March 24, 1983

Mayor's Conference Room
Members present: Braun, Eibey, Ferguson, Giesen
Others present: Rodemeyer, Police Chief Huck, Fire Chief Olson,
Vic Kennedy, Tom Pierce, Larry Thompson, Roger Shook, Gracie
Thompson, Larry P. Burger, Michelle Temeyer, and other members of the
Waterloo Police Department.
Minutes of the previous meeting were reviewed. It was moved by
Braun, seconded by Eibey to approve said minutes. Motion carried.
The first item of business was the appeal of Police Officer Larry
Thompson on the oral testing procedures for the Sergeants promotional
exams. In reviewing the oral evaluations of the examining panel,
Thompson question the score of Gary Heinzman. He stated that it
appeared as though this evaluator's score had been lowered by 8
points, thus eliminating him from the promotional list.
Jim Rodemeyer of the Personnel Department responded an the selection
process of the interviewers and the integrity of each.
Thompson questioned any prior knowledge of anyone on the Waterloo
Police Department.
Rodemeyer stated that every portion of the testing procedure was
conducted in a manner that was totally honest and above board.
Discussion followed regarding the different aspects of the testing
procedure.
Braun stated that the Commission is concerned if any Officer feels he
has not been treated fairly. She also stated that in this case, she
can find no evidence of wrong doing.
Moved by Braun, seconded by Eibey to deny the appeal by Officer Larry
Thompson. Ayes: Three. Nayes: None. Motion carried.
Rodemeyer reported that two people could not complete the physical
agility test and were informed of their right to appeal to the Civil
Service Commission. Neither of the parties were present.
Moved by Eibey, seconded by Braun that the following is a list of
individuals certified by the Waterloo Civil Service Commission as
eligible for appointment to the Waterloo Police Department.

Appointments to the Police DeparLiuent shall be made from this list
for the next two years (March 22, 1983 - March 21 , 1985) or until the
list is exhausted.

The second list shall be held in reserve and must be certified within
the 1st year of the two year period in order to be utilized. Motion
carried.
Rodemeyer reported that the schedule of events for civilian
dispatchers have tentatively been set as follows:
1 . March 28th - April 1st - Job will be posted for City employees
2. April 3rd - Job will be advertised in the Waterloo Courier
3. April 8th - Deadline for resumes to be returned to Personnel
Office
4. April 18th - Written Examination
5. May 9 - 13th - Oral Examination
Rodemeyer then ran through the minimum requirements and
qualifications for Civilian dispatcher. (see attached)
Rodemeyer continued that this will be a joint effort between the
Police and Fire Departments and that selections will be from the same
list.
Moved by Braun, seconded by Eibey to adopt the minimum requirements
and qualifications for civilian dispatcher as proposed. Motion
carried.
Carl Dyke, Waterloo Police Department, presented a new pre-employment
physical form to the Commission for their information.
Rodemeyer presented the criteria for the position of Fire Equipment
Operator and asked for the Commissions approval. (see attached)
Moved by Braun, seconded by Eibey to approve the criteria as
submitted with the date to be determined later. Motion carried.
Rodemeyer presented the criteria for the position of Lieutenant of
the Waterloo Fire Department promotional exam and asked for
Commission's approval. (see attached)
Moved by Braun, seconded by Eibey to approve the criteria as
submitted with the date to be determined later. Motion carried.
The Chairman called for any additional business, there was none.
