CIVIL SERVICE MEETING April 21 , 1983 4:00 p.m. Mayor's Conference Room Members present: Giesen, Eibey Braun arrived at 4:09 p.m. Others present: Jim Rodemeyer, Police Chief Huck, Vic Kennedy, Roger Shook, Mike Quinn, Roger Mogle and Donna VanHorn. Minutes of the previous meeting were discussed. The Commission would like the minutes to show the following additions to the March minutes regarding further testing: 1 . The interviewers are not to discuss anything about the candidates. The interviewers must turn the rating sheets in at the end of the testing sheets in at the end of the testing day. 2. That each change on the rating form be initialed and dated and dated by the interviewer. Moved by Braun, seconded by Eibey to approve additions. Motion carried. Jim Rodemeyer discussed the Dispatchers Test. 314 people submitted resumes and 168 people took the test. Results should be given to Personnel April 22, 1983. The tests were scored by UNI. Rodemeyer will send a letter indicating thank-you to the applicants not in the top 40. Interviews will be given May 10-18. Rodemeyer also wanted to change the interviewer panel from a 5 member panel to 3 member panel. Vic Kennedy suggested r.hat since the testing had already begun, it would be wise to leave the panel at 5 and if they wanted to make the change at a later date, do so before another test. Testing for the Fire Lieutenants will be May 24, 1983 at 10:30 a.m. at Fire Station #1 . Rodemeyer gave a special thank-you to Lt. Mike Quinn and Sgt. Randy Shoenfielder for all their extra time and effort in putting together the dispatcher test. Vic Kennedy discussed the clarification requests of Barb Coffin and Karlene Piper and that it was not an "Appeal". He suggested that even though the ladies did not appear at the Civil Service Meeting, the Commission should at least act on their requests. After advise of counsel, it was moved by Braun and seconded by Eibey that the following statement along with a letter be sent to Barb Coffin and Karlene Piper: Upon review of the mailed affadivits of Karlene Piper and Barb Coffin the Civil Service Commission notes the right of Karlene Piper and Barb Coffin to request hearing and clarification of their stated concerns. However, since they did not appear on April 21 , 1983 as scheduled in posted notice, we are unable to do so and consider the matter denied. However, we wish to note as a matter of record, upon advise of our counsel, that we do not have the power of decision and remedy over the matters noted by them in their written document.
