mechanical Reasoning". This examination is designed to measure
mechanical aptitude and to predict success in jobs requiring mechanical
ability. Those applicants who score in the 85th percentile or higher
will be allowed to proceed in the testing process.
ORAL EXAMINATION
Those applicants who score in the 85th percentile or higher on the
"Mechanical Reasoning Examination", will be required to appear before
an oral examination panel . The oral examination panel shall consist of
a minimum of three people who have expertise in the areas being
tested. The testing panel shall include no more than one person from
the department where the job opening exists. The Oral Examination will
count as 100/ of the total score. An individual must attain 60 points
out of a possible 100 to be eligible for the Certified List.
DEADLINE
Eligible applicants must apply at Job Service of Iowa located at 3927
University Avenue and 925 E. 4th, Waterloo, Iowa, by 4:30 p.m. , Friday,
July,' 15, 1983. All applicants will be notified of the time, date and
place of the examination.

NOTICE
CIVIL SERVICE EXAMINATION FOR CLERK/RECEPTIONIST
DESCRIPTION: Entry level position performing routine clerical/receptionist
work of varied nature requiring occasional use of independent judgement.
Duties include but are not limited to typing letters, memos, schedules,
news releases and other material ; answering telephones, giving directions
and relaying messages; receives and handles registration money, balancing
money against daily receipts; schedules ball diamonds and other City
sports related activities; acts as receptionist meeting and directing
public to the proper person, office or activity.
QUALIFICATIONS & MINIMUM REQUIREMENTS: Graduation from high school or
completion of G.E.D. ; evidence of prior work experience in the clerical
area and experience in meeting and dealing with the public. Ability to
type from a clear copy or rough draft at a rate of 35 words per minute
with no errors and to operate standard office equipment including a
thermofax, mimeograph, addressograph and calculator. Ability to understand
and follow oral and written directions. Must have reached the age of 18
by the date of the application deadline. The City of Waterloo reserves
the right to require an examination by a physician of the employer's
choice prior to an applicant being hired to determine if an applicant is
free from any physical , emotional or mental conditions which might
adversly affect job performance.
EXAMINATIONS: All qualified applicants who apply by the deadline date
shall be administered a series of timed examinations by Psychological
Services, INC. , designed to measure aptitude and skill level in the
following areas:
a) Language skills
b) Vocabulary
c) Following oral directions
d) Following written directions
e) Forms Checking
The top 30 candidates as ranked by their scores, on the written examinations,
shall be allowed to proceed in the testing process. Each of the 5
examinations shall be worth 10% and the combined score of the written
examinations shall be equal to 50% of the total score.
ORAL EXAMINATIONS: The top 30 applicants ranked by their written scores
wi. be required to appear before an examination panel . The oral examination
panel shall consist of a minimum of-three people who have expertise in
the areas being tested. The oral examination will count 50% of the
total score. An individual 'must attain 60 points out of a possible 100
to achieve a passing score on the oral examination. The testing

shall include no more than one person from the department where thenjob
opening exists. In addition the top 30 applicants shall bring to their
oral examination a test score or other document, issued within the last
year, verifying their ability to type at least 35 words per minute with
no errors.
DEADLINE DATE: Eligible applicants must submit a resume to the City of
titer oo personnel Department, 715 Mulberry Street, Waterloo, Iowa
50703, by 5:00 p.m. , Monday, July 18, 1983.
TESTING DATE: All qualified applicants will be notified of the time,
i:nd p ace of the examination.
