HomeMy WebLinkAbout05/20/1982 CIVIL SERVICE COMMISSION MINUTES MAY 20 , 1982 4 P.M. Members Present : Braun , Eibey, Giesen and Ferguson Others Present : Mogle , Rodemeyer, Kennedy , M. Temeyer and Burger It was moved by Braun , seconded by Eibey to approve the minutes of the April 29 , 1982 meeting. Motion carried. Under old business , the Police Chief Selection Process was reviewed . The panel of oral interviewers will consist of three (3) members . The National League of Cities Consulting Service will provide assistance during the recruiting stage. Depending on availability , the panel will consist of Police Chief Harvey Miller ( Iowa City ) , John Schang (John Deere ) , with the third member unknown . It was moved by Braun , seconded by Eibey that the third panel be retained by the staff and should be a capable and knowledgeable person suitable to the situation . Motion carried. Ads regarding the Police Chief opening are scheduled for publications on May 23 and June 6 , 1982 in the following cities : Detroit , Minneapolis , St . Louis , Des Moines , Kansas City and Chicago. The original time frame may be somewhat altered. The salary for the position will be established by the Mayor and Council as a legislative function. Ferguson now absent. Jim Rodemeyer , Assistant Personnel Director , distributed a survey which was recently conducted regarding the establishment of police recruit lists . Generally , all cities conduct the proceed differently. After discussion , the Commission delayed further action on a police recruit exam until after selection of a Police Chief. The existing recruit list consists of one ( 1 ) person who is eligible for appointment until September 16 , 1982. The Police Consultant may have specific recommendations on the recruitment process . Discussion was briefly held regarding changing the list eligibility from one ( 1 ) year to two ( 2) years . A decision will be forthcoming. Vic Kennedy , Assistant City Attorney , reported that no action had yet been taken on the Police Promotional suit since the last Commission update. The next meeting is scheduled for June 17 , 1982 at 4 p .m. Under new business , Roger Mogle , Personnel Director, reported that he had attended the International Personnel Association Regional Conference on Civil Service and Collective Bargaining. Major discussion at the conference involved the collective bargaining process in relationship to the Civil Service Law. Due to uniqueness of having both collective bargaining and Civil Service in Iowa , the conference consensus was that continued work was needed to make the two ( 2) compatable.
