Members present: Giesen, Eibey, Furgerson. Absent: Braun. Jim Rodemeyer, Waterloo Personnel Office presented a list of police officers to the Commission and asked that the list be certified as being eligible for appointment to the rank of Lieutenant of the Waterloo Police Department. Chairman Giesen read the following statement and asked that it be approved: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible and ranked in order based upon the examination process as set forth by the Civil Service Commission for appointment to the rank of Lieutenant of the Police Department of the Police Department for the City of Waterloo, Iowa. FIRST LIST DENNIS DAMON ALLEN PRYOR STEPHEN DWYER WILLIAM HERMANSEN LAVERN LINK RICHARD BOESEN LAWRENCE JOHNSON LYLE AMES HEINZ HOFMANN Appointment to the position of Lieutenant in the Waterloo Police Department shall be made from this list for the next two years (December 20, 1982 - December 19, 1984) or until the list is exhausted. RESERVE LIST JAMES MILNE RICHARD STEVESON JOSEPH SNIDER GARY E. HARTWIG ROBERT SHAFER The second list shall be held in reserve and must be certified within the 1st year of the two year period in order to be utilized. Braun now present. 4:15 p.m. Moved by Braun, seconded by Eibey to certify the above list of names as being eligible for promotion to the rank of Police Lieutenant of the Waterloo Police Department. Motion carried. Furgerson asked that in future testing the Commission look at some form of attitude review. Rodemeyer reviewed the process that will be followed regarding police recruits. He also suggested that the Commission meet again January 6, 1983 to finalize the recruit exam process. Officer Woods, of the Waterloo Police Department, asked that the Commission reconsider the requirement that prior to taking a Police Sergeant exam, the applicant have five (5) years experience on the Waterloo Police Department. Woods stated that he had three and one-half years in Waterloo and several other years experience as an officer in another City in Iowa. Discussion followed. The Commission reiterated its reasoning for this requirement in that experience in another city may be different than experience in Waterloo. Motion by Braun, seconded by Eibey to deny Officer Wood's request of changing the requirement of five years on the Waterloo Police Department, based on the time available to the Commission to change the requirements. Motion carried. Motion by Braun, seconded by Eibey to accept the following notice for Police Sergeant, and order the Clerk/Auditor to post the same. Motion carried. NOTICE CIVIL SERVICE EXAMINATION FOR POLICE SERGEANTS QUALIFICATIONS Five years of completed service as a Police Officer on the Waterloo Police Department. The five years of service must be attained by the date of the application. EXAMINATION Written Examination - Personnel Decisions of Minneapolis, MN to be administered by an outside consultant. An individual must attain a minimum score of 68 on the Written Examination in order to participate in the remainder of the promotional examination. ORAL EXAMINATION The Oral Examination Panel will be comprised of three Police Officers, at the rank of Sergeant and above from similar cities within Iowa. An individual must attain an average minimum score of 60 on the Oral Examination. SCORING The Oral Examination and the Written Examination shall count as 50% each. DEADLINE DATE All eligible and interested parties must notify and make application to the City Clerk' s Office of their intention to participate in the examination by 5:00 p.m. Friday, January 14, 1983. No application will be accepted after the deadline. TENTATIVE TESTING DATES Written Examination - 9:00 a.m. , Monday, January 24, 1983. Oral Examination - Monday, Tuesday and Wednesday, February 7, 8, and 9, 1983. All applicants will be notified of the time and place of the examinations. Only those individuals involved in the testing process may be present. T Motion by Braun, seconded by Eibey, to designate the City's Personnel Department and City Clerk/Auditor to administer said test. Motion carried. Giesen called for any additional business.
