Members present: Braun, Eibey, Giesen Members absent: Furgerson It was moved by Eibey, seconded by Giesen to approve the minutes of December 20, 1982 and January 6, 1983. Motion carried. A list of persons who passed the oral and written tests for Police Sergeant as established by the Civil Service Commission was presented. Individual results may be viewed in the City Personnel Office. It was moved by Eibey, seconded by Giesen that the following be certified: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible and ranked in order based upon the examination process as set forth by the Civil Service Commission for appointment to the rank of Sergeant of the Police Department for the City of Waterloo, Iowa. FIRST LIST Stephen J. Hancock Richard C. Boesen Jack E. Lockett Richard B. Arends Thomas J. Jennings Kenneth R. Burrington Robert Bengfort Mark Langenwalter Jack D. Stainbrook Michael J. Oconnor Appointment to the position of Sergeant in the Waterloo Police Department shall be made from this list for the next two years (February 17, 1983 - February 16, 1985) or until the list is exhausted. RESERVE LIST John G. Daws Paul F. Loveless Clare L. Reed Douglas P. Larrabee Ronald L. Hatzky - Ann J. Meyer Richard L. Harned Bill W. Trammell Gary L. McBroom - Donald W. Barker The second list shall be held in reserve and must be certified within the 1st year of the two year period in order to be utilized. JIM GIESEN KATHY BRAUN DON EIBEY Jim Rodemeyer, Assistant Personnel Director, reported on the Police Recruit process. Approximately four hundred (400) persons obtained packets, two hundred twenty eight (228) were turned in, with one hundred seventy two (172) individuals taking the test. The written test has been completed with forty two (42) persons passing the exam. Oral interviews are being scheduled, with physical agility tests to be conducted March 12, 1983. Those persons passing the agility test will be orally interviewed by a panel consisting of Personnel Director Roger Mogle, Lt. Quinn, and Sgt. Stallman. A list of persons eligile for certification will be presented to the Commission on March 22, 1983. Braun present at 4:12 p.m. Jim Rodemeyer reported that Fire Promotional Exams will be discussed at the March Commission meeting. Page Two Civil Service Meeting The six (6) positions for Civil Dispatchers in the Police Department were discussed. Rodemeyer reported that without any formal advertising, one hundred seventy five (175) resumes have been filed with the Personnel Department. Testing for the positions may involve an oral , written, and situational type process. It was moved by Bowers, seconded by Eibey that the Personnel Department be authorized to proceed with formulating testing procedures for the Civilian Dispatch positions in the Police Department. Motion carried. It was moved by Eibey, seconded by Braun that the Personnel Department be authorized to proceed with formulating testing procedures for the Civilian Dispatch positions in the Fire Department. Motion carried. Chairman Giesen asked for comments on legislation proposing that the length of time for which certified lists are effective to be lengthened to five (5) years, instead of the current two (2) years.
